moved from an Act passed ia secret session to
raise en additional force to serve during the
wsr, by which the President is authorised to
sccept the services of volunteers without re
gard to the place of enlistment.
Another Act from which secrecy has been
removed, authorises the Postmaster-General to
issue his Proclamation any day he may select,
taking entire ekarge of the Postal matters of
the Confederate States.
Major Anderson to Command Kentucky

WAsninoTon, May 9.—President Lincoln hss
accepted two Regiments of Volunteers from
Kentucky—enlisted for the War—and consent
ed that Maj. Anderson shall accept the com
mand of the Brigade. This gentleman is re
lied upon by ibe President to make good hia
declaration ia New York, to plant the Stare
and Stripes in their old location on Fort Sum
ter.
A Regiment from Louisiana arrived at Rich
mond on Monday; and fourteen hundred Ten
nessee troops end a Battalion of Alabama troops
have reached Lj nchburg.
James Gordon Bennett, Jr., ol New York,

Norfolk, May 9.—Four thousand troops are
now here, including two Companies from Geor-
gia.

Frankpoxt, May 9 —Gov. Magoffin, in his
special message te the Kentueky Legislature,
denounces Lincoln’s movements. Hs Inclines

calling of a Convention.

Philadelphia, May 9.—Large bodies of Vir
ginia troops are reported to be concentrating
