Bsc. 2. And be it further enacted, That there
shall be levied, collected aud paid, on each
aud every uon-enuiuersted article which bears
asiimlitude, either iq material, quality, text
ure, or the uses to which it may be applied, to
any enumerated articles chargeable with duty,
the same rate of duly whicn is levied and
charged on tho enumerated article by the for*,
going schedules which it most resembles in
soy of the particulars before mentioned; and
if any non-enumerated article equally rsetm
bles two or more enumerated articles on which
different rates of duty are chargeable, tuere
shall be levied, collected and paid on such
non-enumerated article, the same rate of doty
as is chargeable on the article which it resem
bles paying the highest duty. Provided, that
small artic.es manufactured trout two or more
materials, the duty shall bo assessed at the
highest rates at which any of its component
parts may be chargeable. Provided further,
that on all articles which are not enumerated
in the foregoing schedules and cannot be class
ified under this section, a duty of 10 per cent.

Beo. 3. i4nd be it further enacted, That all
goods, wares, and merchandise, which may be
in the public stores as unclaimed, or in ware
house uuder warehousing bonds, on tha 31st
day of August next, shall be subject on entry
thereof lor consumption, to such duty aa if the
same had been imported, respectively, after
that day.
Skc. 4. A md be it further enacted, That on the
entry of auy goods, wares, or merchandise, im
ported on or after the 31st day of August afore
said, the decision of the Collector ot the Cus*
toms at the port of importation and entry, as
to their liability to duty or exemption there
from, shall be final and conclusive against the
owner, importer, consignee, or agent af any
such goods, wares and merchandise, unlees the
owner, importer, consignee or agent shall!
within ten days after such entry, give notica to
the collector, in writing, of his dissatisfaction
with such decision, setting forth therein dis
tinctly and specially his gxouod of objection
thereto, and shall, within thirty days after
date of suoh docisioo. appeal therefrom to the
Secretary of the Treaaury, whose decision on
such appeal shall be final and ooncloelve; tod
the said goods, ware* and merahandieo shall
be liable to duty or exemption therefrom ac
cordingly, any Aet of Congress to the contrary
notwithstanding, unless suit shall be brought
within thirty d«ye after suoh deoision, for any
duties that may nave been paid, or may there
after be paid, on said goods, or within thirty
days after the duties shall
