Sec. 2. And be it further enacted, That there
shall bo levied, collected and paid, on c*ck
and every nou-euuracraled article which bears
asituilitude, either ia material, quality, text
ure, or tbe uses to which it may be applied, to
any enumerated articles chargeable with duty,
tho same rate of duty which is levied and
charged on the enumerated article by tbe fore
going schedules which it moat resembles in
any of the particular! before mentioned; and
if any nen-euumerated article equally resem
bles two or more enumerated articles on which
dilfereut rates of duty are chargeable, there
shall be levied, collected and paid on such
non-euumerated article, the same rate of duty
as is chargeable on the article whloh it resem
bles paying tho highest duty. Provided, that
small articles manufactured from two or more
material, the duty shall bo assessed st tbe
highest rates at which any of its component
parts may be chargeable. Provided further,
that on all articles which are not enumerated
n the foregoing schedules and cannot be cla
ified under this section, a duty of 10 por cent
ad valorem shall be charged.
8kc. 3. And be it further enacted, That all
goods, wares, and merchandise, which may be
in the publio stores as unclaimsd, or in wsre-
house under warehousing bonds, on tbe 31st
lay of August next, shall be subject on entry
thereof for consumption, to such duty as if the
same had been imported, respectively, after
that day.
Sec. 4. Amd be it further enacted. That on
entry of auy goods, wares, or merchandise,
ported on or sfter the 31st day of August afore
said, the decision of the Collector ot the Cus
toms at the port of importation and entry, st
to their liability to duly or exemption there
from, shall be final and conclusive Against the
owner, importer, consignee, or agent of any
such goods, wares and merchandise, unless the
owucr, importer, consignee or agent shall,

thereto, and shall, within thirty days after
date of such decision, appeal therefrom to the
Secretary of the Treasury, whoee decision on
such appeal shall be final and conclusive; and
the said goods, wares and merchandise shall
be liablo to duty or exemption therefrom no-
oordingly, any Act of Congress to the contrary
notwithstanding, unless suit shall be brought
within thirty days sfter such decision, for any
duties that may have been paid, or may there
after be paid, on said goods, or within thirty
days after the dutiee shall have been paid in
cases where such goods shall be in bona.
Bsc. 5. Be it further enacted. That it shall be
lawful for the owner, consignee, or agent of
imports which have been actually purchased
or proourod otherwise then by purchase, on
entry of the same, to make such addition in
the entry to the cost or value given In the in
voice as, iu his opinion, may raise tbe same to
true market value of such imports in the prin
cipal markets of the oountry whence the im
portations shall have been made, aod to add
thereto all costs and chargee which, under ex
isting laws, would form part of the true value
at tbe port where the same may he entered,
upon which the duty should be assessed. And
it shall be the duty of the Collector within
whose District the same may bo imported or
entered, to cause tho dutiable value of inch
