Important Letter from the Postmaater-
General, Relative to the Transmission of
Letters South by the Adams Kxpreas.
From the Cincinnati Commercial.
Frequent inquiries have been made at the
Post Office department, within the last few
days, in reftrence to tbs matter of Adams’ ex
press company carrying letters to the seceded
8(alee, and by what authority they were per*
Uted to do so. The following letter, address”
ed by Postmaster General Blair to Gen. Mc
Clellan upon this subject, fully explains the
matter, and will show by what authority that
company are carrying letters to said States :

General : 1 have rscsited yours of the 9th
Inst., inolosing a letter from Mr. Gaither, up
on the subject of the transmission of mail mat
ter South by Adams’ Express company. I
have to reply that the regulation of the inter
course between the two sections is under the
control of the military authorities of theooun-
try, and therefore, whether the express busi
ness shall be continued at all or not, la not my
province to deoide. If it Is continued, end let
ter! ere transmitted by it, and mailed at Louis
ville or elcewhere, and the loyal State postage
ie paid In accordance with the lews and regu
lations of the servios, 1 oeneot prevent it;
but the postmaster at Louisville has been in
structed to send all letters, ooming from 8tates
in whioh tbs post la Samoa has been discontin
ued, with our stamps upon them, to the Dead
Letter Office, for the reason that we do not
recognise stamps and stamped envelop*!

which like other mail property, have been

the 8outb, end bringing them to Louisville or
Cincinnati to . be meiltd to any pert of the

ment of the postage on suoh letter are obtain
ed from offices within ths loyal Sistes. Nor
would I objeot to tht Exproos Company taking
letters from within tbs loyal States to any
point within ths 8eceded States, suoh Utters
leieg stamped in accordance with the United
States postal regulations.
There being no poetel arrangements en the
part of Government in exietenoe in those
Slates, as a matter of course suoh trsesmie-
sion of Utters would involve no infection of
lnw. The only point on which I especially
insiet, in the employment of the express agen
cy for this purpose, is that letters mailed to
points within the loyal 8tatea shall not be pre
paid by stamps wbioh have been stoUn from
us ; end from the high chereotcr you civs Mr.
Gaither, 1 should feel assured upon this point;
but ae we can have no understanding with
