Th* following law hu been enacted by »!»• Conyre**
of the Confederate Ft* tea of America :
LETTER POSTAGE.
An Act to preterite the rate* of Poa(*|r* In the Confed
erate State* of America t*4 for o»hrr purpose*.
The Couereat of the Confederate Statee of America
do euact, That from and after auch period aa the Poet-
maater-Oeneral may by peoclatoatlaa nrraou»c<\ there
ahall be charyed the following ratee of poataye, to-wit :
For every alnyle sealed letter, and for every letter lu
icrlpi or paper of any kind, upoo which Infon
e between placet within the Confederate State* of
America, not exceeding I've hundred miles, five cent*;
and for any dlatance exceeding five hundred milea,
double that rate; and every letter or parcel not exceed
ing half an ounce In weight ahall be deemed e single
letter, and every additional weight of half an ounce,
or additional weight of leaa than half an ounce, ahall be
charged with additional tingle pontage; and art pack-
ogee containing other than -printed or written mat-
Ur—and money package* are included in thie clan*
—nhall It rated by weight ae lettere are rated and
nhall be charged the rates of postage on letter*; and all
drop letters, or letter* placed In any poat-oflicc not for
transmission but for delivery only, ahall be charged
with postage at the rate of two ceatf each ; and hi all

stamps; and In ell the letters which shall hereafter be
advertised a* remaining over or uncalled for in any
post-oilce shall be charged with two eenta each in addi
tion to the regular postage, both to he accounted for as
other postages of this Confederacy.

ER PRINTED MATTER, 1NCLUDINO BOOKS.
And be It further enacted, That all the Newspapers
published within the Confederate Btatea, not exceeding
three ouncea In weight, and aent from the office of pub
lication to actual and bona Jtde subscribers within the
Confederate States, ahall be charged with postage as
follows, vl*: The postage on the regular number* of a
newspaper published weekly, shall be ten cents per
quarter ; papers published *eml-weekly, double that
amount; papers published thrice a week, treble that
amount; papers published six time* a week, six (Ime*
that amount, and papers published dally, seven times
that amount. And on Newspapers weighing more than
theee ounces, there shall be charged on each additional
ounce in addition to the foregoing rates, #n those pub
lished ence a w eek, live cent* pm- ounce, or fraction of
an ounce, per quarter; on those published twice a week,
ten cents per ounce per quarter ; on those published
three timei a week, fifteen cent* per oanoe per quarter;
on th se published six time* a week, thirty cents per
ounce per quarter; and on those published daily, thirty-
five cents per ounce per quarter.
And periodicals published ottener than bi-monthly
shall be charged as newspapers. | ■

cents per quarter ; and for evtry additional ounce or

published Semi-monthly, dobble that amount. And pe-
rioc Icttls published quarterly or bi-monthly, ahall be
charged two cents an ounce; and regular subscribers to
newspapers and periodicals shall be required to pay
ore quarter’s postage thereon In advance, at the office
of delivery, aitles* paid at the office where published.
And there shall be charged upon every ot her news
paper, and each circular not sealed, hand-hill, engrav
ing, pamphlet, periodical and magazine, which shall be
unconnected with any manuscript or written matter,
and not exceeding three ounces in weight, and publish
ed within the Confederate States, two cents; aad for
each additional ounce or fraction of an ounce, two
centa additional; and In all cases the postage ahall be
pre-pald by stamps or otherwise, as the Postmnster-
Ueneral ahall direct.
And Booke.finnnd or unbound, not wrlghU g ortr four
pounds, shall be deemed mailable nintlft, nud shall be
charged with pottage, to be pro-pa id by Stamp* or oth
erwise, aa ibe Postmaster-General ahall direct, at two
centa an ounce for any distrnce.
And upon all newapapers, periodicals and books, as
aforesaid, published beyond the limits of the Confed
erate States, there shall be charged postage at double
the foregoing specified rates.
The publishers of newspapers or periodicals within
th* Confederate States, may send ami receive to and
from each other, from their respective office* of publi
cation, one copy of each publication, free of postage.
All newspapers, unsealed circulars, or other anaealed-
prlnted transient matter, placed In any post-office, not
for transmission hut for delivery only, shall be charged
postage at the rate of one cent each.
