collection or the expenditure of the public revenue,
abolished and repressed.
I have not time o dwell on details in the appli
cation of this principle. I will say that a pruning
knife, long, broad and sharp, should be applied to
every department of the Government. There is
abundant scope for honest and skilfulsurgery. The
annual expenditure may, in reas nable time, be
brought down from its present amount of about
forty millions to near one third of that sum.
sih. The several Mates have made such great
and gratifying p.ogress in their respective systems
of Internal Improvements, and have been so aided
by the distribution under tiie deposite act, that in
future, the erection of new roads and canals should
be left to them with such further aid only from
the General Government a-. they would derive from
the payment or the last instalment under that act,
from an absolute iclinqu shment of the right ol
Congress to call upon them to relund the previous
instalments, and from their equal and just quotas,
to be received by a future distribution of the nett
proceeds from the sales of the public lands.
And 6d». That tiie right to slave property, be
ing guarantied by the Constitution, and recognized
.is one of the compromises incorporated in tnat in
strument by our ancestors, should be left where
the Constitution has placed it, undisturbed and
uaagitated by Congress.
These, fellow-citizens, are views both of the
structure of the government and of its administra
tion, which appear to me worthy of commanding
the grave attention of the public and its new s?r
viais. Although, I repeat, 1 have neither authori
ty nor purpose to commit any body else, I believe
most, if net all of them, are entertained by the po
litical friends with whom 1 have acted. Whether
the salutary reforms which they include will be
effected or considered, depends upon the issue of
that great struggle which is now going on through- j
out the country. This contest has had no parallel »
since the period of the revolution. In both in- I
stances there is a similarity of object. That was ■
to achieve, this to preserve the liberties of the
country- Let us catch the spirit which animated,
and imitate the virtues which adorned our noble
ancestors. Their devotion, their constancy, their
untiring activity, their perse verai.ee, their indomi
table resolution, their sacrifices, their valor! If
they fought for liberty or death, in the memorable
language of one of the most illustrious of them, let
us never forget that the prize now at hazard is
liberty or slavery. We should be encouraged by
the fact that the contest, to the success of which
they so'emnly pledged their fortunes, their lives,
and their sacred honor, was far more unequal than
that in which we are engaged. But, on the other
hand, let us cautiously guard against too much
confidence. History and experience prove that
more has been lost oy s II confidence and contempt
of enemies, than won by skill and courage. Our
opponents are powerful in numbers, and in organi
zation, active, insidious, possessed of ample means,
and wholly unscrupulous in the use of them. They
count upon success by the use of two words. De
mocracy and Federalism —Democracy, which, in
violation of all truth, they appropriate to them
selves, and Federalism, which in violation of all
justice, they apply to us.
And allow me to conjure you not to suffer your
selves to be diverted, deceived or dis ouiaged by
the false rumors which will be industriously circu
lated between the present lime and the period of
the election by our opponents. They will put
thrift forth in every variety, and without number,
ft the most imposing forms —certified or sworn to
by conspicuous names. They will biag, they will
toast, they will threaten, Reg rdless of all these
arts, let us keep steadily and faithfully and fear
lessly at work.
But if the opposition perform its whole duty; if
every member of it acts as, in tiie celebrated bat
tle of Lord Nelson, if the eyes of the whole nation
’.veie fixed on him, and as if on his sole exertions
depended the issue of the day, I sincerely believe
that at least twenty of the States of the Union wjll
unite in the glorious work of the salvation of the
Constitution and the redemption of the country.
Friends and fellow-citizens, 1 have detained you
too long. Accept my cordial thanks and profound
acknowledgements for the honors of this day, and
for your feelings of attachment and confidence to
wards me, and allow me, in conclusion, to propose
a sentiment:
Hanover County—lt was the first, in the com
mencement of the Revolution, to raise its aims, I
under the lead of Patrick Henry, in defence of '
American liberty ; it will be the last to prove false j
or recreant to the holy cause.

4AA REWARD. —Ran away from the
subscriber, on the 29th ult., a likely
negro boy named Scott, 18 or 19 year's old, 5 feet
10 inches nigh, rather light complexion, looks very
pleasing when spoken to, very intelligent, and re
markably polite in his deportment, spare made and
streight. He took with him, from me, about $ 100
in money, $25 of which was American gold, the
balance in bills of tiie Planters’ and Mechanics’
Bank of Columbus. Also, a fine gold watch and
chain with square link-. lam inclined to believe
he has been seduced away by some white man, as
he lias hitherto been trust worthy and honest as far
as 1 have known.
He was raised in Charlotte, N. €., and may
possibly endeavor to get back, but will more pro
bably endeavor to get to a free State, either by
way of Apalachicola or through the up country, as
lie has been heard to express a desire to get to
Ohio or Philadelphia.
I will give the above reward of tour hundred
dollars, for the apprehension of the boy and thief,
and their delivery to me, with sufficient evidence
to convict them, or S2OO lor the boy and the watch,
or $l5O for tiie boy alone, or a proportionate reward
for his confinement in jail, and information so that

LOST NOTES.
IN the month of June, 1825, I enclosed in a let
ter, by mail, to John C. Richards, merchant of
Baltimore, the first halves of three notes of the
following description, to wit, one half of note num
ber 2158, on the Bank of the State of North Caro
lina, payable at Raleigh, for one hundred dollars;
one half of note number 287, on the Bank of Au
gusta, Georgia, payable to R. Tulman, for fifty
dollars; and one half of note number 196, Bank of
August i, Georgia, payable to J. G. Cowling, for fifty
dollars, avhich were received by said Richards, on
the IBlh June, 1825; and in the month of July fol
lowing, 1 enclosed, by- mail, in a letter directed to
said Richards, the other half of all said Bank notes
aforesaid, which were never received by said Rich
ards, and which were lost or taken from the mail.
Any information in relation to said lost halves of
said notes will be thankfully received, and any
person finding said halves, shall be amply compen

THE subscriber intending to remove to the
West, would sell, on reasonable terms, her
very noat and desirable Summer Residence, situa
ted in Beach Island, S. C,, three miles from the
Sand Bar Ferry, and known as the Seven Spring
Place. It has all the usual improvements and con
veniences incident to a country residence, and is in,
a state of good repair. There is on the place an
Orchard, which cannot be surpassed by r any in the
district for choice fruit of all kinds. The above
tract contains 202 acres.
She will also sell her Swamp Plantation, lying
on the Savannah River, one mile below the Sand
Bar Ferry, containing 131 acres, more or less, of
first quality isinglass land. Any farther descrip
tion is deemed unnecessary, as per.-ons intending to
buy will themselves.

On Friday last, a hhd of Tobacco, made by Col.
Abraham Lewis, of Pennsylvania county, was sold
by P. & J. W. Dudley, at the high price of- Twenty
Dollars , which is the highest price any Tobacco
has sold for. It was pronounced by the best judges,
to be the finest hhd of Tobacco opened here this
year. This Tobacco was purchased by J. W.
Morgan, to be manufactured into his Premium.
Brand, expressly for his customers. If they wish
the finest Tobacco they ever used, they will try
f this. Mr. Morgan has presented us with a few
. rolls of this 'Tobacco, which for beauty and supe
rior taste, cannot be surpassed. After the sale,

IN offering a new Journal to the public for pa
tronage, it is customary and proper to set forth
in a prospectus, the principles which its conduc
tors intend to support, and to give such pledges as
to its management that its patrons may not at any
future time find themselves deceived or disappoint
ed in its course.
And first, as to our political creed. Believing
that there is at present i crisis in our national af
fairs, which requires the hearty and unremitting
exertions of every true lover of his country to
preserve it from the destruction that menaces it
that a powerful and fatal influence is now exerted
upon our institutions oy ambitious and unprinci
pled politicians; that the Constitution, that safe
guard of our liberties, is in danger from their ma
chinations, and that the State Rights doctrines and
the principles of the revolutionary patriots only,
can preserve it inviolate, we shall give our unde
viating support to those doctrines. Our motto
shall be “Principles and Men;’’ therefore, of the
prominent candidates for the Presidency, now be
fore the people, wc choose those for our support
who we believe will carry out State Right* mea
sures, viz: General WILLIAM HENRY HAR
RISON and JOHN TY LER, gentlemen whom even
their enemies allow lo be true patriots and hones
men.
As the title of our journal indicates, we shall
devote much of its columns to the interests of
Agriculture. We shall endeavor to give to the
Planter the latest and best information of the im
provements, now almost daily taking place in his
business. We are aware that in the strife of party,
agriculture, the foundation on which society rests,
has been too much neglected by the press, and that
some “Reform” is needed in this respect.
All the aid in our power shall given to the
cause of literature, and we shall endeavor to ren
der the Gazette as interesting as possible to every
class of readers.
