just received from John Shaw, an account
that the Negroes are embodied in Hart
ford county, and are under arms; the ex
press came to Mr. Shaw’s at 12 o’clock

Mr. Browning, at Nixonton, receiv
ed an express Lift night at 1 2 o’clock, giv
ing him information, that the negroes in
Bertie county had risen in and about the
town of Windsor, and had committed
jreat havock ; from thence they marched
to Chowan river, where they are embo
lied and armed at the ferry, about seven
niles from the river.

Whether the First Consul in taking
poffelfion of this country, has friendly
views towards the United States, is,
perhaps problematical. Indeed it is said,
in a French paper, that the polfcffion of
that country is neceflhry on their part,
as a barrier againji the presumed ambit*,
on of a people to whom nature has pro
ofed the empire of half the world, and
to keep the power of the United States
wtthm its proper limits. These senti
ments certainly bear a very unfriendly
afpefl and if we are corredly informed,
this step of the First Consul has excited, !
in our Federal Executive, no finall de

We have been favoured with the fight
of a letter from Halifax, dated the 9th
inst. from which we extract the follow
ing alarming information : “lam for
ty to inform you that the citizens of this
town are obliged to be under arms every
night, owing to the behaviour of the
Negroes. Mr. ’s Tony was heard
by a gentleman on Monday, telling a
negro in an offhoufe, that the town was
to he set on fire on Monday evening.
Both the Negroes were taken before a
magistrate, wiio, on the evidence of the
gentleman, committed them to jail. To
ny, it is thought, will be hung.
