Tne following preUntmurts were made
bvjtlieJGrand Jury, viz.
fie Grand Jury for the county of
Columbia, do prefcnt as a grievance, the
bad irate of the public roads and bridges
til roughout this county, and that the fame
is owing to the neglect or confufion of
the inferior court.
The Gnlnd Jury having a knowledge
of the increased number of untried caules
remaining on the doquef, prefentasa griev
ance the short time allowed by law for
holding court in this county ; and as a
remedy for this growing evil, do recom
mend an adjournment to fomc day after
the termination of the circuit, which may
be convenient to the court and bar.
We return our thanks to his honour
'' judge Walton, for his assiduous attention
to the business of the county, and beg
leave to felicitate our fellow-citizens upon
the refforation of his health, and the prof
peft of his ability to continue in the ad
jniniitration of jufticc.
We recommend that these our Present
ments be publifned.

SELF-RESPECT is as necessary to a
flare as it is to an individual. The man
who has no refpeft fotbJumfelf will not
long be refpecled by others; and the Hate
which ceases to refpcCt itlelf* will very
soon be unworthy of refpett. It is rea
son and the cultivation of our reason,
which makes the only difference between
us and the bealts and savages ; a date or
a man is only refpedtabie in proportion as
they appear to refpeCl themselves in these
points. The pride of every Georgian
thould ask himfelf how does Georgia re
fpeft herfelf in those particulars ? Does
not the conduct of Georgia ever since the
revolution seem to fay that (he has very
little refpedt for herfelf in those important
articles ? That fhc profeffes to be able to
form her youth in the fafhionable arts of
dancing, horse-racing, gamcing, &c. but
that as to reason, and the cultivation of
reason, she finds it bell to leave that to
the 01 her dates, that schools and colleges
are better conduced in the other dates
and that upon the whole it is bed for us
to fend our'youth there for education. It
is underttood that a fubfeription has lately
been circulated in this date to purchase
books and an apparatus, and to ercit
more buildings for one of the northern

colleges, and that more than two thousand
dollars were fubferibed in the town of
Savannah alone for that purpose. Proba
bly that money could not be devoted to a
better use than for those articles; but
should not the question be alked which

this date or the date to which that money
has been sent ? There you can fcarely ride
a mile but you are in fight of a large con
venient dwelling houfc, two dories high,
with ♦oar rooms on each floor, Irom fix
tecn to twenty feet square; houses are
vonftanily in your fight, each of which,
,n this date, would be thought large e
i>ough fora college, and in almod every
padih there is a public library of several
hundred volumes of books iu addition to
m any large private libraries. In this
state there is not a single public collection
°‘ books of any kind, and probably not
private one, unless it is on law or phy
“c * that would supply a course of reading
and dudy of fix months. Our university,
it is called, is totally without any
nooks or apparatus. Thirty or forty of H

out a few 'ears left for their education,

IN consequence of the negligent man
ner in which the Patrol Duty has been
frequently performed, and often entirely
omitted—you’ll oblige me by publilhing
the following extrats from the Law en
forcing its performance.

thority aforjaid , That the captain or
commanding officer of every company,
lhall have power in their several didrits,
from time to time, to appoint one good
and difereet perfoa from among the per
sons To pricked off to do patrol duty as
aforefaid, to be their commander, as soon
as their names are pricked off as aforefaid,
and if such person being regularly appoint
ed to command the patrol aforefaid, (hall
refufe to accept of such command, or as.
ter accepting thereof lhall refufe' or ne
glet to do his duty as prefenbed by this
ad, such person so offending (hall, for
every such offence forfeit and pay a fain
not exceeding one pound, &c.
And that the commander of every pa
trol may have better authority to keep
them in good order and demeanor during
their time and term of duty, it (hall and
may be lawful to and for every such pa
trol commander and they are hereby di
rected, empowered and required, on any
default or misbehaviour or neglcd of duty
of any patrol man, to inflict a fine upon
him not exceeding thefum often (hillings
Sterling for the use of the patroles respec
tively, in which such negled, default or
mifbehaviour (hall be committed, &c. &c.
And whereas many irregularities may
arise by patroles drinking too much li
quor, before or during the time of their
being on duty-— Be it enacted by the an.
thority aforefaid , that any person whate
ver, who (hall be drunk during the time

jed to the penalty ot a sum not exceeding
ten (hillings, &c,”

BROKE the Jail of Edgefield Diftrit,
in South.Carolina, on the night of
the 3id of Augull lad, Two Prison
ers ; one by name JEREMIAH Wril I
SON, about 5 feet 10 inches high, well
made, appear# to b: about 30 or 35
years of age, of a fair completion, and
one of his fore teeth out. He was im
prisoned for horse dealing, and is a very
crafty old vi'iain. It is expeted he will
deer for the date of Tenn ff-e,
The other is a young man by the name
of EDWARD FINLEY, who was fea
tenced to five years imprisonment for de
flouring a virgin under 14 years of age.
He is (lout made, and inclinable to be
fat, about $ feet 8019 inches high, and
at present of a whitidi completion, oc
casioned by confinement, but naturally
swarthy.
One Hundred Dollars will be
paid to any one who wiil deliver \V’hit
fon to me at Edgefield, or fccurs him in
any jail in the dates of South-Carolina,
North Carolina, Georgia or Tennessee,
so that I may hear of him —and Fifty
Dollars will be given for the denve
xy ot Finley to me, or (scaring him in
any jail in this Rite or Georgia.

ny jail in this Hate or South Carolina,

reafonabie charges —It is probable he will
attempt to pass as a free man, and make
for the northern States. All perrons are
cautioned against harbouring the said

undoubtedly attempt to pass as free peo

leted with a free pass, supposed to bet
