Thar many of your petitioners feel
themfclm aggrieved by being in this ter
ritory, deprived of that right cf fuffrage
• to which in other parrs ot the United
States they would have been entitled.
'1 hat some of them have fettled them
fclves upon vacant land, and have not yet
been able to procure legal and regular ti
tles therefor, and hope and trult in the
jultice of congrcfs, for a provision that
, they lhall he fccurcd in their jull and e
quitable rights to that land.
That some of them have served and
fought in the caufc <d their country.
That others of them have obtained in
complete Spanifli or Pritifh titles to land
of which they conceive juHice requires
the confirmation.
• That y l oyr petitioners conceive that
they are inti tied, as citizens of the Unit
ed States, to the common rights of their
fellow.citizens, while the President of
the United States cannot prorogue or dis -
five the national legislature, it is in the
power of the governor of this territory ,
and he can throw back in the teeth of the
people the men of their choice.
That the abfolutc negative upon legif-

That your petitioners believe, that in
tlie present Hate of the territory, they
cannot support the additional burthen of
paying the salaries of the judges of the
luperior courts. They have the fulled
confidence in the integrity of the pfefent
judges, and rely they will con'inue to
difehafge the duties of their ofiice with
fidelity,

We the undersigned, citizens of the
Miiliifippi territory, pray your honorable
body, that the land office to be opened for
this territory, may be held within the
bounds of the fame ; and that the a (dual
fettlcrs on the vacant lands of the United
States, may have a pre-emption right fc
cured to them.
We further pray for the following al
terations in the ordinance of 1787, fro
vdt) That the right of fuffrage may be
extended to every male porfon of full age,
being a citizen of the United States, and
who has had a residence within the terri
tory for the lull fix months precceding the
dcidion.
That all the officers of the territorial
government shall be appointed by the go
vernor of the territory, by and with ad
vice and consent ot the council.
That the offices of territorial judges,
be abolifhcd, and that the appointment of
all judicial officers lhall be made by the
governor, by and with the advice and
consent of the council, and that they (hall
be removable only by impeachment.
That the members ot the IcgiJlatlve
council lhall henceforth be chosen at the
fame time and in the fame manner, and
for the fame term, as the members of the
house of representatives of this territory.
Thclc propofol alterations in the ordi
nance would remove some ncedlcfs and in
convenient encroachments on our rights as
American citizens. They ate suited to
our local (i mat ion far from our govern
ment, and would obviate many serious
evils under which wc now labour.
Wc on our part therefore, pray for
these alterations, and we trufl in the ju
llice and goodness of the government of
the United States, lor a compliance on
their part.

AN ORDINANCE
For preferring the City of Augufia, from
- the ravages of fire.
BE it ordained by the city council of
Augufia, That from amjf immediate
ly after the palling of this ordinance, the

And be it further ordained, That all
vacancies which may happen in the ap.
pointment of managers, lhall he filled
without delay in the fame manner as is
herein before pointed out ; and ii any per
son so appointed manager under this or
dinance, lhall rcfofe to accept, or after
having accepted, shall fail to obey the or
ders given by the sire-master from time to
time, such person, on conviction thereof
before the council, (hall pay a fine not
exceeding thirty dollars, unlcfs art cxcufe,
to be judged of by the council, be render,
ed for such refufal or failure.
And be it further ordained, That when,
ever there may be an alarm of fire, it (ball
be the duty of each manager to tun to the
engine which is afligned him, and alio the
duty of each Have or tree person of colour,
under his direction to join him there, and
proceed with the engine, with all puflible
speed,. to the place of danger, and when
there, to obey with promptitude the or
ders of the fire-mailer. And it any en
rolled Have or tree person of colour Hull
neglect to petform the duty required of
him (not having a (ufficient cxcufe) the
sire-master lhall at his diferetion inflict anv

number of Hripes not exceeding twenty.
And be it further ordained, That if
through fatigue or oiherwife, a fufficient
number of the Haves or free persons of co
lour enrolled as aforefaid, Hiculd not be
able to man the engines refpedively, that
in such case the lire-master, manager or
managers, may call on any person or per
sons present for alfiftance, and in case of
refufal, (hall if a white person, pay a fine
of ten dollars, and if a Have or free per
son of colour receive twenty lashes, un
lofs the owner or free person of colour lhall
prefer paying a fine of five dollars.
And be it further ordained, That there
shall he a committee appointed to contract
for two hundred Leather Buckets, holding
at lead two gallons each, to be numbered,
and marked “Corporation of Augu
sta,” the expence of which lhall be paid
out of the treasury; which said buckets
when made, (hall be deposited, m equal
number, with the engines at the places
afligned. And whenever there may be
an alarm of fire it (hall be the duty of
each and every male white person above
the age of 14 years, to proceed immedi
ately to the place where the neared en
gine is kept, and carry, as many buckets
as he can conveniently, to the place of
danger, and when there, to form them
selves (under the direction of the fire,
matter and managers) into a line from the
wells or foarce of water pointed out to
them, and alfilt in conveying the water
to the engines; and if any person (hall
refufe to perform this duty, he (hall on
convidion thereof pay a fine of fire dol
lars. t
\ And be it further ordained, That the
manager who lhall firft arrive at the
place of danger, as aforefaid, Hiall re
ceive a reward of twenty dollars, one
third to said manager, and the balance
to be distributed equally among the enrol
led Haves and free persons of color.
And be it further ordained , That it
lhall be the duty of the sire-master, at
lead once in each month, to examine the
ftatc of the engines refpedively, and
buckets, and have all necessary repairs
made, the expence of which lhall be de
frayed by the city council.

I AM authorifed to olfer for
Public Salt, sixteen thuufand acres ot the
Land granted by the Hate of Georgia to
Vice Admiral Count D'Eltaing, being
that part of the donation of the Hate,
which the count fold in his lifetime....
These lands lay in the counties of Jack
son and Clarke, on wafers of the north
fork of Oconee river, feme of them in
the neighbourhood of the UniverHty.
They abound in fpnngs of molt excellent
water, the foil of a conuderable propor
tion of them is productive, and their si
tuation in point of salubrity interior to
none in the Hate. They will be divided
irfto lots of convenient fixes, for the ac
commodation of purchafets; the titles
are indifputablc. The sale will commence
at the house of Mr. Francis Nunn, near
the mouth of Parkes’s creek, on Monday
the 17 th day of January next; the con,
ditions will be one third cash in hand,
and the balance in one and tw o years after
the sale. Any further particulars will
be made known on the day of sale.

residue of the Land granted by'the State
to count D’Eftaing, which the count re
served in the sale of the 16,000 acres re
ferred to in Mr. Wailes’s advertisement,
to the time of his decease. To this part
of the land Madame Taney derives her
title by purchase from the legitimate heir
of the count, as will be (hewn by indif.
putable vouchers on the day of sale. It
is the choice of the whole donation.
