cerne has been taken by them as well as
J'riburg ; and at both places they disarm
ed a great number of the government
troops, up their iuccefs with
vigor, they arc about to enter the Pays
dc Vaud, where the government has with
drawn. The commander of the army
of patriots has addressed a proclamation
to the Pays de Vaul. Nothing but the
immediate arrival of the French troops
tan prevent their compleat recovery of
I lie whole country. An army of 20,000
men is immediately to be levied, and in
the mean time a plan for a federal union
among the cantons, which, however,
ih&il not extend to any general authority
in the internal affairs of the separate can
tons, is under confidcrution. It is Hat
ed that the patriots have written to the
different courts of Europe, with an ac
count of what they have done. They
had not received any intelligence of the
final determination of the French govern
ment. The letter written by the firit
toilful will inform them what they have
to expert.
By the French mail of this morning,
afre have received letters which llate, that

pose of making the above declaration to
the diredoty.
We rejoice that our ministers have de
termined to do that which the honor, and
interests of the country equally and impe
rioully demanded. At the cabinet coun
cil on Saturday, it was refolvcd, we uu
derftand, to prelent a remonftrancc to the
French government, against the inter
ference of France in the affairs of Swit
k fcerland, and to call upon other courts to

i( Since my lull the governor has re
futed to clear out any veitels for the coalt
of Africa, in confcquence of an exclu
fivc priviledgegranted to the marquis Co
louillo of Spain, to import 6ooq negroes
into this illand in foreign veitels. This
privilege will commence to operate from
and after the firll day of December next
—-and will disarrange the plans of a great
number of American as well as En^liih,

merchants, who had laid out their ac
counts to make fortunes here in that trade.
The number of negroes required for this
illand, is beyond any calculation }et
made, as the number already imported
ftnee peace, exceeds, as I am informed,
upwards of 12,000.
“ The consulate have drawn up a strong
and spirited remonftranee, agaiml this
privilege, and font it forward to the kirg
-—and are supported by planters ; and all
parties. Since the promulgation of the
licence or order, negroes have risen in
price from 20 to 30 dollars per head ;
and look up towards the clote of the year;

sterday in 42 days from London, and 50
from the Lizard Point. She left London
on the 16th, and the Downs on the 24th
Odobcr, bringing papers to the 21st. '
In addition to the articles subjoined
from papers to the i6di, a gentleman who
came p iiTenger in the Richard informs us,
that the Englilh Government had order
ed a number of men of war to be in reacU
/ nefs for sea ; that fevcral had failed from
Portsmouth, supposed to be destined for
the Mediterranean j and that the interfer
ence of the French Government in the af
fairs of Switzerland excited in the minds
of some politicians an apprehcnfion of a
renewal of hoiliiitics between France and
Great-Britain.
