The barometer has fallen sinco Wed
nesday evening at the Kooky Mountains
and northwestera stations. The high
pressure in Minnesota is now central over
Lake Michigan. The low pressure north
of Lake Ontario is now east of Maine.—
The disturbance in Georgia has moved
but very little northwestward, and has
apparently begun to die out The raiu
ana cloud which extended last night to
Virginia, is now confined to the immedi
ate coast. Clear weather is now reported
very generally east of the Mississippi
river, with smoko and haze from Lake
Huron to Tennessee and to Lake Ontario.
Fresh southerly winds now prevail in
Iowa and Minnesota, and northwesterly
winds have succeeded the southerly winds
of Wednesday in New England. Light
winds now prevail at the southern aud
Gnlf stations.
Clear and pleasant weather is probuble
for Friday for the Middle and Eastern
States and on the lower lakes. Rising
barometer and partially cloudy or clear
weather for the Southern and Gulf States.
Falling barometer and increasing cloud
iness for the upper lakes, and threaten
ing* weather‘in the northwest.

Savannah, September 7. — Arrange
ments for the first Annual Fair of the
Industrial Association of Georgia arc be
ing made on a very extensive scale.—
Twenty thousand dollars is offered in
premiums. The indications are that it
will be one of tlie most successful exposi
tions ever held in the South. Competi
tion for premiums is open to Georgia aud
the world. Arrangements for the accom
modation of visitors olid exhibitors will
be complete in every partieulur, and u
cordial invitation is extended to all.
CALIFORNIA.

San Francisco, September 7.—Booth,
Republican, has carried the State by two
or three thousand majority. His majori
ty in the city is nearly one thousuud.
The tax-payers’ ticket was elected with
one or two exceptions.
Both claim the city and State. The
vote is close but not full.
The Democrats elect the Mayor, Siir
veyor and Treasurer. The tax-payen
elect the balance of the municipal ticket
Twenty-five per cent, oj^tlio negroes
voted the Democratic ticket.
Kx-Judgo Barrett made au extended
argument iu favor of the application,
claiming that the state of affairs required
this action.
At the conclusion of this address Judge
Barnard said: “You are entitled to your
order, Hir!" thus granting* the relief
asked for.
The Executive Committee of citizens
ami tax-payers held a second meeting to
day. Forty members were present.—
After some discussion, a motion was
adopted to make the sessions of the Com
mittee private, and the reporter were
bowed out. Tho Chairman laid the Sec
retary would make all oonimmunications
to the public press that aro necessary,
The fortieth annual exhibition of the
American Exhibition was opened to-day.
In the matter of Judge Barnard’s docis
ion to-day on the application of an in
junction against the city authorities, tho
injunction was refused as regards tlie
collection of taxes and the payment of
accruing liabilities, but grant*! against
the issuing of bonds. PractieaUy the in
unction is nugatory, booanha all the
>onds authorized by the Legislature havo
already been issued and negotiated, ex
cept the Viaduct Railroad Bonds that are
yet not called for.

chance of gaining the 1st district, and the

cipal officers. The Republican and tax
payers’ ticket is elected in San Francisco,
with the exception of the Recorder nud
Surveyor.

Charleston, September 7.—Twenty-
six of the most prominent citizens of Spar
tanburg county, iucluding the United
States Commissioner aud Assessor, Pro
bate Judge, Sheriff, Clerks of Court and
tho county representatives in both
branches of the Legislature, publish,
over their own signatures, the following
letter:
Spartan burg, September 4. — Hon.
John Scott, Chairman of the Ku-Klux
Committee: We, the undersigned, cit-
izeus of the said State and county, hav
ing seen through the newspapers that
you had received statements and affida
vits that outrages upon various citizens
had been committed in this county since
the Committee of which you are Chairman
left the said county; and that you had
thereupon recommended the proclama
tion of martial law iu this county, feel
constrained to make the following state
ment:
We have made diligent inquiry, and
have been unable to hear of a single out
rage having been committed iu this
comity since your Committee left it. On
the contrary, the couuty is in a state of
profound peace and quiet.
The Spartan, a county newspaper, iu
publishing the above, says: “This state
ment ought to be sufficient to prove to
tbo mind of Senator Scott that he lias
bceu imposed upou by the coniumuica
tions aud affidavits upon which he founds
his statement made to the President,
and his recommendation that martial law
be declared in tho county. Furthermore,
wc learn that leading Radicals hero^ ad
mit tliat no outrage lias oecurr«»d in Spar
tanburg since the Ku-Klux Committee
were here.
There havo been three yellow fever
deaths in tho last twenty-four hours.

numlier of citizcriN assembled this morn
ing in tho Supreme Court Chambers,
Judge Barnard on tho IhmicIi, as it was
understood that an application Would be

paver, for an injunction to restrain the
Mayor, Comptroller, kc., from paying
out money for the expenses of too city
and county government, except out of

Versailles, September 7.—The report
that the negotiations for the evacuation
of France lmd met with difficulties is
pronounced to be false. The time for
the final withdrawal of the German troops
has not yet been settled.
M. Thiers, replying to tlie congratula
tions of the municipality of Versailles,
upon tlie extension of his term, expressed
a hope that tho future of Franco would
he fortunate, and that simnltaneoiwly
with moral and material recovery of the
county, its present form of government
would become a peaceful nud glorious
reality.
La* Patrie announces that Chevalier
Nigra read to the Minister of Foreign
Affairs a dispatch from the Cabinet of
Rome, which was favorable to the preser
vation of friendship between the two
nations.
There are still persistent rumors of cool

London, September 7.—Tho German
Bishops, in secret conference at Fulda,
imitted high mass. It is considered sig
nificant of the earliest business.
Cholera is beginning to abate in the
Baltic provinces, of Prussia. Only a few
cases havo occurred in Paris. The cases
here now are said to be of a different
ty\ye from those of the Asiatic. Anxiety
throughout Germany is decreasing.
The crew of the United States steamer
Juniata rescued twelve arsons from a
upsized boat in Schlodt.
(Jucen Victoria is rapidly improving.

arrested on charge of swindling.
Recorder Guerry, who is abmit to sail
to the United titates, as Commissioner,
under the Treaty of Washington, replied
to-day, at some length, to an address pre
sented to him by the tieople of South
ampton. lie remarked that lie hailed
the treaty satisfaction and delight. He
was not goiug to Wasliingtou us tho all

News was received to-day at the Admi

steam transport Mcgearu, recently wreck
ed on tho desert island of Kt. Paulin, in
the Indian Ocean. Seven of them were
seriously ill, and others were prostrated
from exposure and want of food. The
most intense desire for relief is ex
pressed by the sufferers,
A national conference is to bo held at
Birmingham, beginning on tho 2bth of
November, to consider the necessity of a
reform in the composition and powers of
tho House of Loros.
