We hear it stated that Govornor Bul
lock, before leaving Now Y'ork for Cali
fornia, told a geutleiuau who resides in
this State, bat there on busineas in that
oity, that he would return to Georgia by
the 4th day of October next, and that
when he did reach horc a very different
phase would be put upon all the proceed
ings and the general opinion of tho pub
lic concerning the prosecutions now go
ing on egainst delinquents and plunder
ers, of the late State Boad administra
tion. In what partioular this new phope
was to appear, we did not learn. We arc
anxious to know, and nppoae we will
find oat when tho new phase appears, if
not before.

make ascensions. There is no humbug in
this thing. The ascensions arc made!—

balloon came down in the river. He got
a good ducking, but was unhurt. He
was soon pulled ou board a boat and

“ There were something less than 7,
500 people on the wharf, who exhibited
the wildest excitement. Men hallooed,
women shrieked, little boys shouted, and
flee dogs barked; and the man was es
corted by about 1000 i>crsons to his
boarding house.”

dential hindrance, the ]>eople of Atlanta
will see a genuine balloon useension with
a show!

The witness stated that if these balan
cers have been paid they should have been
credited on the books/ The counsel for
prosecution stated that the amounts to
be accounted for aggregated $15,000.
The defense wanted tho names of tho
parties given in the warrant, as the pris
oner is accused of appropriating the
money to his own use.
The prosecution proposed to prove that
the prisoner hud appropriated $15,000
a.id the warrant was so amended.
The witness farther said that be found
various balances unsettled with connect
ing roods. The books had not been bal
unced since December 81st, 1870, and
show no credits of money received or
disbursed np to tbis time. He (witness)
was asked ulxmt letters addressed to
McCulla from other roads indorsing
draft* und checks for amount* aggrega
ting about $1,800. He bad seen no vouch
ers oa which McCalla had paid out
money, and don’t know whether prisoner
hod collected any money or not, all
he knew was from tho books, that the
book keeper generally gets the Treasurer’s
receipt for the amount received. The
bookkeeper may receive money and not
immediately make on entry, und put it
in bank for safe keeping, if necessary,
until convenient to pay over to the Treas
urer. When witness was bookkeeper he
would pay all money over received by
him to the Treasurer without making any
entry in the book. The bookkeeper has
no official right to receive money belong
ing to the road; but if tbe bookkeeper
believed the Treasurer not a bonded offi
cer,it would be safer for him to put money
in bank tor safety rather than give it to
an unbonded Treasurer. In a case where
the official capacity of the Treasurer is
doubtful it would be deemed the saftest
plan to put the money in bank for safe
keeping, to be accounted for at a proper
time.
At half-past six it was deemed best to
posti>one the trial, and bv consent of
counsel and direction of the Court, it
will be taken np again at tbe Hall to-mor
row morning, beginning at 8 o'clock.
The counsel present for the prosecu
tion was Attorney General Farrow and
John A. Stephens; for the defense Maj.
Hargrove and Col. Cowart

A Co., by the Georgia State Agricultural
Society, 1870, for the host hair reatora
tive manufactured iu Atlanta, which was
given to tho “Forest Quocn,” made by
that firm. It is a large, handsome gold
medal, valued at $200.

This Southern circus has passed all
through the Northern and New England
States and the British provinces, sue-
About 10 o’clock Saturday, Charles P.
McCulla, late General Bookkeeper of the
State lload, was arrested under two war
rants, the first with the embezzlement of
funds, und tho second with falsifying his
books.
The first charge is that tho said Mc
Calla did, on or ubout tho 10th day of
March, 1871, receive from tho Cleve
land, Columbus, Cincinnati and Iudian-
apolis Railway Company $243.50, which
said sum was duo the Western A Atlantic
Railroad, and that ho did not givo the
said C. C. C. A I. Railway Company
credit for tho snmo on tho hooks of the
said Western A Atlantic Railroad, or
charge himself therewith.
The second charge is that ho did make
out and deliver to the commissioners
appointed by the Executive to close up
tho books of tho Western A Atlautie
Railroad, an exhibit sheet of his hooks
to bo embraced iu their report in which
he did falsify his book.
Tho parties appeared before Justice
Butt, and after subptening witnesses, the
Court adjourned over till 2 o’clock, to
meet at tho City Hall.
Major Hargrove, counsel for defendant,
insisted that the charges should lie more
explicit, so as to show from what parties
money alleged to have been embezzled
hiul been collected, and which the priso
ner had not accounted for.
Attorney General Farrow, also for the
prosecution, objected, and insisted that
the warrant was in due form, and alleged
all the prosecution intended to prove.
Mr. .John A. Stephens, for the prose
cution, said that two distinct charges were
made in the warrant, nml that a third
charge, containing a general allegation
of misappropriation of funds could he
objected to by defense when tho clmrgi
is brought up, and not liefore.
The Court decided that the testimony
on tho two specified charges should pro
ceed, and when a third general charge is
ached the defense can object.
Mr. B. F. Moore was sworu for the
proHmition. Mr. Moore is ouo of the
clerks employed by the eommitteo of in
vestigation to cast up the books of tho
road. A ledger was introduced to show
that a largo number of balances are stand
ing open, that no credit* had l>een made
for months and that there is no book eon
nected with the Western and Atlantic
Railroad, and under churgo of the pris
oner, showing what sums of money ho
has received or disbursed.
Major Hargrove hold that the book
was inadmissible, provided that it does
not prove that the alleged end>ezzlement
of fluids belonging to tho State, and re
reived from the 0. C. C. k L Railroad.
He objected to its admission, if simply
to prove general charges of embezzle
ment.

but that as the prosecution has levied on
the books of the General Bookkeeper’s

A Change for ths Better.
Editors Sun: In the Era of yesterday
I see an article, “ The Georgia Western
Railroad,” which state* that there are
some defects in the organization of the
Board of Directors, which cannot be
remedied short of another municipal
election, &c., and after speaking of some
“ Bings,” Ac., the editor says:
“ What we want is a Council composed
of the ref/reseniative business men of the
city; men of enlarged and practical
views, who aro interested more in the
growth and prosperity of the city than in
uny one or moro political factions.”
Now I well rememlier seeing in the
Era on the morning of the 7th of De
cember lost, the following municipal
ticket floating at its masthead :
For Mayor, Dennis F. Hammond,
For Councilmen, Janie* Mullins (now
hound over to court, under a charge of
larceny or cheating and swindling,
or something of the kind); Dr.
C. Rauschenberg, n Physician
(who, whatever may be said in his favor,
is certainly not such a man as the Era
now seems to want); Georgo Evans, a—
(well, you know George,) Sami. Grubb,
business man of the Era; George Gra
ham (his X mark) a negro without tho
“business” qualifications named ; Wm.
Finch, a negro Tailor in a small way ;
D. 1). Snyder the Revenue man and a
carpet-bagger, who has both property
and business qualification*, as wo all
know—perhaps exactly such as the New
Era now admires; A. L. Harris, some
times called “fatty”—sometimes called
the “mountain of infamy,” who is now
under arrest, charged with cheating and
swindling the State (and can sympathise
with Mullins,) and Jackson McHenry,
a lazy illiterate negro, without any of the
requisite now called for.
What change has come over the Edi
tor’s spirit ? If his ow n splendid ticket
hod been elected, wbat would to-day
have been the condition of Atlanta?
Where would have been her growth and
prosiierity ?
1 am glad to see the Editor now-
wants good men. Hope lie will improve
in some of his other views. Record.

The public will please notice that the
following is the proper construction of
the above clause:
In either department $2 00 pays for as
many entries as the exhibitor may wish
to make. But $2 00 entitles the exhibi
tor to compete for premiums in one class
only.
To illustrate: Any one paying to ex
hibit in the department of live stock
would pay $2 00 additional to enter an
article for a premium in the department

Macon Fairs, with a daily edition of 1000
copies. It will contain full reports of
the proceedings, and a correct programme

edition, of 10,000 copies, for $10, with a
reasonable, reduction for larger advertise
