Planters are finding no difficulty in pro
curing an abundance of labor. Tho ten

been sowed. Not more than a fourth of
the amount of commercial manures used

people have but little money, but the

crop has fallen far abort of what planters
believed it would be even a lew weeks

AN ACT
To protect tbe people of tho State of
Georgia against the illegal and fraudu
lent issue of bonds and securities, and
for other purposes eonneeted with t
same
Whereas, Divers bonds, purporting to
be bonds of the State of Georgia, and
divers bonds bearing tha indorsement of
the State, have been issued and put iu
circulation by Rufus B. Bullock, fate
Governor of said State,'and divers bonds
issued prior to his administration, have
been negotiated by him: And, whereas,
it is believed that a large portion of said
bondB have been illegally and fraudulent
ly issued and negotiated, and the extent
of said bonds so issued and negotiated
ia unknown to this General Assembly.
Section 1. Be it enacted by tbe Senate
and House of Representatives of the State
of Georgia, That there shall be a commit
tee appointed of three, one by the Presi
dent of the Senate, and two by the
Speaker of the House of Representa
tives, who shall have full power and au
thority to examine and ascertain the
number of bonds which ha.e been is
sued as hereinbefore recited in the pre
amble of this act, and the aggregate
amount thereof; and so for as they hsve
been sold or hypothecated, by whom
sold, tbe amount of money paid, to whom
raid, when paid, for what purpose nego
tiated, and all other facta eonneeted with
the history of said bonds, and to report
tbe aan i to tbe General Assembly at its
next session.
Section 2. Be it farther enacted, That
said committee so appointed, be author
ized and required to moet and sit in the
city of Atlanta daring a term not exceed
ing sixty days, commencing March 1,
1872, for the purpose named in the first
section of this act, and said oommittee
are hereby invested with full power and
authority to examine witnesses under
oath, to send for persona, books and pa
pers, and to exercise such other power as
m*y be neocssary to carry into offset
provisions of this set.
Section 2. Be it farther enacted, That
it shall be the duty of said ooirmittee,
immediately after the appointment to
give notice of the time and place of sit
ting by publishing this preamble end
act, at least two months prior to their
sitting, in two newspapers in the city of
Atlanta, two in the city of New York,
two in the city of London, and one in
the city of Frankfort.
Section 4. Be it enacted further, That
all persons holding bonds of the State of
Georgia, or bearing the indorsement of
■aid State; issued sinoe July, 1898, ore
hereby required to report Ike same toeaid
committee for registration on or before
the first day of April, 1872, and upon
failure so to report said bonds, and to
submit the same "or registration, the same
■hall be deemed prima/ocie to have been
illegally or fraudulently issued.
Section 6. Be it further enacted, That
the Treasurer of said State be, and he is
hereby prohibited from paying any in
terest on any bonds issued, negotiated
or indoned by tbe State since the 4th
day of July, 1868, until said committee
shall have made their report and the Gen
eral Assembly shall otherwise direot
Section 6. Be it further enacted, That
nothing contained in this set shall be so
construed aa to pledge tbe State of
Georgia to the payment of any bonds
issued or indorsed by tbe State sioce the
4th day of July, 1808, by reason of said
bonds being registered as prescribed in
tbis aet, should it afterwards appear that
the same have been illegally or fraudu
lently issuod.
Section 7. Be it further enacted, That
tbe Governor be aud is hereby author
ized and required to draw bis warrar t
upon the Treasury, in favor of said oom
mittee or sueh persons aa thoy may des
ignate for an amount sufficient to defray
the expenses of publishing this pream
ble, and such other printing as may be
necessary to carry into effect the pro
visions of this set.
Suction 8. Be it further enacted. That
all laws and parts of laws militating
against this act be and the samo are here
by repealed,
