Boston, Oct. 18. — Wendell Phillips de
livered n lecturo before the Boston fra
ternity last night. The lecture attracted a
large and enthusiastic audience. Its title
was, “The South Victorious.” Mr. Phil
lips said that President Johnson, in his

him from South Carolina, and who ap
pealed to him for protection against Con
gress, and the harsh liat of tho Northern
States, had arraigned himself with the
half converted rebels and made himself

whilo tea paid from forty to forty-live per
cent. Spirits paid 4<J0 per cent., and wine
from 27 to 30 per cent. He held that the
consumers ot ten wore entitled to tho first
consideration, especially as ho could re
duce its price 64. per pound (on a con
sumption of 92,0(X),0Q0 lbs.) at a loss of
roenuuof only C2.U73.000 per annum—
allowing for probable increased consump
tion ; while to reduce beer a farthing per
quart would involve a loss of £3.300,000,
