yesterday afternoon.
An rrdin«r.co was introduced, and lies

and ordination of thi* Stiltw for certain
aorvicea rendered by f-aid officers. It al
lows them pay for administering the am
nesty oath—fifty c«nt* for each oath for
which they have not already been paid.
The Convention n turned the considera
tion of the now Constitution reported by
the Committee of !♦» —the 2d Article lining
taken bp. TIG* several section!* were
adopted, without material amendment,
down to the section fixing thn number of
Senators and Keproarntativos in the State
Legislature. At this point Mr. Parrott,
Bartow, offered an amendment provid
ing for a material reduction of the mim-
oer of members of both branches after the
next session. 1Jis plan proposes that the
Senatorial District**, numbering in all,
be composed of four counties each, in
stead of three; that the Senators, at their
first meeting, be divided by lot into three
claises'of eleven each, on<i clusa to sorvo
two year*, another four, and another six,
so that there will be eleven Senators to bn
chosen biennially. The Houso to be com
posed of 87 members, giving the 82 largest
counties \»m> Representative oacb, and one
Representative ior every two of the re
maining comities, Mr. Parrott supported
his plan in a speech of much ability and
of marked effect. Jiis fads and figures
were well connected find vory forcibly
presented, lie showed that the expanse

ment of place and power. Mr. Parrott is
evidently a promising and rising man,
with a sound head and a well balanced
mind, and, though not much gifted with
tho g tacos of oratory, hi* good senso ami
logical stylo of speaking will a I ways com
mand attention.
Mr. Warren, ol Houston, alsopioposod
another plan of reduction, which into
mnko it, by constitutional mandate, tho
duty of the next Legislnf nro to reduco the

resen tat ives to not more than N) nor less
than TO. In a speech elaborating his plan,
ho said (hat the sev en Congressional Dis
tricts could each elect live .Senators and
ton Representatives, or the Stato could bo
divided into Senatorial and Representa
tive districts, as the Legislature might
prefer. His margin would allow either
plan of distribution. This gentleman also
made some forcible rotunrh* in support of
his plan.
No one, in the debato, opposed reduc
tion, though one or two speaUeva suggested
that tho cjuL-hlion involved practical difll-
culties. There i*, I think, a strong incli
nation to make the reduction.
The feeling against repudiation seems to
bo deepening. Some delegate*, vgfao did
not seem much interested in the question
fit first, lire now aroused by the apprehen
sion that nn effort bus been or will bo made
to coerce the State to repudiato by bring
ing to bear a pressure from Washington
and the North. They say that no outsido
power bn* Lite right to dictate to Georgia
in a matter to much affecting her honor
and so little concerning any other Stato,
Some delegates have declared in debate
that they never will take part in repudia
tion, no mutter what influence* demand it
or what consequence* are threatened.—
Others intimate that they may ngroo to it

presents ve-v grave difficulties.
It is generally understood, to day, that
Judge Jenkins and Gov. Brown are to bo
rival candidates lor Governor. The dele
gate? to the Convention are largely in fa
vor of Jenkins, and count with the utmost
confidence on his election. Thero are
a'hi.tprrs that a repudiation candidate is to
be brought out, but your correspondent.

Mr. Cohen, from the special committee '
of five, reportod a memorial to the Prcsi* I

Davis, Oen. Mercer, and other persons
held as prisoners for political offence*.
Mr, Hill, of Morgan, in explanation of
his remarks on this subject the other day,
said that ho regarded the petition a* irrel
evant to the objects for which thn Con
vention had been called; nod ho was
committed irrevocably to opposition to
action on any other subject. lie had in
terceded, as an individual, in behalf ol
Mr. Stephens, but would not vide l"
make tho Convention interfere in this
way with tho appropriate business of the
President.

gest to him suitable persons to appoint
his local agonls.
A rnessago from the Provisional Gov
ernor informed tho Convention that ho
huu borrowed $20,000 in gold, in At.gu
ta, at 7 por cent., tlio principal L > bo paid
in Decembor 18CC, or 1807, nt Hie option
of tlio Convention; also smaller sums
amounting to $53,800 in tho aggregate;
that tho total expenditures of tho Provis
ional Government so far had been $4,080.
Tho Provisional Governor also commu
nicated dispatches from President John
son and iSecrotory Seward, dated October
28Ui, in answer to inquiries from him, in
which thoy declared that “tho people of
Georgia should not hositalo a single mo
ment to vopudialo every dollar of the
debt contracted to hid In carrying on the
robollion."

subverting tho Constitution of the United

Thoy who vestod their capital in tho Croa
tian of thiB debt, inUBt meet their fate,
and take it as ono of thie inevitable result*
of tho rebellion, though it may seem
hard to them. It should nl once bo made
known, at home and abroad, that no debt
contracted for tlio purpose of dissolving
the Union of tho Slntes, can or will be
paid by taxes levied on the people for
such purposes.

committoo tho sections relating to the con

resentatives, with instructions to report a
plan of reduction. The resolution was
adopted.

1 understand that Hon. B. 11. Bigliam is
Constitution, It stood forth in its naked
deformityi with nothing to protect il, and
the civili/.'td world against it. It was
bound to go down, and 1 am only as
tounded that wo did not sen it then. But,"

while it had an existence no man was i.*

pledge you my word and honor now, that
if l had it in my power to re establish it
