against each other in opposing systems,
and tho result of the ontnst is beyond our
ken. But the probability and the imini-
nobce of such a conflict, with its doubtful
result, should a.monish us of the policy
and tho duty of so performing our part as
to strengthen the hands of the President
to the utmost extent. In such a struggle

foes, and when they triumph over him,

mendation of tho Attorney General, tho
young man having an invention which is
likely to bo of groat benefit to the Govci n-

without a pardon. Hitherto the Pre sident
has steadily refused to pardon men of this
class, but old arm/ officers vouch that ho
is not mistaken in this raso of clemency.

County III.—Forty Persons Poison-
ki>.-~We hear of un awful tragedy that
transpired last week in tho town of Bhiloh,
Randolph county, Illinois. It appears
that two physicians, I>rs. Campbell and
M inner, of that placo, recently sunt to tho
drug store of A. A. Anderson, in Chestor,
f*<r a quantity of calomel, In ono day the
medicine was administered to forty pa-
ti-nts, when it was discovered that with
the calomel thorn was mixed corrosive
violent poison. All of the
patients wero taken with alarming symp
toms, and in the cases of seven of them
tho result hud proved fatal at the date of
our advices, and it wu foarod that others
would not survive. Among those whose
death ensued were a family named Mel-
linger, consisting of a man, wifo and
child. A sistor of Dr. Campbell, an in
telligent and interesting young lady, died
in a lew hours after tsking the dose pro
scribed by her brother.
The calomel containing tho poison was
put up in the ordinary way, and had not
boon tampored with after leuving the store
of a wholesale druggist in St. Louis, by
whom it was imported from Knglund.
Tho preeenco of corrosive sublimate was
piobably duo to a culpable carelessness,
rather than design, at the laboratory of
the manufaeturor. If this hypothesis is
correct, it in terrifying to think of the
possible comequonces in other parts of

preserve order and to aid the civil officers in
the enforcement of the Inws, under such regula
tions us might be consistent with the laws of the
1'nlted States. Now therefore. I, James John
son, Provif ional Governor of the State, do here
by uuthSrifT and request Ihe people of this
State to organise, according to law, in each of
the chuutic* of the State, a volunteer company |
fur tbo parpose of aiding the civil authorities
the exeooium of law and the suppression of
violence.
And it is hereby further declarod, that such I
companies, when so formed and organised, shall
be auxiliary ami subordinate to the civil offi
cers; that they shall arrest no person, and
earch the house of no person, without a legal
warrant regularly Issued by some iua«istreto
having authority, and shall in no case inflict
any punishment except by the judgment and
direction of a duly qualified civil officer, hav
ing jurisdiction of the offense.
