ADDRESS OF THE C APT-GENERAL,
Havana, Nov. 7.—Ceptain-Geueral
Juuveller to-day issued an official address.
He says there is nothing of such press
ing interest to the public good and the
prestige and honor of the natiou as the
restoration of the normal state of affairs
in ( uba. He proposes to subject every
thing to this elevatod consideration
within tbe limits of the laws. The social
questions and exigencies of the present
epoch will be the object of special
meditation and conscientious study, not
withstanding the war is unabated. He
will seek to determine upon the best plan
for changing the condition of the laborer,
keeping in view the agricultural interests
and rights of the proprietors, the wain-
tainanoe of productive iudustry, and the
geuoral good of the country. Ho has
based bis policy upon the principle that
the mission of all governments is to pro
tect; consequently the fears that inconsid
erate revolutions 'and extreme measures
will be adopted ought to cease. Confi
dence must bo renewed, for without it the
re-establishment of the public credit would
be impossible. All may be assured that I
will comply with the instructions of the
National Government, to be untiring in
my efforts to procure peace, encourage
credit, and pursue fraud ; taking care that
none of the great interests of tho Island
suffer while I act as your Governor.
Public Rejoicing'.
The public rejoicings last night over
the capture of the steamer Virginius were
most enthusiastic. The Governor’s \ al
ace and public buildings and many privato
housos wore illuminated. A torch-light
procession passed through the principal
streets, which were thickly hung with
il-igs and lanterns. Serenades were giv
en lo the Captain-General and General of
Marino. There will be a grand parade
to-night of the battalions of volunteers.
An official dispatch from tho Central

with a sovero repulse at the hands of

BETTING TROUBLESOME AGAIN.
A dispatch from tho West says the In
dians murdered one man and drove away
considerable stock. Two men belonging
to a surveying party were reported killed,
35 miles from Fort Richardson, on Satur
day.
The Mescalero Apacbese, from New
Mexico, are raiding in Texas, and com
mitting many murders.
The Comanchos on the reservation near
the post liavo not, and will not, deliver
up the live men stipulated for at the Fort
Sill Council, and as a consequenco their
annuity goods and food will be withheld
after this week, which, it is expected, will
drive them to the war path.
