THE VIRGINIUS.
FORTY-EIGHT OF THE C'REW EX
ECUTED BY THE SPAN*

Havana, November 12.—On the 7th
instant the Captain and thirty-six of the
crew of tho steamer Virginius were exe
cuted at Santiago d’Cuba, and on the next
day, tho 8th, twelve more of the Cuban
volunteers on tho vessel were shot.
Among the latter was Franchia Alfaro.
U. S. .MONITORS ORDERED TO NEA.
Philadelphia, November 12.—Orders
liavo been received at the Navy Yard to
fit out tho monitor Manhattan for sea by
Friday next. A large force of workmen
are employed. It is understood that an
other monitor at League Island is to be
made ready for service at onoe.

Havana dispatch from Santiago De Cu
ba annoncing the execution of Capt. Fry
and tho crew of the Virginius, and twelve
more Cuban patriots, says that Francbi
Alfero was among the latter number, and
offered tho Spanish authorities one mil
lion dollars if they would spare his life.
The Spaniards say Alfero came to assume
the presidency of the so-called Cuban re
public. Several passengers, both men
aud women, by steamer City of New
York, from New York, Nov. Gth, which
arrived yesterday, were arrested by the
authorities on lundiug. It is reported
that they are accused of complicity with
tho insurgents.
It is stated that the commander of the
Virginius was Capt. Fry, who commanded
tho Confederate Navy in tho Arkansas
river.

HE REPLIES TO JUDGE HOLT—
THE SURRATT CASE.
Washington, November 12.—Andrew
Johnson publishes four aud a half columns
in the Chronicle, in answer to Judge Holt’s
allegations, that Mr. Johnson disregarded
the recommendations of a majority of tho
Court for a commutation in Mrs. Surratt’s
case. Mr. Johnson says he never saw the
recommendation, on the contrary Judge
Holt argued that the question ought not
to bo considered, and urged au early exe
cution. Mr. Johnson’s card is regarded
as a masterly effort. He complains that
Holt withheld tho allegations intended to
damage him until the witnesses were dead.

hassne aud tho Manhattan are ordered to
be put in commission, and to which offi
cers are already assigned. They are

The Government seems to be more earnest
than heretofore in protecting the waters
between the United States and Cuba, the
great highway of all nations, from Span
ish molestation. The Madrid government
being unable to enforce its authority iu
Cuba, that of tho United States will be
impelled to assert its power in all cases
where tho interests of citizens of this
country aud its own honor require de
cisive action. The President and all the
members of his Cabinet are in accord
on this subject. It is not believed in
official quarters that the contest iu
Cuba has at any time assumed condi
tions which amount to a war in tho sense
of the international law, or which would
show tho existence of a de facto political
organization of the insurgents sufficient
to justify a recognition of belligerency.
But, as President Grant said in one of his
annual messages, the principle is main
taining that this nation is its own judge,
when to accord the right of belligerency
either to a people struggling to free them
selves from a government they believe to
bo oppressive, or to independent nations
at war with each other.

James W. Kuowlton, correspondent of
tbe Chicago Tribune and other papers, is
dead. Ho was much esteemed by his
newspaper associates. Ho married a
daughter of Judge Riddle, of this city,
only six months ago.
New York, Nov. 12.—Orders wore re
ceived at tho Brooklyn Navy Yard to
prepare sloops of war, Kersage and Juni
ata for sea immediately, at noon to-day,
and under equally pressing orders, the
torpedo boat. Admiral Porter, was launch
ed and will bo made ready for active
operations in a few days.

Meeting of the Missionary Commit

Tho 58th annual mooting of the Gen
eral Missionary Committee of the M. E.
Church was held this morning. Present—
Bishop James, presiding; Simpson,

districts. The treasurer’s report for tho
past year shows tho receipts during that,
period to be $707,233; expenditures,

priation of funds for a mission station in

another battlo has taken place betweou
Carlists and Republicans, again insulting
in a great victory for the former. The
Republicans are said to have lost thirteen
hundred men, and the Carlists two hund

THE CAUSE OF THE FAILURE IN
THE EAST.
New York, Nov. 12.—The failure in the
Tea Trade Monday, is attributed rather
to competition, which is growing up iu
tho West, than to panic in great Western
marts, which it is said are receiving their
teas mainly' by way of San Francisco,
and many smaller firms have been wound
up owing to tho withdrawal of trade.
The decrease in trade is mentioned as the
cuuso of ono of the heaviest improtors
advertising two vessels of their fleet for
sale.

—Considerable progress is now being
made with the rebuilding of the library of
tho Louvre, for which a sum of 700,000
francs was voted by the National Assem
bly. Tho works are being carried on un
der the superintendence of M. Lofuel, tho
architect of the Tuilerios. A groat scaf
folding has beep erected, along oach stage
of which is laid a railway, along which tho
materials are conveyed in wagons. As
nearly all tho hooks liavo been burned, the
new building is not to be used as a libra
ry, but will form a portion of tho offices of
tbe Ministry of Finance.
