U. S. Consul Dispatches Detained.
New York, November 13.—An Havana
letter, under date of tho 8th, gives the
following particulars of the capture of
the Virginias shortly after the departure
of tho French stearaor for Santiago deCti-
l>a, which left Jamaica on the 20th ult.
It was tho iutentiou of tho expoditionis’s
on board to sail the direct for shores for
Cuba, but slight damage to machinery
obliged them to enter the port of Hayti.
This she left, touching at port au’Piiuce,
Hayti, and another port of the same
island, until tho 30th, upon which day
they concluded to sail for Cuba
and attempt a landing.
Informed On.
On this day the Spanish Consul nt King
ston advised tho Governor, at Santiago
de Cuba, that the Virgiuius was in the
vicinity of Morrant, by Jamaica. As it
happened, tbo Spanish man-of-war Tor
nado had that morning arrived at Santi
ago de Cuba, and Governor Burriel im
mediately communicated to her com
mander, Castilla, his information, which
caused her to leave four hours afterwards.
The Pursuit.
On tho following day, tho 31st, the
Tornado, under full sail, and but little
steam, on—as some slight repairs were
being made to her machinery—came in
sight of the Virginias, which probably
supposed the Tornado to bo a sailing
vessel, as her course was not changed.
On the Tornado every effort was made to
hasten the repairs. They were engaged
until 2 o clock, when the chief engineer
pronounced thorn completed. All the
steam possiblo was immediately got up,
and tho vessel headed for tho Virgiuius,
soon reaching a speed of fourteen knots
an hour, and slowly gaining upon her.
The Effort to Escape.
The Virginias hud in tho meantime kept
on her course, but divining the hostile in
tentions of the Tornado, changed it to
wards Jamaica, and being out of coal
commenced to burn petroleum, grease,
fat and other combustibles, such as hams,
Ac. Night closed in, and the vessels
were in tho same relative positions, the
Tornado, however, gaining upon her prey.
Tho bright light of tho full moon kept tbo
Virginias in plain sight, aud her dense
clouds of Ntnoke.
Cargo Overboard.
On account, of the gaiuiug of tho Tor
nado, ami to further faciltate their flight,
they threw overboard horses, cannons,
and cases of arms and amuuition, aftor-
wards stated to bo 2,000 of Remington's,
a mitraleuse, and a quantity of powder
and small arms. As soon as they got
within gunshot, the Tornado fired a gun,
followed by three other shots and shell.
The Virgin tun Hoarded.
This brought tho Virgiuius too, aud two
armed boats from the Tornado came along
side, took possession of tho vossel, aud
made prisoners of all on board.
At the time of tho capture, the Virgiuius
was flying tho American flag, but this was
pulled down by a Spanish officer aud a
Spanish ensign hoisted in its place.
Tho Eaw ol‘ Nation* Violated.
Although the papers of the vessel were
duly dispatched from Colon and were
handed to him, tho vessel at the time
was in British waters and within a league,
as I am positively assured, of tho coast of
Jamaca. On this point all accounts dif
fer—ono gives tho capture ns having
boon effected twenty miles from Jamaca ;
aud ollioiai accounts btutea it at twelve
miles; tho Diitrio states it at twenty,
three miles : journals of Santiago deCu-
ba, eight miles and twenty miles, and tho
version of tho Vez do Cuba twelve miles.
The commander of the Tornado pub
licly stated in Santiago deCuba that an
hour later and tho Virgiuius could have
fiav od herself by entering some port of
Jamaica.
Disposition of Prisoners mid l'rim.
Alter the capture, the next two hours
were employed in transferring some of
tho prisoners to tho Tornado, and putting
a prize crew on the Virgiuius. The total
uuiubor of persons on board amounted to
10.7, of whom W) are said to bo natives of
tho islaud, and tho remainder foreiguors.
Of these 107 persons, 03 aro thought to
form the*orew. At midnight, that night,
the two vessels started for Santiago de
Cuba, and aruved there the following day
at 7 o’clock r. M , having been joined by
the Spuuish steamer Cantaboro. This fact
alone, of seventeen hours steaming, would
tend to prove that they were a consider
able distance from Cuba, and very near
Jamaica, as the distance between the two
islands is not much above 100 miles.
The Court Rartlnl,
Mho following day, tbe 2d, a court mar
tial wus hold on board tbe Tornado, which
commenced at 0 and terminated at 4
o clock. All woro tried as pirates, and
tUe findings of tba court aud tho aentences
ware sont to tho Captain-General and
Admiral in a sealed package.
The Spain.h Hero.
After the court hud concluded its task,
all the prisoners were transferred to jail.
Gen. Burriel, it is said, coolly asked that
all the prisoners should bo turned over to
him, with the exception of tho captain
uml crow, who should be Rent to Havana
»t the disposal of the Commandant Gen
eral, DeMarinn, and declared that within
twenty-four hours afterwards all Bhould
bo tried and oxeouted in order to avoid
nny complication with tho exterior, that
is foreign intervention. He also detained
a telegram which the United States con
sul desired to forward to the United
States consul nt Kingston, regarding the
capture and inquiring as to the nation
ality of the Virgiuius.
All of this news was received in Ha
vana with rejoicing by the Spnuish.
Last evening the Captain-General receiv
ed a telegram from Bnrriel tolling the
fate of tho four principal prisoners.

New York, November 111.—A nnmbor
of influential Americans, who sympathize
with the cau‘e of Cuban independence,
held a meeting at the Astor House this
evening. A committee was appointed to
arrange for a grand mass meeting at an
early day. The Tamany Committee on
Organization, in course of its proceedings
to-day, adopted a resolution demanding
of the government careful investigation
of the butchery of American citizens in
Cuba, and prompt vindication of the
American flag and honor of humanity.

Raleigh, N. C., Nov. 13.—In 1871 tho
Treasury of tbe State, under authority
of the Legislature, appropriated to the
general purposes of the government
§24 L,900 that had boon collected to pay
the interest on bonds kuown as the spe
cial tax bonds. To-day four bills in
equity were filed in tbo United States
Circuit Court for the Eastern District of
North Carolina, praying that the public
Treasurer bo enjoined from paying any
rnouey out of the Treasury until he has
first replaced the abovo sum to tho credit
of the fund for which the same was
raised, for the purpose of providing
for the payment of interest on
the bonds held by tho plaintiff and all
other holders who may beeomo paries to
raise suits. A preliminary injunction has
boen grunted by Judge Bond. The 26th
iust has been set for a hearing of the mo
tion for spooial injunction. While thero is
a growiug disposition on tho part of the
people aud press to recognize the old
debt of the State, tho people are fixed
in their determination to rosist by all
lawful means the payment of thoso special
lax bonds when they are disposed of.

DEATH.
Washinoton, November 13.—The im
mediate cause of tho death of the widow
of tho late Gen. llohert E. Lee was paral
ysis. It took place at 12 o’clock Wednes
day night of last week. Her three sons
aud a daughter were present, and her
passing away was peaceful and calm.

pass, was to-day awarded eight thousand
dollars for damages.
—Warrants liavo boen issued for tho
arrest of tho controetors of tbe Fourth
avenue improvements aud the owners of
the boiler that bursted Tuesday afternoon,
in New York, causing loss of life.
—The Ohio Falls Car Company’s state
ment shows §1,000,000 assets, aud §700,-
000 liabilities. 'Jho creditors have grant
ed an extension of time, and the works will
resume in a few days. Thoy employ 700
men.
—Whitman O. Bestor, a partner in the
banking house of Riggs it Co., of Wash
ington City, committed suicide yestorday.
Aside from his intorest in the bank, ho
had an ample privato fortune. lie was
fifty years of age, and leaves a wife aud
four children.
—Tho western bound train Jesterday
morning on the Memphis it Louisville
Railroad was untracked, twenty miles west
of Memphis. Thirty passengers woro
bruised and burned ; nono fatally. Au

—American Board of Public Health
continued their annual session in New
York yesterday, aud a number of interest
ing papers were read on generul topics
of sanitary laws, measures, and quaran

MONETARY.
New York, November 13.—A telegram
from Washington stating that the iron
clads had not been ordered to Cuba, weak
ened gold speculations for a time, but
this was succeeded lato in tbo day by an
other telegram, saying that our Govern
ment had decided to take decisive mea
sures if Spain was unable to prevent a
recurrence of tbe rocent outrage in Cuba.
On this gold rallied again, and the market
was excited, while the Stock Exchange
did not seeru to relish war, and stocks de
clined from a $ to li per cent, from the
highest point during tho day. Govern
ments aro strong and considerable doing.
States are quiet and strong.

—in Victor Hugo’s new play, “Marie

Eloped with His Own Wife.—The
Springfield (Mass.) lie public an states that
a Lowell man has just eloped with his
own wife. He deserted her for another
woman seven years ago, and she went to
California and got rich, and returning a
few days ago, found him repentant aud
quite tender toward her and her money,
so they met by appointment at tbe depot
and eloped in duo form, California being
tbo objective point.
