INSTRUCTIONS FROM THE F.XU-

The A Hi,I r In Washington—Action
ol' tho N'nvy l,o|mrtiueut—Whal
Secretary Fish Thinks.
London, November 14.—The British
government has instructed its Consuls ut
Havana and Santiago de Cuba to watch the
proceediugs against the captives of tho
Virginius,as it has been informed that one
of them is a subject of Great Britain.
Washington, November 14.—Special
dispatches from the North indioate that
tho Navy Department is very aotive, and
will soon have a powerful fleet iu Cuban
waters.
Attitude of tho Administration.
A dispatch says the attitude of tho Ad
ministration with reference to the Virgiu-
ius affair, is not one of opposition to the
present Spanish government, but it Beeks
to become an ally of Spain, to help her to
crush the prosecution of barbarity which
has been almost of daily occurrence in
Cuba for several years. So far aa the
State Department is concerned, thero is
nothing to iudicate that it has any desire
that the end should be the breakiug up of
slavery iu that islaud, but that bloodshed
might be Btopped. The action of the
Government in sending dispatches to
Minister Sicklos, with directions at once
to inform tho Spanish government that
tho United States would insist upon pro
tecting her citizens, if the required pro-
tectiou could uot be afforded by Spain,
was one of friendship to Spain, and uot a
menace ; ut least this is the way it appears
to-day.
Why War Slalps are Sent.
The sending of w ar ships into Cuban
waters is not that they may be on hand,
prepared to watch Spanish, but to watch
Cuban authorities acting under tho gov
ernment of Spain. It is stated to-night
that the entangling tapes of diplomacy
were cut by the President, and that he
personally wrote a dispatch to Sickles at
Madrid,directing the oft'er of co-operation
to be mnde to the President of Spain.
Not tho slightest doubt is entertained in
official ciieles that the Spanish govern
ment will accede to the proposition, aud
that all details will bo arranged without
tho delay usually attending a diplomatic
transaction. It is well known hare that
the intumacy between Castellar snd
Sickles is of tbo closest character, and it
is believed that tho former will cheerfully
aud even gratefully accept any proposi
tion looking to the closest relationship
between the twocountrios, and in this view
of tho caso accords with the desires and
understanding of the State department,
whose head has always been looked upon
by tho Spanish pooplo with enlarged gen
erosity.
HOHKIHI.E IF TREE.
New York, Nov. 14.—The Sun says:
The Spanish residents of this city report
that every soul aboard the Virginias were
executed. According to this account not
one American witnoss of the affuir was
left alive.
THE FEEI.INU AT THE SIIITII.
Augusta, Nov. 14.—The details of tho
butchery of Captain Fry and crew, of the
Virginius, excites intenso indignation
among the people in this section against
the Spanish power in Cuba. Swift and
decisive action is looked for on the part
of the administration. Amerioan citizens
and interests must he protected though
Spain should looso Cuba. Several South
ern papers think the Government would
bo justified iu doclaring war against
Spaiu.
INDIGNATION IN LONDON.
London, Nov. 14.—The shooting of
the crew and passengers of the stoamship
Virginius is commented on at length by the
London morning journals, all of which
express the hope that the executions
will bo avenged by the government of the
lluitod States.
or tho authorities of the Island.
The putienco of the government seems to
be exhausted, aud as uothing effective
cau bo depended upon from tbe Spanish
government, notwithstanding its friendly
feelings toward the United States, the
law of solf protection is recognized by our
goverumeut as applicable to tho present
condition of affairs. There is among
all prominent officers of our gov
erumeut an earnestness in tho
preparations now in progreBB to
rnoet all questions practicable as they
arise. Instead of depending on tho Span
ish officials for tho transmission of com
munications from our consuls, oither by
letter or by telegraph, our naval offi
cers will bo instructed to enquire dili
gently and closely iuto tho oondition
of tho affairs Of the Island and promptly
report the facts to the proper
department. Our government is
now waiting to hoar what the Spanish
Government will do iu response to our
earnest protest against the outrago per
petrated against the victims of ihe Vir
ginius. llorc the rnuttor rests for tho
proseut. It oau be stated on the authori
ty of the President himself, that he did
not, as reported, personally write a dis
patch to Geu. Sickles directing the offer
of our co-operation be made to tho l’resi-
deut of Spain in movements to
oontrol the Cubans. Nothing of
tho kind has eveu been suggested,
the United Stutes relying upon their own
power to protect their interests, without
an alliance with Spain, who has shown
herself to bo almost, if not entirely, pow-
erloss to enforce a compliance evon with
reasonable demands iu tho island of Cuba,
the authorities of which, in most cases,
acting independently of all control of tho
Homo Government.
