Mystehious Disappearance.—On Wed

Washington, November 21.—A New
York Herald ppccial, dated Madrid, 20th,
says of the situation : There is n grave
and serious misunderstanding between
Minister Sickles aud the Spanish Cabinet.
On the arrival of the nows of the cap
ture of the Virginins, President Uastelar
called at tho United States Legation and
expressed regret, and ordered a suspen
sion of the sentence.
When Secretary Fish telegraphed the
news of the execution, Gen. Sickles sent
a note, at 2 o’clock in tho morning, de
manding a stay of proceedings.
Tho foreign Secretary replied by ques
tioning the accuracy of the information,
aud intimated that Gen. Sickles’ action
was not authorized.
Thereupon Gen. Sickles,
In the Maine ol’ the I'lifted States,
addressed a formal protest against tho in
human butcheries uud insult to tho United
States, and again demanded that Spain
should enforce obedienco to hor orders in
Cuba, and insisted on tho rights of Amer-
can citizens to trial under tho Treaty of
1730. He complained that tho American
Consul at Santiago was prevented fiom
using tho telegraph to Washington.
Tho Spanish Secretary answered by say
ing that matter was wholly a municipal af
fair between Spain aud the Virginius pi
rates. Spain could not tolerate American
interferences. The interview ended by
Gen. Sickles demanding that Spain should
enforce the order of the Cubinofc to Cuba
for tho suspension of the executions. The
Spanish Minister of Foreign Aflairs
hautily declined to permit General
Sickles to discuss municipal affairs.
Tho interview' terminated angrily,
Sickles saying he would hold no more
personal, only official relations with tho
Minister.
Public Fooling
Runs high. Tho Spaniards blame the
United States for Cuban insurrections,
and say they will welcomo war. Miuistor
Sickles does not sco how war can bo
avoidod, as Spain will concedo nothing,
and public opinion will prevent Presi
dent Castelar from making any conces
sions. There is no use in the United
Staies trifling any more on the subject,
Spanish stubbornness making concessions
impossible. Extreme Republicans favor
the views of the United States iu the
ntt’air.
Dispatches from Spain.
Washington, Nov. 21.—Dispatches
received by the Secretary of State are
confirmations, in part, of tho spocial tel
egrams from Madrid in regard to the
demonstrations against Minister Sickles ;
though the Secretary is of opinion that
tho specials are somewhat exaggerated.
The mob which collected iu front of tho
American Legation was promptly dis
persed by the Government, and thoro is
no doubt here in official circles but that
tho authorities at Madrid are fully capable
of preventing any outbreak. The posi
tion of Minister Sickles is very uncom
fortable, but it is not believed that any
violence will be suffered. Mr. Sickles
telogruphs that tho Spanish officials are
equal to the emergoucy. Minister Sickles
is hourly iu communication with tho State
Department, and his dispatches indicate
tho existence of a very strong fooling
against the Uuited Statos.
Cabinet Mcotiiitf.
Mr. Fish submitted a numbor of tele
grams from Minister Sicklos to tho Cabi
net mooting to-day, and tho session which
has just commenced will, in all probabil
ity, bo ono of the most interesting and
serious meetings since tho present com
plications commenced. Members of the
Cabinet this morning seem to be very
serious in their demeanor, and thero ap
pears to bo a more extended discussion in
all places, us to tho probabilities of a war,
than has yet been noticed. At tho sumo
time, so fur as has been made known,
the official advices from Spain have not
varied in the assertions of tho honesty of
the Castellar Government to preserve
friendly relations aud to command cool
ness and dignity during tho progress of
negotiations.
That tho excitement of tho populaco in
Madrid does not scam to bo shared by
tho government thero, is evidenced by
tho expressed opinion of tho Secretary of
State here, that there is an exaggeration
iu tho unofficial reports, aud the asser
tions of Mr. Sickles, that tho Spanish
govern au nt is able and has suppressed
tho hostile indications uguinst tho Ameri
can legation ut Madrid.
Tho Secretary of tho Navy returned to
this city this morning, and was at the
Department nt a very curly hour.

The State Department is investigating
the real status of tho Virginius.
The Treasury Department finds no rea
son to boliove that any irregularity exists
in the Virginius’registry papers. This fact
was communicated to tho Secretary of j
State by the Secretary of the Treasury
and received the attention of the Cabinet
to-day. Copies of all tho papers wero
submitted.
Tho session of tho Cabinet opened oar-
lier than usual, aud continued until four
o’clock. All the secretaries were present.
It wu3 tho longest session during Graut's
adminstrartiou.
Subsequently Fish and Robeson had a
conference. Tho wholo time of tho ses
sion was occupied with the Virginius
mattor and attending complications. The
members are dumb regarding tho details
of proposed action. Tho feeling which
urged tho uttack upon the American Le
gation wus characterized as brutal and
unreasonable. It roally seemed that no
reasonable Ministry could be at Madrid
at tho time.
There is increased naval activity. A
naval recruiting ollico is ordered open at
New Orleans.
CHARLESTON.
Charleston, November 21.—The war
news from Washington to-day causes
much anxiety regarding forts Sumter and
Moultrie, which aro now dismantled. It
is hoped the Government will immediate
ly put thorn on a war footing.
