Mr. Editor : In your issue of Tuesday
morning,'you published a communication
from Captain Norman McDuffie, which pro
fesses to give “the circumstances connected
with the seizure and detention of the steam
er ‘‘Comet” at this place (Hawkinsville,)
with a cargo of cotton designed for the Yau
kees.” As there are many misrepresenta
tions of fact in said communication, I beg a
place in your columns, to give a statement
of lacts as they occurred.
I was ordered by Maj. Gen. Cobb to pro
ceed with flag of truce to Savannah, to ne
gotiate for the exchange of prisoners,
was inst ructed to take the steamer “Comet
at Hawkinsville, and proceed to Doctortown,
and there get an escort of cavalry and go
overland to Savannah. I was instructed by
Gen. Cobb, to permit Mr. Asher Ayres to
take down two hundred bales of cotton, he
having agreed to exchange the same for
bacon, salt and iron for the use of the Gov
ernment. I was authorized to put such
number of bales on board as I deemed nec
essarv, to defray expenses to and from Sa
vannah, of self and escort.
When the steamer arrived at Hawkins
ville on Monday night, she' commenced to
take on board the cotton necessary to com
plete her complement of bales. About 11
o'clock that night I was awakened by my
servant, who stated that Capt. McDuffie de
sired to see me. Capt. McDuffie entered,
accompanied by Capt. Mitchell, the enroll
ing officer for that county. Capt. McDuffie
said, Capt. Mitchell had controll of all the
transportation on the river, and desired to
know by what authority I wa-i acting. 1
expressed my willingness to show my au
thority, and was in the act of taking the
paper out of my satchel, when my attention
was attracted to a number of boisterous cit
izens who had entered my apartment. I
then tcld Capt. McDuffie that I declined to
recognize Capt. Mitchell's demand, backed
as it was by a mob. They all then withdrew,
and as I subsequently ascertained, went to
(he boat and took possession of her.
Capt. McDuffie atterwards returned to ex
plain his position; said he was my friend;
that he hatl nothing to do with the mob;
t hat, he was at home asleep, when called up
on by Capt. Mitchell to accompany him to
my apartment, etc. I then exhibited my
papers to him, and he expressed himself
perfectly satisfied. He fatther stated that
.he was aDxious to get some cotton through,
and had been a long time trying to make
some arrangements to that end; that he
would like very much to ship ten or twonty
bales on the boat. I rcplieil I had no au
thority to grant any such peimit. He said
he thought all opposition would be with
drawn on the part of the citizens; and that
he would advise my leaving early in the
morning. When 1 went to the boat at
about 6 o’clock, I found all the guards had
been removed. I ordered steam to be
raised. About the time I was leaving, Capt
McDuffie came on b ard and said I would
be bushwhacked if I attempted to go without,
satisfying the people, and begged me to ac
company him up town for that purpose. I
at first declined, but subsequently yielded,
lie assuring me that I would have no diffi
culty; that he. would aid me in every way.
At the first grocery he came to, he put his
head in the half closed door, and in a whis
per loud enough to be heard by myself and
others, said. “Boys, get your guns, steam
is up.” I then told him of hi? duplicity, in
the presence of his crew. He ordered them
io the boat. I returned and ordered Capt.
Horne to cast off and proce d down the
liver, but he declined, saying he had pledg
ed his word not to go until McDuffie with
drew all opposition! and that he was fear
ful the mob would burn Lis house and other
properly. „ . .
Atiout this time a number of citizens
came to me aud begged I would remain
quietly on board and they would go and ar
range matters with McDuffie and others.
About noon, tiny returned and said all had
been arranged, and I w^s in the act of leav
ing, when McDuffie appeared, with his com
pany, havit g, he said, changed hia mind,
and swoie the boat should not leave. He
subsequently sent Captain Mitchell to arfest
Col. Ciaghoi n and Mr. Bowers. I told Capt.
M. I should resist any attempt to arrest,and
he retired. I then, with my party, went to
the hotel to spend the night, determining to
Ftart the next morning by private convey
ance, for Savaunah.

H JV approached me, and told me he had
come to arrest me, CoL Claghorn and Mr.
Bowers. H2 was accompanied by Col.
Goode. I told him I wou’d not be arrested,
nor should he arrest either of the two gen
tlemen named; that I would repel force
with force. Tu»s brought about a parley,
Capt. McDuffie says when it was made
apparent that I was acting under orders
from Gen. Cobb, no effort was made to de
tain me, and I was told I could take the
boat and proceed to Doctortown on condi
tion that I would not take the cotton to sell
to the Yankees.
The revese of this is the truth. He knew
from the first inception of his interference,
that I was acting under orders. Instead of
offering the boat to me upon the terms above
stated, I made that proposition to him in
writing, pledging myself that every bale}
should be returned when the boat came
back; that if it were possible to discharge
the cotton within a reasonable time, I would
do so; but in the then stage of the river it was
impossible to land it short of forty-eight
hours, and the mission I was on was one of
such importance, I w«s willing to make any
concession to prevent delay. I further in
vited him, if he had any doubts of my sin
cerity, to send a committee down with me,
to see that my obligations were complied
with—all of which he positively declined.
He says in his communication, that Mr.
Asher Ayres did not claim the cotton noi
did he assert that he had Gen. Cobb’s per
mission to take the cotton down. I posi
tively essert that Mr. Ayers did, time and
again, mention both facts to him. Mr.
Ayres proposed in addition to my proposi
tion, to give a bond of $500,000, conditioned
that every bale of cotton should return iu
the boat It Captain McDuffie means to in
sinuate that I offered him the opportunity
to ship cotton, he simply asserts a falsehood.
I felt confident all the time, that a proposi
tion of that kind from me would remove all
objections; indeed, 1 was so informed by
his friends. Mr. Ayres being approached
in like manner, told his friends that no more
cotton could go on board, but that he would
loan him tenor twenty bales of his cotton it
he would yield the point. Capt. McDuffie
did agree to this aDd sent him word to that
effect, which was the occasion of our raising
steam, as before referred to, but he subse
quently changed his mind when he found
some of the citizens from the country had
come in and opposed it. tie then became
again very patriotic, acd swore the boat
should never leave until the c itton was
taken off.
In conclusion, I would advise the gentle
man who wrote the communication lor
Capt. McDuffla, to be certain of his tacts in
the future, and not rely upon statements
which I have shown to be groundless.

CFINTEREST TO TAX-PAYERS.
We have before us a pamphlet circular of
instructions to the Receivers of Tax Re
turns, given by the Comptroller General of
Georgia. As we presume that each tax re
ceiver and tax collector of the State have
received copies of this circular, we shall not
repeat the instructions relating exclusively
to their action. But the circular contains
also information of interest to tax payers,
which we glean for their benefit.
It is made the duty of the receivers to
assess a double value upon the property of
all defaulters, and neither the $200 nor any
other deduction is allowed on any default
property. , 9
Besides the special taxes heretofore iia
posed on professions, the following to be
returned : To carry on the business of Auc
tioneer, $10 ; to keep a Billiard or Pool Ta
ble, $25; to keep a Ten Pin Alley, or alley
of like kind, $10; to keep any other table
stand or place for any other game or play
$10; to keep a public race track, $50.
All Georgia State Bonds, except those
taken by administrators or guardians, and all
Confederate States Bonds, are liable to tax
alion.
In consequence of the great inequality in
the valuation ot slaves throughout the State
in previous years, the last Legislature pro
vided for a uniform rate of valuation, to . be
determined by the Comptroller General
who was required to receive the valuations
of the Justices of the Inferior Courts of the
several counties, and to ascertain the aver
age. This duty the Comptroller has now
performed, and has instructed the tax re
csivers to return tbe following variations

ticipate inquiries,!.will remark that I think
a body servant within the meaningpf the
law, is a jlave whose constant or general
occupation' is to wait upon his master or
other person as a body servant, a coachman
is one whose general occupation is to drive
a coach or carriage, and a seamstress is one
whose general occupation is that of sewing.
AH other property to be entered at its
market value in Confederate Tre isury notes
on the 1st day of April, 1865. In case ot
disagreement as to values between tbe tax
payer and the receiver, arbitration is pro
vided for.
Tbe Comptroller makes the following
enumeration of the persons and business
taxed by the Income Tax Act for this year
(which has. already been pnblished by us.)
By the first section of the above, you will
see that a’l persons or bodies corporate, ma
king income or profits by purchase and sale
of auy property, real or personal—ali keep
ers of hole's, inns, livery stables, or mana
gers of express companies or railroad com
panieSjJnot protected by its charter against
this tax; managers of the Insurance Ccm
pany; or as a broker or auctioneer; or in
the manufacture and sale of iron, salt, syr
up, fl.rnr, meal, grits, hominy, or wooden
ware; upon all profits arising from the sale
of goods, wares and merchandize, groceries
and provisions ; also on all profiis from the
purchase and sale of cottou or tobacco, and
the manufacture and sale of cotton and
woollen goods; in the tanning aud sale of
leather, and the manufacture and sale ol
any article made thereof; or in the sale of,
oi the distillation and sale of alcohol or
spirituctn liquors—all such persons or bo
dies corporate, when they make a return of
fhtir taxable property for the General Siate
Tax. are also required to return to you, un
der oath, the nett income of profi-’s made
