Cool.—Tlic «mi<len change in the tern pcratnre of the atmoatphere brought thick coats and shawls into requisition, and served to remind those w lio were short of fuel that wood had “ru.” the negro to satisfy; br.t no apt or compre hensive declaration of principles adequate to the crisis. If any such exist we should be glad to possess them. What we do find, on the other hand, is an apparent willing ness to admit the entire body of men late ly in arms against the nation, and lately in triguing with foreign monarchies for an ntter overthrow of the Republic, to a full and unconditional participation in the Government they combined to destroy, while the men who, from position and cir cumstance. were the fast friends of the na tion, they would wholly exclude from any share in political life, because of color or the accident of birth.—N. The white woman implicated with him is still in the chain gang- Fight.—A little fight occurred between two "colored gentlemen” on Whitehall > otcnlay. They were arrested and bound over for trial. Timely Work.—-Messrs. Crawford and Stewart arc exhibiting good judgment and much energy in the way of repairing the streets. We noticed yesterday that Broad street from Mitchell to Hunter and Hunter from Whitehall to Forsyth were being well worked before winter weather. t 'orros.—Yesterday there was morecot- lon offered from wagons than had been put on the market for several days previous, though prices did not run so high yester day as the day before, 1*2^ being the best -offered. W hen Judge Chase first urged upon Con- tin* passage of the National Banking Vet he l.-und few to aficond his efforts, but, .pressed by a great responsibility, and ex orcising a statesmanlike forecast for which history at last will give him due credit, he lalximi on until lie converted a majority of Congrers to his views, and the National Banking system was inaugurated. Every ' *ther means for raising the needed funds to carry on the war having failed, the then Secretary had promised ^Congress that if they would adopt this measure he would !»e responsible that money was forthcom ing. flic result more than justified his confident prediction. Three hundred mil lions of banking capital was poured into an empty Treasury at a most critical pe riod of the war; the comparatively iyre- sponsible Ranking institutions and the un- M’cured currency of the States were to gether swept out of existence; a uniform and perfectly secured currency was given to the country, and more than a thousand efficient and responsible agencies were es tablished in all parts of the land, whieh aided very materially in the negotiation and absorption of Government loans. The finances of the Nation were changed from chaos into order; from weakness into strength; from insecurity into soundness and safety. |^“MRS.
