hundred thousand dollars have been disburs

ments are expected to arrive here dav by d iv,
and will be paid off as soon as they present
themselves, \osterday, the department was
busily employed in .settling the accounts of
the i ennessee cavalry and some companies
of the Georgia regiment. Numbers of dis
charged officers and men, who are not paid
off in corps, present themselves individually,
ami the settlement oi their accounts, although
a source of pleasure to the department, must
necessarily be attend *d with much vexation
and delay. Capt. Blanchard, we perceive, is
an attache of the Paymasters’ department,
and we will venture to say that he will do
honor to his appointment.”

Arrival of the Hibernia.

The Steamer Hibernia reached 80-ton at
6 o’clock this morning, from Liverpool, .May
lUili, eleven days later than the previous ad
vices. 'l‘he substance oi the news, as com
municated by telegraph for the Journal of
Commerce, is here subjoined.
The la-l quotation for flour at Liverpool
was 50s. bbi. The quotation tor .Mobile
Cotton is probably too low.
Liverpool, May 19 — The Cotton trade
tins suffered severely from the pressure
which has prevailed iu monetary circles. A
better feeling has however begun to mani
fest it sell, since merchants have had leisure
to peruse the advices brought by the steamer
Cambria. A greater amount of business is
doing, and prices have an advancing tenden
cy. The sales of the fortnight ending Mav
l-lth, were 55,360 bales. OI this quantity
4100 American were taken on speculation,
1800 American fur export. In the course
of the week ending May I tfh, a further de
cline of one-eighth penny per pound was ac
cepted by the holders of American descrip
tions. 'Plie price.- declared by the Commit
tee of Brokers, May 14 li, for fair cotton,
were, —Bowed, 6|>l., Mobile, do: Orleans,
H|d. The imports of the fortnight, 33.333
bales; of this year, 473.357.
The estimated stock of cotton in Liver
pool on the I 4th May was 523,500 bales; at
the same time last year, 780.870, thereby
fallowing a deficiency this year ut 393,370
bales.
The smallness of the stock of grain a!!
over Europe, and the consequent dearness ot
provisions, become more and more teit, and
high as prices were previously, a further and
important advance has taken place in the va
lue of breads! lifts, both in this country and in
many of the near continental ports, witiiin
the last fortnight.
The doubts generally entertained whether
cn< u_h will reach us from foreign countries
to make up for the home deficiency until the
n xt harvest, have been the cause of the late
advance, and we must admit that the short
ness of the supplies from the growers, the
rapid diminution of the stocks in the grana
ries at the different maritime ports, and the
general tone of the advices frt m abroad, have
afforded ample grounds lor apprehension.—
Wheat ha- however reached so high a point
as to put it beyond the reach ot the poorer
rlascs. A greatly curtailed consumptb n
must therefore follow, —and this may perhaps
he the means of staving any further immedi
ate rise in the value. Canadian red wheat

'The latest accounts from the Continent
fahow that much scarcity prevails in several
parts, but as the navigation was opened,
large supplies were expected to comedown
flie rivers in a very short time, whereby the
wants of the people ul those countries would
not only be supplied, but numerous cargoes
would be transported to this Kingdom. Ac- |
counts from Smyrna, dated 30th ulr, mention
that grain had further declined in value, and !
that the accounts from the adjacent localities
on the subject of the crops, were decidedly of
a nature greatly to allay future anxiety,
whilst the estimates made of the quantities
available for present necessities, exceeded
all previous returns.
The market for American cured privisions
keeps steady, and as there is little or nothing
ot this description of goods n »w arriving from
Ireland, the importations from the 11. S. in
most instances meet a ready sale. The value
of beef, pork and hams is much the same as
noted. Bacon, however, in consequence of
tiie scarcity of supplies, and particularly of
fresh meet, which ranges from 7| to 9 pence
per potmd, has an excellent demand, and the
rates now current are from 2s. to 3s. above ■
those last noted. Os cheese the arrivals du- j
ring the past fortnight have been limited.— ,
Prices have consequently advanced. The !
prices now oblninftblt? vary Troin 4—s. to sos. |
per cwf. according to quality. There has
been a decline ot 2s. to 3s. per cwt. on Ame
rican tallow since the 4fti inst. The article
is now sold at 445. to 4fis per cwt. At pre
sent there is no American butler in the mar
ket.
Money Market.— The pressure upon the
money market has been more severe than ,
has been experienced for years past. Ma*-
ters however appeared to be improving during
the last week. There has been an increase I
in the deposilcs to the extent of five hundred
and seventy thousand pounds, while the rest
and the reserve luve also increased cons de
rably. The bullion has increased to the ex
tent of a quarter of a million. These favo
rable circumstances have enabled the Bank
to discount more freely, even on Bills that
have had as much as three months to run
Advances are made to Bankers at 5A per
cent, on promiscuous paper. The favorable
state of tlie American ’Changes has had a
beneficial effect upon the market. The
Consol market nevertheless has been marked
throughout by general heaviness, and the
belieNs general that the Chancellor of the
Exchequer will have to fund a portion of the
Exchequer Bills now afloat in Liverpool.—
We are glad to slate that the payments of
the present week, which are supposed to be
the heavest ever known, are provided for, and
that the Hibernia will take out the news ot
all engagements fulfilled.

France —li was stated in the Chamber of
Beers on the 10th inst., by tlie Minister of
Commerce and Agriculture, that the pros

nising. Not withstanding this prospect, hovv
j over, the markets continue to rise in various
parts ot France. The account ol an invest
ment by tlie Emperor of Russia in the Eng
lish funds, has produced a gn at set sa’ oii in
Paris. It has deprived ihe recent investment
in tlie French funds of its character of exc u
sive friendship to the French Government.
Among the passengers of the Hibernia is
tho Countess of Elgin.

Ireland. —The accounts from Ireland
are very awful. A Dublin correspon
-1 dent of the Morning C ironicle, says,
‘’There have been further tumultuary
proceedings and processions of the pea
santry in various parts of the country,
and the military and police have been in
general requisition to keep this spirit of
i insubordination in check. The reports
of the progress of pestilence are quite
disheartening,and notwithstanding all the
imports ot food, and the immense extent
of relief in food and money, great desti
tution still prevails, and die markets are
advancing. All accounts concur in
showing that the mortality is still very
j considerable. According to some calcu
( lations, the population has already been
| diminished to the extent of nearly one
i million, from deaths and emigration. Rut
1 should suppose that tins estimate, for
! which there can be nothing like certain
j or accurate data, is gready exaggerated.'*

The present state of affairs in the mannfac
: taring districts is gloomy as ever. Man
chester, May 14 —Operations, except fur im
mediate wants, have been virtually suspen

j ket. Prices have given way in some instan-
I res, yet regularity in prices is well supported.
, Stocks are very light; owing, however, to an
1 increased easiness in tiie money market, con
j sequent upon the favorable change in the
j weather and the slate of the exchanges; a
I better feeling has to-day been in operation.—
, Neither the Continental nor American ex
| changes would indicate an unfavorable ap
! penrance. The prospects of the coming har
vest must necessarily liave an important in
( fluence. Accounts from Leeds represent the
, woollen trade very dull there. At llud
i tier-field no improvement has taken place,
| and the business which is being transacted in
| the warehouses is quite insignifican*. At
Rochdale on the 10Ti inst , the flannel mar
! ket better attended that cn the Monday pre
vious, but owing to a report of anoiher fail
ure, the market was dull. Prices same as a
week ago. The wool market was flit, and
manufacturers purchased sparingly, at prices

| in Bradford and Halifax exceedingly dull
and gloomy; and were it not for the small
| supply of wool in these markets, prices must
I recede. The linen trade in Barnsley is
also suffering to a great extern.

Mr. S. W. Fmvle, —Dear Sir—For the benefit
of the afflicted, I cheerfully make the following
statement for publication. In January last, my son,
16 years old, was taken with severe pains in the
side, and a violent cough scon came on. 110 was
soon confined to his room, and continued to grow
worse for about six weeks, when he had become j
too weak to sit up, and had night sweats. The
rough was almost constant and he daily expecto
rated large quantities of matter from the lungs,
which were evidently in a state of ulceration. — :

| LIVERPOOL, May is.—The pressure in the ‘
| money market at the departure of the steamer of i
j the 4th inst., continued with the most extreme
severity for a week subsequentlyptul it has been
in some degree relieved the last six or eight days.
Money however still continues at a high rate of j
interest—say from 6 to 8 per ct. for the most tin- !
’ exceptionable paper, an J there is no reason toex
perl any substantial amendment in the money
■ market until we Can have a pretty satisfactory as
surance of a good harvest. Ten days of genial
! weather, under which the growing crops have
rapidly advanced, is perhaps the main ground of
the somewhat renewed confidence now prevail
ing. The cotton market has been in a very
gloomv and depressed state and had further de
clined fully id per lb. but in the last few days,
owing partly to the diminished money pressure
and partly to the later American accounts of still
! <rnatcr falling oil’in the receipts, there has been
1 some revival of demand and prices have rallied
it! to id from the lowest point. The sales for the
week ending 1 Ith inst., amounted to 38.0 )0 bales,
I of which 3000 were taken for export and 600 on
i speculation. The American descriptions con-

corn, and it is worth more than yellow. The

yellow; Indian corn 30a31s bbl.

nounce any amended feeling, general satisfactory
tenor of the advices fr .m the United States of 21st

by the Hibernia reached here this morning at an
early hour, and enust d great excitement in the
market for breadstutfs. It was for some time in
I private hands, though but little use was marie
of It.
The flour market opened with great activity,
holders demanding a strong advance. During
thedav sales were made to the extent of 50.000
bids. SO 25a SO 50 per bbl. The demand was
partly for speculation and partly for export,
j Southern and Georgetown brands weie sold at
prices approaching SlO per bbl.
There was a considerable advance in wheat,
though the sates were light. I only heir of the
• sale of one lot of 2,(kWJ bushels Genesee, at j-d .5.
1 Corn was in good demand, and advanced to
! a point higher than it has before readied this
i season. The sales reached 10.000 busluls yel
lowatijrl 50 per bushel. There were also sales
of 33,050 bushels white and mixed at g. l 21 a
• j; l 28 per bushel.
j Indian Meal advanced 37j cents per bushel,
i Th ■ sales amounted to 1,000 barrels at 85 75.
There was a decidedly downward tendency
in the Colton market, though no operations by
which the extent ofthe decline could be judged
had taken place.
Freights were firm, with an upward tendency,

tive advance.

NEW ORLEANS, June 2. Cotton — Arrived
since the 28th ultimo, 2532 bales. C leared in the
same time 10,333 hales—making a reduction in
stock of 7806 hales, and leaving <>n band inclusive
of all on ship board not cleared on the Ist instant,
a stock of 180,628 hales.
We left the Cotton market on Friday last in a
state of extreme depression, and indeed so little
| had been done for several days previous that there
could hardly he said to he any ettabli.-hed mark l t.
j We were therefore compelled to omit our usual
scale of quotations, though we remarked that the
! few sales made exhibited a further decline of 4 a
iof a cent per lb. Since then the market lias re
mained in the ?ame dull and depressed state, but
\ few buyers manifesting any deposition to come
! forward, and these at rates which holders are un
willing to submit to for round parcels. The gre it.
difficulty in negotiating exchange, also, is an ob
stacle to any important movement, even i* patties
j were willing to come forward, and this difficulty,
i withthe absence of any orders of magnitude, renders
| the market excessively dull, and so unsettled in
| prior s that it is impossible to quote with strict
’ accuracy, though we have ventured a scale of
i figures which will afford some idea of the prevai!-
| jng rates. It should be remarked, however, that lor
! all qualities above Middling Fair the quotations

Prices have varied but little—the finer grades
having been more sought after for a day or two
past, are perhaps a shade higher than on Monday.
We quote middling cotton 10c. Receipts for the
same time 255 bales—experts 5387, leaving astoek
of 94,405 bales.
Exchange —Rates remain as last quoted, with I
only a moderate business doing. Sterling 44 a5;
Francs 5 47; New York 60 day bills, 2 a 24; Sight
la I percent dis. Stato Notes are scarce and in
demand at 1 per.cent. dis.
Freights. —An American ship has been placed
on the berth with part of her cargo engaged at id.
