ner of the 3d inst. says:
The health of the country is good, weather
favorable and crops abundant. The cotton is
opening beautifully, and the farmers are begin
ning to gather it.
The papers contain a long letter from Sena
ter Houston, suggested by ex-President Ty
ler’s late letter upon the negotiations to secure
the Annexation of Texas. The letter belongs
to the history of Annexation, but we cannot
give place to it to-day.
The Civilian soberly and earnestly complains j
of the want of mail facilities for Texas. Six
teen days had elapsed when the editor was
writing, without a mail from New Orleans. It
is intolerable that the Government should main
tain a monopoly of the carriage of letters, and
yet allow a State like Texas to be cut oft from
intercourse with the rest ol the Union for a
longer period than the merchants of New York
and Liverpool would tolerate in their inter
course. As a matter of purely patriotic con- |
eern, Texas should be bound as closely as pos
sible to the old Sates by frequency of inter
course; but by all means Galveston and New
Orleans should have a fixed, sure and rapid
means of communicating, nor would it be bur
densome to the Government if rightly manag
ed.
The Galveston News contradicts a report
that the yellow fever was prevailing in that city. |
The rumor arose from the sudden decease of a
gentleman from Tampico. The News says the |
yellow fever had nothing to do with his care. !
From Pensacola—Naval Intelligence.
By our private correspondence we learn that '
the U. S. steam frigate Mississippi, Sidney |
Smith Lee, lieutenant commanding, arrived at I
Pensacola on the 11th inst., in five days from |
Vera Cruz, The Mississippi brought over for the !
naval hospital 114 officers, seamen and marines ,
belonging to the home squadron. Os theuum- !

the 144 were confined to their hammocks, i

The fever was prevailing to a considerable

shipman Carmichael had recently died of it.
It was supposed at Pensacola that the Mis
issippi would shortly return to Vera Cruz, as ;
her crew is in tolerable health. Her arrival 1
had led to some delay in despatching the !

“LI VERPOOL, Aug. 3.—The harvest is progres
sing under the most favorable circumstances in the
Southern countries, and has partially commenced
in this district. The reports of blight have in a |
great measure died away, and generally speaking j
the crops of Wheat, Oats aud Barley arc repre
sented as unusually abundant, and of superior quail- j
ty. The less important crop of Beans, has partial
ly failed. The accounts from the Continent speak
almost universally of the most prolific crops
“Under the influence of this and of continued
heavy foreign supplies, the Corn markets have gone
down rapidly to a lurlher important extent, and
are in a state of panic. It has been impossible to
realize except in the retail way for ten days ora
lortnight past, and now the quotations are 275. a27s.
Gd. for the best Western Canal Flour; Philadelphia
aud Baltimore, warranted sweet, 2Gs. a 2Gs. Gd.,
sour 21s. a 235. Indian Corn, sound, 265. a 30s. per
i quarter, down to 20s. a 245. for parcels unsound and ;
heated. Indian Corn Meal 14s per bbl. At auc
tion to-day, some parcels Indian Corn, which had
been slightly heated, but now in good condition, i
sold at 235. per quarter, and sour Western Canal
Flour at 21s. Gd. a 235. Gd. per bbl., with some prime '
Indian Corn Meal at 14s. per bbl. There have been
| some failures in the Corn trade, and more appre-
bended, causing much distrust, and altogelhcr'the
trade is in an extraordinary state of depression.
“We had a quiet Cotton market for ten days and
unusually limited business with a decline of about
J d per lb., but since the arrival of the Boston
I steamer of the 16th ultimo, there has been some in
crease of demand and more firmness and this de
: dine has been partially recovered. The more fa
vorable aspect of the market is to be attributed to
the accounts of the American growing crop being
so exceedingly unpromising in the Atlantic States
—and also precarious in the Western States from
the late season. More decided confidence in the
result of the Harvest has contributed to the firm
ness of holders, but they have however to-day again
shown more disposition to sell. The sales for the
week ended 23rd ultimo amounted to 25510 bales
of which 2000 were taken on speculation and 2500
for export, and for the week ended 30th ultimo the
business was ISI3O hales of which 2700 was on
j speculation and 1000 to exporters.
“The transactions for the last three day's to this
evening have been about 18,.300 bales, about GOOO
,ol it being to speculators aud exporters. Fair Up
land is quoted 1%, fair Mobile 7| and fair Orleans
1 7£ per lb. The stock in this port is now estimated
at 410,000 bales against 760,000 at same period last
season, —the stock of American is about 310,000,
i being a decrease of 224,000 bales. The trade of
the spinners is unsatisfactory though somewhat
I less disastrous than some time ago. The diminish
ed production of goods and yarns has brought their
value more nearly on a par with the raw material,
bu( still relatively below it and it is only the* ap
prehension of another short American crop, and
| the hope of an improved trade, from good harvests,

last review the cotton market was firm, with a
good demand at the quotations then given. The
firmness then noticed has continued throughout the
week, and a fair business has been done at full

may be said to be firmly established at’these rates.
The sales of the week amount in round numbers to
