RESUMPTION OF aPECIE PAYMENTS,
Wo direct the attention of all our resile* to f

that at tbe ti!hO the U. 3. Dank suspended spe- j ‘

; op to (be last of June, it had reduced it* circula*
lotion to & million! and increased it* specie is 3J I

cf long standing, (we believe it is, instead of a
clause in the charier, as slated by the Herald) if
any bank in (he Bute suspend* apacio payment*
(or a longer period than 90 days, its rbarler
. comes with in (he power ot the Legislature, which ■
body may in its discretion annul it. The Dunks j
•in New Y’urk suspended on the 10th of May, and
J ihc Philadelphia Bank* on the day aucceeding, '
, and llioioforc the 90 days will have expired by {
or about the lOlh of August. From these prem. 1
isos, as well as from information received from <
’ Philadelphia the Editor conclude* that (be Dank I

That Mr. Diddle should have decreased bis circu. '

’ But the Editor of the Herald ha* bean so severe

, mind has pretty well subsided, Shd a resumption
ol specie payments would go far to rtstoro coufi- .
ilencp entirely. Failure* have ceased—those tvho
i have already failed beyond (hair ability to recover
aro known, and those who are yet in debt, but
have thus far weathered the atorm, are entitled to I
confidence on tbs part of their creditor*—add to .
this the fact that tlnce (he suspension, more than
i 100,000 halea of cottar, have been shipped to Eu
> rope, and we iro of the opinion that a bold and
’ manly reaumpliun of apecio payments by evory
solvent bank in the Union, sustained by the ac- 1
lion of congraia which meula in September, would
restore confidence and business and prevent the
shipment of very largo amount! of specie to pay ■
off our foreijn debt. This ( ilcp would indicate to
fiiieigqors the existence of a proper confidence in 1
ourscWea, and create a corresponding confidence ‘
in them, not only In the justice of our intentions,
' but hi tlio extent ul our ability.
, Os course wo may be mistaken in (he opinions

i they aro worth; but of one thing wo feel very wcil
1 assured, that the Bunk* of Georgia can resume
specie payments, whenever the other hanks of the .
Atlantic states resume. The bare fact of resum
ing specie payment would destroy tbe demand, 1
for all purpose! except for shipment. Do soon

MONEY MARKET.
Saturday, July I.
From Philadelphia wc have received a special
and most interesting account of a grand move
ment on the part of that great financier, Nicholas
Biddle. Various discussions have ensued in the
Hank parlor upon tho future course of the U. 8.
Bank. Byway of preliminary; we will recur to
a few past events. Mr. Biddle, in exchange for
his bonds and post notes, possessed himself of ;
such paper as would have placed the depoiita 1
banks at his fbel, had not the revulsion been so 1
Severe. Disappointed in this great plan, he found 1
himself,m the hour ol suspension With about $2.- j
600,000 Os specie in its vaults to meet 7,000,000 of 1
circulation. Not being able to realize the paper that
he had takcn.hn was forced td shut his doois. Ever
since, he has been busy In reducing his cir
eolation, till it is now within $3,000,000. Refer- ■
dice la here had tu the now notes—as to the old !
ones, he is not obliged to redeem them. During [
the *ame time, this master spirit lias been increas- |
ing Ills specie basis, till he has got it up to $3..
600,000. While other financiers have been talk
ing; he has been acting; On tho first of July -
them his circulation stands in proportion to his
specie as 1-2 to 1. For the pdsf ten daks, warm 1
discussions have been had in the sanctum at
Philadelphia relative to the resumption of specie *
payment. The mercantile directors arc opposed -
to it, while a great unmber of those having no
immediate interest in trade, and himself, arc loud
ly in favor of the scheme. It is proposed to ies *
time about the first of August. The grand coup
it etae will enable him to claim the dejiosites
wAicA,By law mint tegiven to the specie pay
iri~ bank nearest ft> the place of collection. It '
will be remembered that on the 10th of August,
if Mr. Biddle does not resume, the government
of Pennsylvania can ahrohgatc the charter by vir- ct
tuo of a provision in the same. Look at the sub
iect in whichever'light you will, it is 1 educed to
almost] a certainty that the United States Bank
will pay specie about the first of August.
The moral tone of tho people of the United
shales is decidedly against an irredeemable paper
surrency. In the cbDrso of the United Stales
Bank, wc aec a posiliveexhibit oftliestrength and
tower of that tone. o‘n the resumption of specie
wyments by Mr. Biddle, the prudently and cor-1
ectly managed banks throughout the Union will I
ollow »ui(t immediately. But another effect!
vill eristic. More than fobr hundred institutions '
hal have si long proved on the industry of the j
country, will elute tbcit doers and w.ud up.
Thsy will find that tho business of the lead will
not warrant their continuing in operation; and
the prospect of the future, Joined to the expe
rience of the past, will determine them to settle
up and surrender their charters.
Again. Mr. Van Burcn will be placed in n
most awkward predicament by the success ol Mr.
Biddle’s operations. The government will bo
compelled to give the d-poshes to its hated rival.
It is the grandest and most beneficial conception
that ever emanated from the mind of any man.
Let Mr. Biddle resume, and by law his institu
tion become* Ihe Deposits Bank ol Philadelphia.
The moral eilect of this movement will be greStei
than any event that has characterized odr che
quered hi-tory for the past ten years.
Taken in connection with the predominant fee
ling in favorof Ihc legal currenay. gold and sil
ver, or their equivalent, the movements ul Mr.
Biddle will placo him at once at tfic head nf all
that is great and good in (tils country. From
every part of the Union cohlinusl manifestations
of the community in favorof the .'-gal standard
n( money, are going forth, and this joined to the
determination of the United Stales Bank, the
commerce of the country will recover from its
late shock more speedily lliari any fcne could have
anticipated.
Stocks arc quite brisk. U. S. Bdrik up to 111 J.
The tendency of U. S. B. stock upwards, is evi
dcrlity owing to the projected resumption of coin
payments By that institution. Specie in fair de

when we g-l tho news of the Bth and Kith June,
the whole Biory will be lold. The lailures in Eng

a different mate ol things. There has seldom been
less business done in the city than at present.
Thing* are, however, becoming more settled, no

the interior U. S. Bank Notes are the great Article
of purchase'and transmission. Balances are general
ly greatly in favour of the city. Philadelphia, par
ticularly, has about a million against her.
Specie— As there are throe packets to sail to day,
it was supposed there would have been an immense
demand fur specie. The consequence was, that large
sums were kept back till a late hiitlr, when it was
