PROPOSALS,

A COMPENDIUM
OF THE
LAWS OF THE STATE OF GEORGIA,
By Arthur Foster,
CONTAINING all the Statutes, and the sub
stance of all the Resolutions, of a reneral
and public nature, and now of toree, which have
been passed in said State from the year 1320, to
the year 1829, both inclusive, with occasional
explanatory notes and connecting references, and
a list of the statutes repealed or obsolete. To
which is added, an appendix, containing the
constitution of the Slate of Georgia, as amended ;
also, references to such local acts as relate xo
towns, counties. Internal Navigation, County Ac
ademies, fyc.,*nd a collection of the most appro
ved forms used in carrying the above named
laws into effect; with a copions Index to the
whole It will be something like a continuation
of Prince’s Digest repealed or altered. It may
be observed, that the Legislature of Georgia are
in the canstant practice of repealing, altering,
or amending Laws passed attheir previous ses
sions, so that, without such a Digest or Compi
lation of them, as is now respectfully offered to
the public, it aerially requires a lawyer, nr a
person who hag devoted much time to the exam
ination and comparison of the different enact
ments of each succeeding session of the Legisla
tuie, to be acquainted with all the laws which
are of force: And having witnessed with much
pleasure the immense public utility and popula
rity of the Digest compiled by Oliver LI. Prince,
Esq., aid also having no doubt but a similar
Compendium of the Laws from the time of that
publication down to the pre*ent, with the addi
tion of the piecedents, or forms, which will be
pieced in the Appendix, and which will add
greatly to the public utility of the work, ami to
the furtherance of justice, would be very useful
and acceptable to the public, the Compiler has
ventured upon the arduoes and important un
dertaking. However, not relying altogether on
his own judgement, or the experience of having
been a member of the Legislature during the
passage of most of the laws now proposed to be
published, and at the administration of them for
eight years, as a Justice of the Inferior Court, in
a County where much business of an intricate
nature is transacted in that Court and the Court
of Ordinary ; after completing the manuscript it
has been placed i the hands of gentlemen,
eminently learned in the law, who, after a strict
and cartful examination, have politely tendered
to him the subjoined Certificates:
1 have examined “ A Digest of the laws of
Georgia from lß2oto 1829, inclusive, by A. I <>s
tee, Esq.” and think the work executed with
judgement and accuracy. The work is intend
ed us a continution of Prince's Digest, and is, in
my opinion, well calculated to answer that valu
able purpose. Although the author is not pro
fessionally a Lawyer, he seems, ir. ascertaining
the statutes rmu? of force, to have added much
care, examination, and study, to bis advantage*
as a practical legislator, during most of the pe
riod embraced in his woik.

of the work so soon as published.

THE GEORGIA JOURNAL

THE JOURNAL is the only paper in the

sembly aie regularly published.

this publication may be learned from the
following extracts.
The Editor of the India Gazette, pub
lished at Calcutta, in alluding to an arti
cle, written by Di*. C., has the following
remarks :
“ Dr. Channing has published compar
atively little ; but on everv subject that
he has approached, he has cast anew and
interesting light. “ Nihil tegigit quod
non ornavit.” We say nothing of his Ser
mons on the Evidences of Christianity,
and other Theological subjects, some of
which have received the eulogy of the
Quarterly Roview, but his estimate of the
character of Napoleon Buonaparte, his
Review ofthe Life arid writings of Milton,
and his more recent examination of ihe
Works ofFenelon, all stamp him as a
writer of the highest power, and one of
profound, original and ennobling thought.
The thoughts that breathe and the words
that burn, abound in his writings more
than in those of any modern author with
which we are acquainted. He seems to
move and live in a pure and elevated at
mosphere of his own, and from which he
snrveys the various interests of society,
and pronounces on them a just and dis
criminating judgment.”
A late number of ihe Westminster Re
v.aw contains an article upon Dr. Chan
ning’s writings, from which wo extraetthe
following.
‘He' (alluding to Dr. C.) ‘is no retailer
of otner men’s phrases or other men’s o
pinions. He uses words to express tho’ts,
his own thoughts. What his mouth ut
ters or his pen indites, his mind has first
distinctly couceived, has elaborated, has
arrived at the conviction of, by its own
efforts, has wrought into itself, and sur
rounded with its own poculiar associations.
Open Dr. Channing’s volume almost any
where, and you instantly feel as if in the
presence of an extraordinary man, and
one o! whom you must know more. His
mind comes into direct contact will* your
own. The fascination of genius is upon
you ; and in this instance, happily, the
spell is a benignant one.’
In noticing this work, the Editor of the
National Ge/.eite, says:
‘ For several days past wo have had on
our table it book, the cements of which
wo regard as much more valuable, than
those ul any British work which has lately
been reprinted in the United Stales. The
form in which these excellent productions
are issued, is worthy of thoir merit and
gives us the more pleasure, as ir may be
deemed a tribute to the t»ste of the Amer.

DEAR SIR :—Two years have now elapsed
since my daughter Mary Aon has been, by
the use of your invaluable Medicine, restored to
a state of much better health than we could rea
sonably have expected; and as a duty I owe te
suffering humanity, and gratitude to yourself, 1
tender this, trusting it may prove usefiil to those -
similarly afflicted.
About twelve years ago she complained of se
vere pains in her back and hip, which grew
worse and worse, until she was almost unable to
move, or turn herself in bed. During this pe
riod, her back and hip swelled very much, and
the pain extended down the leg, which lost its
natural power: a wasting of flesh—loss of appe
tite, and emaciation ensued, and her countenance
despicted misery. She continued without much,
if any, alteration for the better, (keeping her
strictly under the adfice of an eminent medical
gentleman,j for a considerable time, when the
swelling on the hip began to increase ; her phy
sician’s prescriptions became useless; they re
commended the Steel jacket —one was procured,
tried, but in vain, and the disease seemed to hid
defiance to all the well-known remedies in that
complaint, that weie here employed. She wad
then consideied as incurable. Her sister having
died of the same complaint, after an illness es
four years, we were of opinion that Mary And
must share the same fate. Having heard of the
remarkable success of your Cutiioliqon in scro*
fulous complaints, I was rcso ved to make a trial
of it. She began to use it, aud in a.few days
the swelling on the hip broke, and discharged
greatly: she could then use her crutches—in it
few weeks loop"’’- her pains disappeared—the

tite returned— tr. her whole system resumed its
wonted vigor. 1 believe, hail vonr invaluable.
