WASHINGTON-
ODDS AND ENDS, BUT NO WAR
SIGNS.
Washington, November 25.—The Pres
ident hus appointed E. It. Bagwell, of
Virginia, a commissioner substitute to
tbe Centennial Commission.
Secretary llobeson left Washington Inst
night for Philadelphia, on business con
nected with the fitting out of vessels.
It is said by Bureau officers at tho navy
department, that so far from orders being
issued for tho suspension of such work,
they are engaged in hurrying tbe prep
arations lu completion.
Tho President has signed the naturali
zation treaty between the United States
and Ecuador.
Washington, Nov. 25.—There was a
Cabinet session of two hours duration to
day ; all wore present except ltobesou,
who is in Philadelphia.
Tho Virginias affair ouly received con
sideration.
It is stated Secretary Robeson will is
sue an order for a battalion of marines to
accompany the Franklin to Key West, 800
strong, and the command cf the same will
bo tendered to Lieut. Col. James Forney,
a son of Col. John W. Forney.
HOPEN OF A PEACEFUL SOLU
TION.
Washington, November 25.—The Cab
inet was in session only about two hours
to-day; nil the members were present
except Secretary Robeson, who is in Phil
adelphia in conuneetion with naval prepa
rations. The Spanish question was
debated, but no additional faots were pre
sented by the 8eet’y of State, nor was any
new action taken relative to the subject.
Nothing hns occurred siuce the capture
of the Yirgiuius and the executions which
followed to show that tho Spanish gov
ernment is iufiuenced by any but a
friendly desire to preserve peace between
the two nations, and if possible to culti
vate stronger relations of friendship.
This Government will act toward Spain
as toward all other countries iu cases of
controversy, and await with proper re
spect tho replies to our complaints.
There is, however, anxiety expressed
for intelligence from Spain of a decisive
.character, in order that Congress may,
iu the President’s message, be mado ac
quainted with all the facts. There are
indications that dispatches were received
to-night by both Secretary Fish and Ad
miral Pool, tho Spanish Minister from
Madiid, of a character which gives, more
than heretofore, promise of a peace
ful solution of present complica
tions, end it is known that
those gentlemen wero in private con
ference for seveial houis to-night at the
residence of Mr. Fish, composing dis
patches and discussing in general tho sit
uation of affairs.
It seems to be tho impression that in
stead of our government having to wait
for tho reports from Minister Sickles, con
cerning tho Spanish cabinet’s views,
the Spanish cabinet has conferred
tho extraordinary powers on Admiral
Pool to communicate directly with our
Government through the Secretary of
State. At all events, the Spanish Minis
ter is now brought into more intimate
communication with Secretary Fish than
at any time siuce tho present troubles
bogau.
It was remarked to-night by a gentle
man prominently connected with this
Government, that things look far more
hopeful now than ever.
combination of ruliog Spaniards. Tho
plan is said to include the establishment
of Marshal Serano as Regent for the young
Duke Alfonso.
Our Government has no official advices
on the subject, nor dooa it consider these
reports trustworthy.
THE Ml* AX INI! COUNCIL.

Cabinet Council yesterday a noto to bo

many for arbitration.

much talk of war with the United States.
The Captain-General and hifl military
chief have had several meetings, but the
result of their deliberations ia cot known.
One thing is certain, however, that prep
arations for defence are being
uctivoly made. Guns are be
ing mounted on all tho forts
around tho city. Whom they will get to
man them is another matter, ns they have
no artillerymen. Powder is also boing
supplied, and general bustle is noticed
around the arsenals. Tho people talk
warlike, and express their determination
to make no concession. They Ray they
will tight to the lust before they will give
up the Yirgiuius, or any of tho persons
who took part in tbe execution of her
