MU. FLY'IN REFUTE* ANOTHER SLvNOER.
To the Editgrb or th* Herald:
1'ieuse allow me, through your valuable columns, to
refute auother tUudcr that appears in your U*ue of
yeaterday, under the signature of John 8 Wise He
*ay*: “Ana did not one other, while jerking the wool
hat* off. Jerk the be**is off of quite a number tor
ottuir the Democratic ticket*, while he hud hi* whip
and tour in hand because bo did not know their
wants.** In tnakirg this assertion, I tuppone
gentleman refeTi to me, for ip a
humorous editorial which appeared in your
umns the other day, language s- me-
what similar was used in regard to myself. In reply
to the slander, I will aay tbai in It there is not one
word of truth. It is a complete tissue of falsehood,
and whoever gave Mr. Wise tho information is gui ty
of asserting that which ia not true and telling a delib
erate falsehood. Tbe facta are Just tbo reverse of what
be states. For tbe year I remained in office under
Governor Bullock, charges were go.vg to him every
day that I would not discharge Democrats and employ
Republicans. And right hers 1 will stato a fact that
is wo»l known to the mechanics of Atlanta—it is this:
I never dipchargcd any per* on in my department on
locodiit of his politics; and I defy tho»e making the
assertions to prove otherwise. M»n that have worked
and other* that are now workirg for the read know
this to be true. To them I refer.
For twenty-six year* I have resided in Atlanta.
During the whole time I bavo been tbe true ftierd cf
the working-man. To this I defy contradiction. I
gave consent that my name might go before the peo
ple for Com-cil, thinking that these opposing the
ticket up m which name appears would state noth
ing but what they kuew to bo true. It for ooo mo
ment I bad thought otherwise, my nsme would never
have been before tbo people for that office, and I sin
cerely regret that any person should assert such out
rageous falsehoods without first inquiring if they we.e
tiue or not.
As ay name is now before you for that office* it will
remain there until your decision is made known
next Saturday.
To the Democrats of Atlanta, I wifi say. you know
me. If you think I sm not w*orthy to fill the office
don’t vote f<«r me. If yon do I will b» thankful for
yocr auff ago. At the same time I will assnre yon no
matter what jour declaim* may be, I will cheerfully
! submit to the same.
j r» gretttng tbe necc6*iiy that require* me to contra-

that no further notice will be taken of personal arti-

PUBLICATION.
To Trtr. Editors of th* Herald :
In yesterday's issue appeared a communication
beaded “Execative Committee Fourth Ward,” in
which a new executive committee were appointed.
The geatlemen therein named are good and true
men, and aa far as I know, no objections can be
raised against cither one of them; but I want to sot
mjself right as being Secretary ofstbe Fourth Ward
Clnb, (which, by the way, was unsolicited by me.)
The Fourth Warn took the initiative in the :ecent
delegate movement. After the general resolutions of
tbe mass meeting at the City Hall, I wont to Mr. Ivy,
President of the Fourth Ward Club, and suggested to
him that inasmuch as tbe Fourth Ward had made the
first steps in the new progress, that wa ought to have
the fltst eay, in compliance with the resolutions
passed at tbe City Hall. Ho acquiesced, and upon
mutual agreement the gentleman named in the first
notice was appointed with his consent, and published
in the papers by bis authority.
I have no ax to grind and no favors to ask, but I
want the public to know that emphatically Mike Ivy
gave bis sanction to tho appointment of the committee
There would not have been, sod could not have
been. ary ground for conflict between
tbo City Council and the Bca d of Education,
if the former had confined the exertion of their
influence to its legitimate cxerciie through their rip*
rotsenUtive (the Mayor) in tbe Board; but when the
Board of Education la pcblicly censured and held up
to the condemnation of the people without consulta
tion or coLfcrer.ee, or even notice of a difference of
opinion, it raises a question which mm»t be decided,
if the harmonious relations between the Board and
tbe Council—which are so important to the successful
management of tbe ichools—are to be maintained.

Meeting of Bar.
The meeting yesterday afternoon was organized by
calling Judge D. F. Hammond to the chair, and C. A.
Collier to act aa 8c cretary.
Col. Peeples explained the object of the meeting W
devise some measure for t'ie call of tbe dockets, so
as to facilitate the transaction of business, and ex
plained tbe mttliod adopted and carried on by the
August* Bar.
C ipta'.u Jackeou presented hit views. That a suffi
cient number of cases be ca'led each morning and set
for trial tor the aucceediug day. Should the c**es aet
down for trial not be completed before tbe time of
adjournment, tbe Court then adjourn, aud carry those
remaining over to the next day, and try them, before
the cases set for trial tbat day.
Judge Collier agreed with Captain J*ck*ou iu part,
but proposed a different plan as to caaea not tried on
the day appointed, tney bo re-aet for another day in
advance of those already act for trial. Ha further
suggested that when such plan is adopted tbe case be
tried, unless continued for Providential cause, or on
account of a legal showing for oontmuance. He aug-
gested a transfer docket on which should te placed
the cases set and ready tor trial.
L. J Glenn suggested ths appointment of a com
mittee of three to consider ths various plans proposed
and report what they .consider the most practicable
this afternoon.
Col. Peeples having reduced bit views to writing
presented them to tbe meeting.
Col. Glenn am*od-4 his motion by suggesting a
committee of five ln»uad of h ee.
Mr. Dell also suggested a written plan.
Judge Clarke did not believe that any plan eouli be
adopted that would romedy the evil aa long aa the 8n-
peilor Court and the Uuited States Court conflict, and
suggested that the committee mentioned take ths mat-
tar into consideration, and advleed the change of the
terms of this Court to the first Mondays in May and
November.
Colonel Uiramond thought the trouble wss that we
have no tuna to stay at our offl.-e. Can obviate tbe
difficulty by Inducing Judge Kreklne to try the civil
coses during tbe first two weeks of each term to ex-
otuaion of criminal case*—utterly opposed to change
of calendar. Lot partis#, whan they can agree, aet
down cases tjr trial in future, and let the balance
take their chaaces on tha call.
Julga Collier having reduced hla views to writing,
preaeuted them to tbo mooting.
Colonel Arnold off *red a resolution similar to that
proposed by Colonel Glenn. Thtnka the court will
break down unions aomo plan ia adopted. L.*t the
court appoint three member* of the bar to sot cats*
tor each week and report to ths Judgs presiding.
Mr. Browrroffared an amendment ts Colonel Glenn's
reso ution, that th) commute# report on Friday,
which be afterwards withdrew.
The resolution of Colouel Glenn was unanimously
adopted.
Major Hillyer alto submitted another plan, which
hs referred to this committee.
The committee appointed under Colonel Glenn's
resolution ia as follows: Judge J ibn Collier, Cbelr-
