The communication follows:
"To Ihe General Council of the City of
Atlanta.
"Gentlemen: You will recall the fact
that some time ego your honorable
body granted to the Southern Light
and Power Company, provided they are
Incorporated under the laws of Geor
gia—and In cbm of failure to do so the
same powers were granted to the North
Georgia Electric Company—the right to
eatabllah an electric light plant for the
R urpone of furnishing heat, power and
ght, and for these purposes were
granted the further rights of laying
conduit* and erecting poles for the
distribution of such current, and the
said company wan given the right to
use by lease the conduits of the Atlanta
Telephone Company.
"It has come to my knowledge that
the nald Southern Light and Power
Company haa made ho effort to get a
permit for any kind of constructions,
cither "by underground or poles, but all
Ihe permit* that have been asked for
have been In the name of Ihe Atlanta
Telephone Company, and It waa gen
erally understood In the discussions
when that matter wa* up before the
committees that the Atlanta Telephone
Company had a perpetual charter. Th*
Atlanta Telephone Company la asking
for a permit on some streets for eigh
teen conduits, on another for twenty-
fdur conduits and on another as high
as thirty conduit*. It appears to me
that this la an unusually large amount
of conduits lo put on any one' street,
aa It would accommodate '12,00* tele
phones,.

wall nearby seven feet high, and this
being placed underground would **-
rlounly Interfere with the connection
of houses to the sewer*, besides other
service pipes.

chief euspect In Ihe bomb outrage at
the nuptials of King Alfonso and Queen

who tried to Intercept him, then com

Little Rock, Ark., June 4.—The
Democratic elate convention will meet
at Hot Springs tomorrow. Governor
Jeff Davis seems to be In control of
tha situation, sml will be declared the
nominee for United States senator, to
succeed Senator James H. Berry.
The'contest for the senatorshlp was
nettled at a primary election held on
March 28, last, when Davis received a
majority over Berry of about 14.000.
Hon. John S. Little will be nominated
for governor without opposition.
Other candidates who are unopposed
ere W. F. Kirby, attorney general;
James L. Jones, state treasurer; I- L.
Coffman, land commissioner; O. C.
Ludwig, secretary of Hale; J. J. Doyne,
superintendent of public Instruction,
and J. K Riddick, associate Justice of
the supreme court.
There will be two contests before
the convention, and they promise to be
very lively ones. These ere for the
nominations for agricultural commis
sioner and railroad commissioner for
Ihe northwestern district. There are

In his message accompanying the
report the president characterise* con
ditions found by the two Investigators
as "revolting," and urges Immediate
and drastic legislation "In the Interests
of health and decency."
Recommends Beveridge Bill,
- He not only recommends the passage
of the so-called Beveridge amendment
to the agricultural appropriation biff,
but threatens to destroy the foreign
business of the peckers should congress
fall to provide for Federal Inspection
of meats at all stages of preparation.
In the event of such failure the pres
ident says he will be compelled to order
that Inspection labels nnd certificate*
on canned products shall not be used
hereafter. Without these labels the
products will bo excluded from Euro
pean markets.

have to be discarded, are still Ihe sub
ject of Inquiry.
However, the report submitted today
more than sustains the most serious
allegations that have been made by
Independent Investigators respecting
the lack of sanitation nnd cleanliness,
and shown graphically that the present
system of government Inspection Is en
tirely Inadequate to prevent germ-
laden meat products being thrown gen
erally on Ihe market at home a* well
ns abroad. '
Conditions are Described,
Prefacing their report with the re
mark that they have restricted their
statements to "those practices and con
ditions which we found most common,
and not confined to a single house or
class of honres." the Investigator*
proceed first to describe the condition*
of the yards. They say that the pare
ments are mostly of brick, laid with
deep grooves between them which In
evitably nil up with manure and re
fuse.
“Such pavements," they declare, "esn

and malodorous with wet, yielding
