NEW YORK, Aug. 24—3 P. M. —Fire in New
York. —A fire occurred here this morning, which
destroyed fourteen buildings, situated on Front and
Water streets.
Market. — Flour. —Sales of Genesee Flour at $5
75a5 93J; Western we quote at go 50a5 93|, at which
rates 5000 bbls have been taken. Prices are on the
decline. Receipts of Flour are large.

Com.—Sales of4ooo bushels of w’hite, not prime, ,
at 68a71 cts. Sales of prime yellow at 79 cts, at
which there have been sales amounting to 25,000

1 here has been no inquiry for either article since
<wr re port of .he 21st. and we have consequently
no transactions to report.
MOBILE, Aug. 21.— Cotton —The receipts of
the week reach only 146 bales, and the exports
4.747, as follows; to Liverpool 2727, New York 910,
Boston 430, Providence 627, and Philadelphia 53
leaving the stock on hand last evening 32,060 bales
against 6,509 same period last season.
In our last review we left the market quiet, but
firm with a large business doing for so late a period
in the season. We have again to report a fair
amount ot sales with a uniformly steady market.
1 lie quantity on sale moderate, but amply full for
all demand. On Saturday 800 bales were sold,
Monday 300, Tuesday 400,'Wednesday 4,00, Thurs
day 12 a 1300, and on Friday 4 a 500—summing up (
/ti all lor the week 35 a 3700 bales. The purchases 1
haye been made pretty equally for the French. 1
English and northern markets. We make no
change in our quotations, remarking, however, the
continuance ot a very firm market.
\ bale of the new crop of cotton reached this
city on Thursday, the 19th, by the steamer Creole
from Montgomery, consigned to Mr. James Walsh. !
It was evident from its appearance that it had been
hurriedly prepared for market, and was badlv pack- |
ed and ginned, weighing oniy 396 pounds. It class- i
ed as good middling to middling fair, and sold yes
terday for 13 cents—a fancy price. The first bale
was received last year on the 18tb, and sold for 10
cents.

In relation to the growing crop we daily find it 1
more difficult to come at any thing like a definite
opinion as to its prospects. Advices pour in upon
us from all parts ol the State of so conflicting and
contradictory a nature as to render it a matter of
total impossibility to arrive at a correct or satis
factory conclusion. In some places the plant is re
presented as fine and flourishing, in others injured
passed recovery, by the weather and the dreaded
scourges of planters, the boll and army worm. A
few weeks more will tell the tale. ' Should the
worm continue to extend its ravages, as it did last
; year, it would be useless to speculate on the con
sequences.

the sales of 500 bales in several lots, including one
crop of B. &, B. of 136 bales.

hereas, The Third Section of the Second Arti
cle of the Constitution of this State reads in the
following words, to-wit ;—No pcrsonshall be eli
gible to the Office of Governor who shall not
have been a citizen of the United States twelve
years, and kn inhabitant of this State six years,
and who has not attained to the age of thirty
years, and who does not possess five hundred |
acres of land in his otVn nght within the State,
and other property to the amount of four thousand
dollars, and whose estate shall not on a reasod
ble estimation, be competent to the discharging
his just debts over and above that snm—and
whereas, said property qualification is incons:st
ent with the genius of our institutions and the
popular spirit of the age—
Sec tion 1. Lie it enacted by the Senate and House ;
of Representatives , of the State of Georgia, in Gen- \
eral Assembly met, and it is hereby enacted by the au
thority of the same, That so soon as this Act shall
have passed, agreeable to the requirements of the
Constitution, the following shall be adopted in lieu
of the Section above recited, to-wit; —No person j
shall be eligible to the Office of Governor who shall
