es, and the circulation of Bank Notes or cred
its has been increased, from SIXTY-ONE MIL
LIONS DOLLARS, to ONE aND

The Liverpool Mail of April 4th. say*!—"The
non arrival of the Nsw York packets (four
of which are due) has caused more than or
dinary sensation in Liverpool. Existing cinum
stances, however, render their detention of less
importance than it would have been a few days
ago—tho accommodation extended by the Bank
of England to American bills having given con

eventually, specie must be returned from Ameri

Mail,dating fiom London, Monday evening, sa.s

wo now learn that a decree bad been issued by

from India in foreign vessels. 'The measure
would cause a reduction in the freight paid in
French vessels. It had been . hiefiy caused by
the severe hurricane having almost destroyed the
plantations, and reduced ihe colonists to depend,
in a great measure, upon India rice for support.
Advices from Constantinople state that Ihe
Port was engaging many ingenious foreigners in
| nuking road* and canals. The suason had boon
very bad, tho navigation was dangerous in conse
quence of frequent storms, and it was feared
many casualties would be made known.
The negotiations between various of the for
eign governments, to conclude treaties of coin*
mere# with the Porte, would it was expected,

and it was believed greater regularity would be

trade; and a perfect reliance on their solidity had
prevailed, up to the moment of failure. The im
mediate cause us this misfortune is said to tie large
transactions with an American firm, whose failure

sioned by indent mental excitement.
The Coroner’s inquest found a verdict accord

advise us that the hills of two largo drawers in
Philadelphia, had been noted for non-acceptances.
As one of the duuvers has since failed, these bills
w ill no doubt cotnc back. A largo house which

At Co.) had failed in l.ivorp ml,and another house
in London,not, howeier, connected with Amcii
ran trade. The. general tenor of the letters, so
far us wc could judge, is lav. lahle. particularly
as it is believed by many that the Bank of Eng
land has gone tan far in her assistance of Ameri
can houses to recede.
This hits been another gloomy day in Wall
street Stocks are lower than yestciday, and
lower than they have been any day yet. Failures
continue. One of the most respectable ami ex
tensive brokers went down to-day, and another
extensive importing house in Pearl street. One
of the partners of which lias been a Director in
tlie Bank of America from its foundation. If
houses like these, that are, and have been for the

all the means of hank facilities to sustain them,
fall, it is nut extraordinary that smaller ones
should slop.
The failure of Arthur Tappan has created
much sensation in his large circle of f iends, and
among all others, whoso attend n has hewn di
rected toward him, on accoupt of the pecuniar! y
of his position in the rountiy. This house has
assests of over half a million, over and above all
their liabilities; i; also hail the best us securities
to offer, hut it was all in vain.

Thursday P. M.—This is the gloomiest day we
have ever witnessed in the city,one of our staunch
est and host houses went down. The amount ot
indebtedness of those that stopped yesterday
afternoon is about eight millions. Confidence has
apparently vanished. The Banks do all they
can—they generally renew all paper that is re
quired to be renewed, and without additional
names. Stocks have again fallen to-day, and
stand below any point that they have touched
yet.

Thursday, P. M.—There is a perfect panic in
the Money market. All descriptions of Stocks
are nearly unsaleable. Those that did sell went

It appears that the stoppage of ihe Messrs.
Crary, arose from Ihe return ol bills of exchange
by tlie last packet from Fnglaml, to the amount
0f£33,000 sterling, or $115,000. These bills
were drawn by the Hermans, of New Orleans on
the house of l.izardi, of London. The house ol
Lizardi would not accept the bills, ami they were
accordingly returned under protest. I* rotti Ibis
fact it would appear that the confidence of the
London house had become shaken in the New
Orleans house as early «s the close of March last.
By a singular coincidence it would also appear to
be about the-ante time that the Hetmans failed
in Now Orleans. From this fact wc should judge
that, at tho last dales, there was a general opin
ion in England of extensive failures and bank
ruptcy in this country. Their most sanguine
hopes will have hcen amply gratified long Wore
this time. The failure of P. & J. 8. Crary is
melancholy, A few days ago they were believ
ed impregnable—as staunch as the banks —stron-
ger than the Rocky Mountains. They have
been largely engaged in foreign exchange—the
cotton trade—New Brighton properly, and var
ious other speculations.

cribed to the extraordinary fall in Dry Dock Bank

The drain on the banks still continues, and
rathtr increases. The loafer meeting in the Park
did not create any disturbance, nor could it add
to the panic already abroad in the world. We
observed ye-terd iy,among many other persons
draining the hanks of the specie, one old man
with a hoy, who was hired for a shilling, to carry
up town to tho old man’s house SISOO in specie,
which he drew from Ihe hank in one haul.
There is also a general talk hegininng now to
break out about the suspension of specie pay
ments by the hanks. The people arc beginning
to fear that the banks will take them suddenly,
ami suspend some morning.
Yesterday afternoon the failures continued as
ever. Another batch of ten or twelve of our hea
viest houses went by the board, for an amount of
several millions. Among them was 8. & F.
Door & Co., large importers—Slone, Swan &
Co., importers apts commission merchants. Bank
ruptcy aj,d failures ate so fiequcnt, that allfasti
•li jusness and delicacy arc gone. During the
present week, probably 30 or 30 large houses
have gone, for an amount equal to fifteen m j|.
lions. Every arrival from Europe brings back
bills, and down goes a whole block ip. one crash.
Ihe news by the express mail last evening is
equally as disastrous. From the east there is
nothin?hut trouble. In the mean lime, the gov
ernment is busy buying bank scrip and setting
new banks in operation, just at the moment that
all tho hanks arc on the verge of bankruptcy.
The following extract is from the Louisville Ad
vertiser of 251 h ult.
.Arkansas Bonds, —The Commissioner has
disposed of Arkansas scrip lor $300,000, to Ihe
Secretary of War, and the Bank of Arkansas will

of the distribution to be made in July and Octo
ber. Before the year ia out, their will be a defi
ciency in the revenue.
