INVITATION TO BID
The City of Decatur will receive bids
for the ++Phase V Downtown
Streetscape lmprovements++ until
2:00 p.m. on Wednesday, Septem
ber 17, 2014, in the City Manager’s
Office at Decatur City Hall, 509 North
McDonough Street, Decatur, Geor
gia 30030, at which time and place all
bids will be publicly opened and read
aloud.
Bids are to be submitted on a proper
form furnished by the City and shall
be addressed to the City Manager,
City Hall, Decatur, Georgia, sealed,
dated and enclosed in an envelope
appropriately marked on the outside
"Proposal for Phase V Downtown
Streetscape Improvements," marked
with the name of the bidder and date
and hour of opening, and mailed or

A mandatory pre-bid conference for
interested bidders will be held at Dec
atur City Hall, on August 26, 2014, at
10:00 A.M. Bidders must attend this
pre-bid conference in order for their
submittal to be considered. A site vis
it will occur after the meeting for
those interested.
The scope of the work includes side
walks, milling and repaving of streets,
crosswalks, new curbs, drainage
structures, handicap ramps, roadway
striping, planting and lights. Contract,
if awarded, will be on a lump sum
basis. No bid may be withdrawn for a
period of 60 days after time has been
called on the date of opening. Bids
must be accompanied by a bid bond
in an amount not less than 5% of the
base bid. A 100% performance bond
and a 100% payment bond will be re
quired by of the successful bidder in
the combined amount equal to 200%
of the contract price.

Attention is called to the fact that this
project is funded through the U.S.
Department of Transportation. All bid
ders must be pre-qualified with the
Georgia Department of Transporta

bids $2,000,000 or less shall be pre
qualified or registered subcontractors
with GDOT. The contractor must en
sure that all employees and applic
ants for employment are not discrim

The provisions of the Disadvantaged

you are hereby notified that on March
27, 2014, the property described be
low was seized during a traffic stop
on Dawson Blvd. at Wood Pkwy.,
DeKalb County, Georgia by Detect
ive M.B. Campbell of the DeKalb
County Police Department:

Conduct giving rise to said seizure
was as follows:
Said property:
a. was directly or indirectly used or in
tended for use to facilitate a violation
of the Georgia Controlled Sub
stances Act, O.C.G.A. § 16-13-30,
more specifically, the possession,
distribution, sale, or delivery of co
caine.
b. was found in close proximity to
said cocaine; or
c. represents proceeds derived or
realized from said violation(s) of the
Georgia Controlled Substances Act.
More specifically, on March 27, 2014,
while traveling north bound on the ac
cess road to Dawson Blvd. DeKalb
County Officer Viar observed a white
Nissan Xterra Run the stop sign at
Wood Parkway. Due to this infraction,
He conducted a traffic stop on the
vehicle and made contact with the
driver, who was identified as Juan
Guzman. I asked the driver for his li
cense and advised him why I had
stopped him. Guzman became very
nervous and began trembling and
stuttering. He was so distraught that
he could not talk.
Upon questioning Guzman regarding
where he was coming from, He could
not answer. He became even more
nervous to where he was unable to
even speak Spanish, his native lan
guage. Due to this suspicious behavi
or, Officer Viar deployed his K-9 to
conduct an open air sniff of the exter
ior of the vehicle. The K-9 alerted to
the driver’s side door of the vehicle.
K-9 BASA was allowed inside the
vehicle, where she alerted to the rear
seat near the driver's side of the
vehicle. Upon searching the vehicle
Officer Viar noticed that the rear
speaker box had been modified and
sealed and the rear of the speaker
box had two amplifiers mounted to
the back of the box with one amplifi
er being screwed into the box and the
other on the driver's side had no
screws; this was not normal. He took
the front plate off of the amplifier on
the driver's side. Once the amplifier
cover was removed He noticed that
there was two none factory wires (red
and purple) glued to a power wire in
side the amplifier. I traced the wires
and found that a hole was drilled
threw the amplifier into the rear of the
box. Upon powering up the purple
wire, a secret trap door on the rear of
the speaker box was activated. Once
the trap door was opened, it re
vealed a brick of 2.29 pounds of Co
caine.
Guzman was arrested and transpor
ted to DeKalb County Jail. The Nis
san Xterra was transported to the
DeKalb County Narcotic seizure lot.
Guzman was charged with Violation
of the Georgia Controlled Sub
stances Act. The cocaine is subject
to forfeiture pursuant to O.C.G.A. §
16-13-49(d)(1). The vehicle is sub
ject to forfeiture pursuant to O.C.G.A.
§ 16-13-49(d)(2), (d)(3) and (d)(6).
Pursuant to O.C.G.A. § 16-13-
49(n)(3), any claim to the seized
property must be sent within thirty
days to the seizing law enforcement
agency AND to Deputy Chief Assist
ant District Attorney, Kenneth

caine, crack cocaine, heroin and
marijuana.

said cocaine, crack cocaine, heroin
and marijuana; or
c. represents proceeds derived or
realized from said violation(s) of the
Georgia Controlled Substances Act.
During the month of March, 2014, the
DeKalb County Narcotics Unit re
ceived a complaint regarding illegal
narcotic transactions taking place at
1763 Meadowglades Drive, Decatur.
In an effort to investigate this com
plaint, on March 24, 2014, Narcotics
Det. McBride, along with other
DeKalb Narcotics Detectives set up
surveillance at the location, at which
time they observed multiple vehicles
come to the location and stay for a
very short period of time, activity that
is consistent with illegal drug activity.
To further the investigation, the De
tectives conducted “take- a ways,”
which resulted in the confiscation of
heroin and methamphetamine and
two (2) arrests (#14-028248 and #14-
028269).
Due to this evidence, a search war
rant was granted for the target loca
tion and on March 25, 2014, the
DeKalb County Narcotics Unit and
SWAT Team executed the search
warrant. Upon arriving to the location
to execute the search warrant, they
observed a male subject, who was
later identified as James Hindsman;
exit the target location where he was
then detained. Upon entering the loc
ation, they made contact with Harry
Williamson, who was in the kitchen,
and He was also detained. Upon
searching the location, they located
6.6 grams of Cocaine, which was loc
ated in the bathroom sink and the
dining room window frame, 11.4
grams of Crack Cocaine, which was
located in the bathroom sink. They
also located 5.2 grams of Marijuana,
located on the dining room table and
in a white sneaker in the den and 2.3
grams of Heroin, located on the din
ing room table.
Detectives seized two pistols and one
rifle, one of the pistols was stolen out
of Henry County. Detectives also
seized an undetermined amount of
U.S. currency, which was located in
Hindsman left front pants pocket, Wil
liamson’s left breast shirt pocket, in
side a locked safe in the den and in
side a black G-shock watch case in
the kitchen.
When the Detectives discovered the
large amount of U.S. currency in
Hindsman front left pocket they left
the money in his pocket until the in
vestigation matured. When William
son was arrested and placed in the
prison transport van, he did not have
any money on his person. However,
upon arriving at the DeKalb County
Jail, an undetermined amount of U.S.
Currency was located on Williamson;
it is believed that Hindsman gave a
portion of his money to Williamson.
++Williamson and Hindsman++
were arrested and transported to
DeKalb County Jail. The U.S. cur
rency was transported to BB&T Bank
where it was counted by an employ
ee and determined to be $6,166.00.
The currency was then deposited in
an account at the bank.
Williamson and Hindsman were
charged with Violation of the Georgia
Controlled Substances Act. The co
caine, crack cocaine, heroin and
marijuana are subject to forfeiture
pursuant to O.C.G.A. § 16-13-
49(d)(1). The currency is subject to
forfeiture pursuant to O.C.G.A. § 16-
13-49(d)(2).
Pursuant to O.C.G.A. § 16-13-
49(n)(3), any claim to the seized
property must be sent within thirty
days to the seizing law enforcement

three dollars ($1,763.00) in U.S. Cur
rency.
Conduct giving rise to said seizure
was as follows:

tended for use to facilitate a violation
of the Georgia Controlled Sub
stances Act, O.C.G.A. § 16-13-30,
more specifically, the possession,

marijuana.

said marijuana; or

realized from said violation(s) of the
Georgia Controlled Substances Act.
Officer Brown conducted a search of
the vehicle because of the smell of
marijuana and incident to arrest for
driving under the influence of alcohol.
Officer Brown discovered a multi
colored bag on the floor of the back
seat of the vehicle. Inside the bag,
contained a larger plastic freezer bag
which contained a larger amount of a
green leafy substance believed to be
marijuana. Officer Brown also loc
ated three additional plastic bags
containing a green leafy substance
believed to be marijuana under the
rear left passenger seat. Officer
Brown located 2 digital scales inside
of the vehicle. A purse was also loc
ated inside of the vehicle. The purse
contained cash totaling $1,119.00 in
U.S. Currency. The cash was in de
nomination consistent with illegal nar
cotic sales. A search of Buice’s per
son yielded cash in the amount of
$243.00 in U.S. Currency. A search
of Fallen’s person yielded cash in the
amount of $321.00 in U.S. Currency.
++Harper, Buice and Fallen++ were
charged with Violation of the Georgia
Controlled Substances Act. The
marijuana is subject to forfeiture pur
suant to O.C.G.A. § 16-13-49(d)(1).
The currency is subject to forfeiture
pursuant to O.C.G.A. § 16-13-
49(d)(2). The vehicle is subject to for
feiture pursuant to O.C.G.A. § 16-13-
49(d)(2), (d)(3) and (d)(6).
Pursuant to O.C.G.A. § 16-13-
49(n)(3), any claim to the seized
property must be sent within thirty
days to the seizing law enforcement
agency AND to Deputy Chief Assist
ant District Attorney, Kenneth
Hutcherson, by certified mail, return
receipt requested.
