The Tucker-Northlake Community Im
provement District (CID) is seeking
qualified consultants with experience
in Livable Centers Initiative (LCI)
planning and Urban Planning to con
duct a Master Plan Study and LCI
Plan and major updates as per re
quirements of the Atlanta Regional
Commission (ARC) LCI Program.
The study area will be within the en
tirety of the recently expanded
boundaries of the Tucker-Northlake
CID and will also include major up
dates of both the previous Tucker LCI
and Northlake LCI studies contained
within the CID boundary.

Conduct giving rise to said seizure

More specifically, on June 21, 2014,
Atlanta Police were on patrol in the
area of 1198 Moreland Avenue, S.E.
When they observed a green Pon
tiac Bonneville make a turn without
using a signal. The vehicle was
stopped. The driver, ++Mr. Marquel
Hightower++, didn’t have a driver’s
license. There was a smell of suspec
ted marijuana was coming from the
interior of the vehicle. Mr. Hightower
was arrested. Found inside a back
pack was approximately 379 grams
of suspected marijuana. Mr.
Hightower had on his person on thou
sand four hundred forty dollars
($1,440.00) in U.S. Currency. The
drugs, gun and money were seized
and placed into police property. All
parties were charged accordingly.
Hightower was charged with Viola
tion of the Georgia Controlled Sub
stances Act. The marijuana is sub
ject to forfeiture pursuant to O.C.G.A.
§ 16-13-49(d)(1). The currency is
subject to forfeiture pursuant to
O.C.G.A. § 16-13-49(d)(2) and (d)(6).
Pursuant to O.C.G.A. § 16-13-
49(n)(3), any claim to the seized
property must be sent within thirty
days to the seizing law enforcement
agency AND to Deputy Chief Assist

More specifically, on July 2,2014, Of
ficer Blake conducted a traffic stop on
a 2007 Chevrolet Impala, VIN#
2G1WB58K079175560 for failure to
maintain lane of travel. The vehicle
was being driven by ++Zayd Ak-
inyela++, the registered owner of the
vehicle. Upon approaching the
vehicle Officer Blake immediately
smelled the odor of burnt and raw
marijuana emitting from the vehicle.
A probable cause searched was per
formed on the vehicle and the follow
ing was located, 7 small plastic Zip-
loc bags containing marijuana within
the center console/arm rest. Twenty
five small plastic Ziploc bags within a
glass jar located within the trunk of
vehicle. Also located within the glass
jar was a package of approximately
100 empty small plastic Ziploc bag
gies consistent with those the illegal
drugs were vehicle. The owner of the
vehicle also made a statement post-
Miranda stating he was not a big time
kingpin.
Akinyela was charged with Violation
of the Georgia Controlled Sub
stances Act. The marijuana is sub
ject to forfeiture pursuant to O.C.G.A.
§ 16-13-49(d)(1). The vehicle is sub
ject to forfeiture pursuant to O.C.G.A.
§ 16-13-49(d)(2), (d)(3) and (d)(6).

realized from said violation(s) of the
Georgia Controlled Substances Act.
More specifically, on July 9,2014, Of
ficer Dejarnette, of the DeKalb
County Police Department, was con
ducting a special detail at 2929 Turn
er Hill Rd., StoneCrest Mall, parking
lot of Kohl's, when while sitting in an
unmarked vehicle, He observed a
black Mercedes Benz driving slowly
through the parking lot. The vehicle
pulled between Officer Dejarnette’s
vehicle and a red Porshe, at which
time the driver, who was later identi
fied as ++Marquez Martin++, opened
the driver’s door halfway and leaned
out of the vehicle and tugged on the
passenger side door handle of the
Porshe, in an effort to open the door.
After he was unsuccessful in open
ing the door, Martin drove off and
away from the scene.
Due to this suspicious activity, Of
ficer Dejarnette began to follow the
vehicle and requested assistance
from other Officers. He followed the
Mercedes until it came to a stop at
6960 Red Boone Dr, Lithonia. At this
time, the Uniform vehicles surroun
ded the vehicle and detained both
Martin and the Rashad Davis, the
passenger. Upon Officer Antoine, the
assisting Officer, making contact with
Martin and Davis, He began to ques
tion them about the suspicious beha
vior at the Mall, at which time He de
tected a very strong odor of
Marijuana emitting from the interior of
the vehicle and on the person of both
occupants.
Due to this observation, they conduc
ted a Terry Frisk of the subjects be
fore they continued to conduct any
further investigation. Upon checking
Davis, less than an ounce of
marijuana was located in his left
pocket. Upon searching the vehicle,
they located less than an ounce of
Marijuana between the passenger
seat and door and in the center con
sole. They also located 2.8 grams of
Cocaine, which was individually
wrapped in 11 small bags which were
all located in a purple crown royal
bag located in the driver’s side door.
The Officer seized an undetermined
amount of USC which was located in
Martin’s right pocket.
Martin and Davis was arrested and
transported to DeKalb County Jail.
The U.S. currency was transported to
BB&T Bank where it was counted by
an employee and determined to be
Martin and Davis were charged with
Violation of the Georgia Controlled
Substances Act. The cocaine and
marijuana are subject to forfeiture
pursuant to O.C.G.A. § 16-13-
49(d)(1). The currency is subject to
forfeiture pursuant to O.C.G.A. § 16-
13-49(d)(2) and (d)(6).

15, 2013, the property described be
low was seized at 1435 Boggs Road
Apt. 1704, Duluth, Georgia by Detect
ive K. Howard of the DeKalb County
Police Department:
a. Approximately 55,000 grams of co
caine; and
b. One thousand nine hundred dol
lars ($1,900.00) in U.S. Currency.
Conduct giving rise to said seizure
was as follows:
Said property:
a. was directly or indirectly used or in
tended for use to facilitate a violation
of the Georgia Controlled Sub
stances Act, O.C.G.A. § 16-13-30,
more specifically, the possession,
distribution, sale, or delivery of
marijuana.
b. was found in close proximity to
said marijuana; or
c. represents proceeds derived or
realized from said violation(s) of the
Georgia Controlled Substances Act.
During the month of April 2013,
DeKalb County HIDTA Unit received
information regarding a male subject
trafficking illegal narcotics in a 2008
Buick Lacrosse. In an effort to invest
igate this matter on April 14, 2013,
the DeKalb County HIDTA Unit con
ducted surveillance on the vehicle
which was observed arriving at the
residence of 1435 Boggs Road
#1704, Duluth, Georgia and entering
the garage and leave a very short
time later. Immediately after leaving
the location, a traffic stop was con
ducted, which yielded 14,000 grams
of packaged cocaine and 500 grams
of packaged heroin.
Due to the evidence that was
gathered in this thorough investiga
tion, a search warrant was applied for
and granted from Gwinnett Magis
trate Court for the residence at 1435
Boggs Road, #1704, Duluth.
On this same date, the Gwinnett
County Search warrant was ex
ecuted by the DeKalb County HIDTA
Task Force and DEA Taskforce
Group 2 at the above location. Upon
entering the location, they made con
tact with a male subject, identified as
++Fernando Garcia++, along with his
personal effects. A search of the
apartment yielded 55,000 grams of
cocaine which was located in the
bathroom cabinet, miscellaneous pa
perwork and an unknown amount of
U.S. Currency which was located in
Garcia’s pants pocket.
Garcia was arrested and transported
to the DeKalb County Jail. The U.S.
Currency was transported to BB&T
Bank where it was counted by an em
ployee and determined to be
$1,900.00. The currency was then
deposited in an account at the bank.
Garcia was charged with Violation of
the Georgia Controlled Substances
Act. The cocaine is subject to forfeit
ure pursuant to O.C.G.A. § 16-13-
49(d)(1). The currency is subject to
forfeiture pursuant to O.C.G.A. § 16-
13-49(d)(2) and (d)(6).
