Pursuant to O.C.G.A. § 16-13-49(n),
you are hereby notified that on July
18, 2014, the property described be
low was seized at 3999 Bayside
Circle, Atlanta, DeKalb County, Geor
gia by Special Agent Lamonte Bynum
of the Georgia Bureau of Investiga
tion:
a. Approximately 84 grams of
methamphetamine; and
b. Eighteen thousand four hundred
dollars ($18,400.00) in U.S. Cur
rency.
Conduct giving rise to said seizure
was as follows:
Said property:
a. was directly or indirectly used or in
tended for use to facilitate a violation
of the Georgia Controlled Sub
stances Act, O.C.G.A. § 16-13-30,
more specifically, the possession,
distribution, sale, or delivery of
methamphetamine.
b. was found in close proximity to
said methamphetamine; or
c. represents proceeds derived or
realized from said violation(s) of the
Georgia Controlled Substances Act.
More specifically, on July 18, 2014
Agents of the GBI/West Metro Re
gional Drug Enforcement Office (WM-
RDEO) executed a search warrant at
3999 Bayside Circle, Atlanta, Geor
gia, DeKalb County. Agents had de
veloped information that ++Becky
Sue Banner++ was trafficking pounds
of crystal methamphetamine out of
the residence. Once inside agents
quickly located approximately three
ounces of crystal methamphetam-
ines in the master bedroom, belong
ing to Banner. Additionally, agents
located a large quantity of U.S. Cur
rency. The currency was located
within a closet of the master bed
room. Banner was later advised of
her Miranda Warning, which was doc
umented by a printed Miranda Warn
ing Form and signed by
Banner. Banner admitted to agents
that she sold methamphetamines,
approximately 'A to two
pounds a week. Banner further re
lated that she made her money from
selling drugs and did not have a job.
Banner explained that her source of
supply was a Hispanic female known
only to her as “Jessica”. Banner
stated she wanted to help agents in
vestigate her connection, but was
scared because Jessical LNU was
tied to the Mexican Cartel.
Banner was arrested transported to
DeKalb County Jail. The U.S. cur
rency was transported to CERTUS
Bank where it was counted by an em
ployee and determined to be
$18,400.00 in U.S. Currency. The
currency was then deposited in an
account at the bank.
Banner was charged with Violation of
the Georgia Controlled Substances
Act. The methamphetamine is sub
ject to forfeiture pursuant to O.C.G.A.
§ 16-13-49(d)(1). The currency is
subject to forfeiture pursuant to
O.C.G.A. § 16-1349(d)(2) and (d)(6).
Pursuant to O.C.G.A. § 16-13-
49(n)(3), any claim to the seized
property must be sent within thirty
days to the seizing law enforcement
agency AND to Chief Assistant Dis

Officer A. Rodriguez was conducting
speed/traffic enforcement on 285 in
Dunwoody, DeKalb County. Rodrig
uez noticed a red pickup truck travel
ing at an approximate speed of 80-90
mph in a 55 mph zone. Officer
Rodriguez used his Pro Laser III
which gave a speed of 82 mph for the
Silverado. Officer Rodriguez conduc
ted a traffic stop and identified the
driver as the defendant, Mr. Porter Al
len Davis, and his passenger as Ash
ley Marie Key. Mr. Davis advised that
he was on a party boat that day and
had one drink around 2200 hours.
Rodriguez asked Davis to step out of
the vehicle. Once Davis stepped out,
Rodriguez smelled a strong odor of
an alcoholic beverage coming from
Davis. Rodriguez conducted a field
sobriety test. Rodriguez then asked
Davis if he would take the PBT test
and drive refused. Officer Rodriguez
asked Mr. Davis again how many
drinks he had today. Davis respon
ded with two drinks on the boat
around 2230 hours. Rodriguez
placed Davis under arrest for DUI.
Rodriguez read Davis the Georgia
Implied Consent for the State Admin
istered Breath Test, and Davis re
fused to take the test. Officer Rodrig
uez asked Davis if he would give
Miss Key permission to drive the
trunk and he advised “yes”.
Dunwoody Officer Sillah arrived on
scene to assist Officer Rodriguez. Sil
lah spoke with Miss Key and she ad
vised that she could not drive the
vehicle because she had too much to
drink. Miss Key proceeded to call a
third party (a friend) to come get the
truck. Officer Rodriguez approached
the passenger side of the truck and
asked Miss Key to exit the vehicle.
When Key exited the vehicle, there
was an open container with the word
"Inositol” (commonly used as a cut
ting agent for cocaine) on it that con
tained marijuana and a $1,000.00
bundle of money at the bottom of the
bag. Rodriguez found a black case
that contained $1,000.00 bundles of
money wrapped in rubber bands.
Rodriguez asked Davis if the Adidas
bag and drug contents were his and
he initially replied “No”. After Officer
Rodriguez placed Miss Key under ar
rest, Mr. Davis then stated that the
drugs were his.
Davis was charged with Violation of
the Georgia Controlled Substances
Act. The cocaine and marijuana are
subject to forfeiture pursuant to
O.C.G.A. § 16-1349(d)(1). The cur
rency is subject to forfeiture pursuant
to O.C.G.A. § 16-1349(d)(2) and
(d)(6). The vehicles are subject to for
feiture pursuant to O.C.G.A. § 16-13-
49(d)(2), (d)(3) and (d)(6).
Pursuant to O.C.G.A. § 16-13-
49(n)(3), any claim to the seized

Drive, DeKalb County, Georgia by
Detective M.D. Crews of the DeKalb
County Police Department:
a. Approximately 27 grams of co
caine; and
b. Seven hundred eighty three dol
lars ($783.00) in U.S. Currency.
Conduct giving rise to said seizure
was as follows:

tended for use to facilitate a violation
of the Georgia Controlled Sub
stances Act, O.C.G.A. § 16-13-30,
more specifically, the possession,
distribution, sale, or delivery of co
caine.
b. was found in close proximity to
said cocaine; or

realized from said violation(s) of the
Georgia Controlled Substances Act.
More specifically, on July 24, 2014,
the North/Central Task Force re
ceived a narcotics complaint regard
ing illegal narcotics being sold at
3475 Glensford Dr., Decatur. The
complainant stated that heavy drug
traffic was observed coming and go
ing from the residence. To investig
ate this complaint, on this same date,
the Task Force setup surveillance,
where they observed several vehicles
arriving to the location, meeting with
an individual outside and then leav
ing approximately 1 minute later. Due
to this behavior being consistent with
that of illegal drug activity, the Of
ficers conducted a take away opera
tion where they pulled over these
vehicles and located Cocaine each
time and in one instance the ar
restee admitted to purchasing the co
caine from the target location. With
these findings a search warrant was
petitioned and granted.
On July 31, 2014, the North/Central
Task Force along with the DeKalb
County SWAT team executed the
search warrant. Upon searching the
location, they located multiple
unidentified pills in several rooms and
they located 27 grams of Cocaine
which was located on the person of
Tristia Jones. They seized an un
determined amount of USC which
was located on the person of Tracy
Skrine.
++Skrine and Jones++ were arres
ted and transported to DeKalb
County Jail. The U.S. currency was
transported to BB&T Bank where it
was counted by an employee and de
termined to be $783.00. The cur
rency was then deposited in an ac
count at the bank.
Skrine and Jones were charged with
Violation of the Georgia Controlled
Substances Act. The cocaine is sub
ject to forfeiture pursuant to O.C.G.A.
§ 16-1349(d)(1). The currency is
subject to forfeiture pursuant to
O.C.G.A. § 16-1349(d)(2) and (d)(6).
The vehicle is subject to forfeiture
pursuant to O.C.G.A. § 16-13-
49(d)(2), (d)(3) and (d)(6). The
weapon is subject to forfeiture pursu
ant to O.C.G.A. § 16-1349(d)(4).
Pursuant to O.C.G.A. § 16-13-
49(n)(3), any claim to the seized
property must be sent within thirty
days to the seizing law enforcement
agency AND to Chief Assistant Dis
trict Attorney, Nicole Marchand
Golden, by certified mail, return re
ceipt requested.
