a special election will be held for
the purpose of submitting to the
qualified voters of the proposed
territory sought to be annexed in
to the City of Doraville, within
DeKalb County, and excluding all
other voters within the County
beyond said boundaries, the ques
tion of whether to annex the territ
ory into the City of Doraville in
DeKalb County under the provi
sions of the Georgia General As
sembly’s House Bill 1139.
The ballots to be used at said elec
tion shall have written or printed
thereon substantially the follow

“Shall the Act be approved which an
nexes certain land into the City of
Doraville?”

come effective on December 31,
2014 at 12:01 a.m. If more than
one-half of the votes cast on such
question are for rejection of the
annexation or if the election is not
held as provided in this section,
then this Act shall automatically be
repealed on the first day of Decem
ber, 2014.

polling precincts and election dis
tricts of DeKalb County, Georgia with

Pursuant to requirements of the
Georgia Constitution, Attorney Gen
eral Samuel S. Olens, Secretary of
State Brian P. Kemp, and Legislative
Counsel Wayne R. Allen hereby
provide the summaries of the pro
posed constitutional amendments
that will appear on the November 4,
2014, general election ballot for con
sideration by the people of Georgia:
To prohibit an increase in the state
income tax rate in effect January 1,
2015.

Summary
This proposal prohibits the General
Assembly from increasing the maxim
um marginal state income tax rate

2015. It adds a new Paragraph IV to
Article VII, Section III of the Georgia
Constitution.

office of the judge of the probate

Summary
This proposal authorizes the General
Assembly to provide by law for the
imposition of additional penalties or
fees for the offense of reckless driv
ing and to provide for the allocation of
such additional penalties or fees to
the Brain and Spinal Injury Trust
Fund, for the specified purpose of
meeting any and all costs, or any por
tion of the costs, of providing care
and rehabilitative services to citizens
of this state who have survived neur
otrauma with head or spinal cord in
juries. It amends Paragraph VI (k) of
Article III, Section IX of the Georgia
Constitution.

tutional amendment is on file in the
office of the judge of the probate
court and is available for public in
spection.

Pursuant to Code Section 21-2-4 of
the O.C.G.A., the Secretary of State

maries of proposed constitutional

state-wide referendum question to be
voted on at the same general elec

Summary
This Act provides for an ad valorem
tax exemption for private interests in
property of the Board of Regents of
the University System of Georgia that
is operated by a private party and fur
ther provides that such arrange
ments shall not constitute special
franchises for purposes of ad valor
em taxation.
If approved by a majority of the
voters, the tax exemption provided by
the Act becomes effective January 1,
2015, and applies to all tax years be
ginning on or after that date.

Pursuant to O.C.G.A. § 21-2-
386(a)(1)(G)(4), the DeKalb County
Board of Registration and Elections,
hereby gives notice that it will begin
opening absentee inner envelopes
containing absentee ballots and be
gin ++tabulating absentee ballots
cast for the November 4, 2014++
General Election on Tuesday,
November 4, at 3:00 PM and will con
clude such tabulation when all ab
sentee ballots have been counted.
This will take place in the DeKalb
County Voter Registration and Elec
tions facility located at 4380 Memori
al Drive, Decatur, Georgia. In accord
ance with O.C.G.A. § 21-2-
386(a)(1)(G)(5), the process for
opening the inner envelopes and tab
ulating the absentee ballots on the
day of the election shall be a confid
ential process to maintain the
secrecy of all ballots and to protect
the disclosure of any balloting inform
ation before 7:00PM All persons con

and all monitors and observers shall
