The Architect has developed draw
ings and specifications for permitting
purposes. The Architect has submit
ted this permit package to the appro
priate government authority to start
the review process for:
• General Building Permit
Once the General Contractor has
been given a Notice to Proceed, it
becomes the General Contractors re
sponsibility to obtain the required per
mits.
All/any additional permits are fully the
General Contractor’s responsibility to
obtain. Drawings for this purpose will
be provided by the Architect to the
General Contractor. The Architect will
assist the General Contractor as ne
cessary and/or required by the per
mitting authority.
The Owner reserves the right to re
ject any or all proposals, and to waive

gust 9, 2014, the property described
below was seized at 1216 North Av
enue, DeKalb County, Georgia by Of
ficer Thompson of the Atlanta Police
Department:
a. Approximately 13 ounces of
marijuana; and
b. Two thousand one hundred twenty
eight dollars ($2,128.00) in U.S. Cur
rency.
Conduct giving rise to said seizure
was as follows:
Said property:
a. was directly or indirectly used or in
tended for use to facilitate a violation
of the Georgia Controlled Sub
stances Act, O.C.G.A. § 16-13-30,
more specifically, the possession,
distribution, sale, or delivery of
marijuana.
b. was found in close proximity to
said marijuana; or
c. represents proceeds derived or
realized from said violation(s) of the
Georgia Controlled Substances Act.
More specifically, on August 9, 2014
Atlanta Police observed a maroon
Lexus ES360 stopped in the middle
of North Avenue next to Freedom
Park. Atlanta Police observed the
driver later identified as Donta Cous
ins asleep at the wheel of the vehicle
with the engine still running. Atlanta
Police performed a sternum rub to
wake Donta Cousins and when he
woke up Atlanta Police aske Cousins
for his license. Donta Cousins
fumbled through his pockets and at
tempted to hand Atlanta Police his
Carmex lip balm. Atlanta Police
asked Donta Cousins what did he
have to drink and Cousins replied
“not much”. While Donta Cousins was
looking for his license, Atlanta Police
observed a small plastic baggie in the
door containing a green leafy sub
stance suspected to be marijuana.
While Atlanta Police was speaking
with Donta Cousins, his speech was
extremely slurred and Atlanta Police
could smell a strong odor of alcohol
ic beverages emanating from his
breath and also observed his eyes
were bloodshot. Atlanta Police asked
Donta Cousins to step out of the
vehicle and performed a series of
sobriety test. Upon completion of the
sobriety test Atlanta Police placed
Donta Cousins into handcuffs and in
formed him he was under arrest for
driving under the influence of alcohol
less safe. Search incident to arrest
Atlanta Police recovered $2,128.00 in
U.S. Currency from his back pocket.
Atlanta Police inventoried Donta
Cousins vehicle prior to impound and
recovered a small plastic baggie of
suspected marijuana in the driver’s
door that was observed while initially
speaking with ++Donta Cousins++.
Atlanta Police opened the trunk to
continue the inventory and could im
mediately smell raw marijuana. At
lanta Police recovered a black bag
containing multiple gallon sized
plastic bags containing raw
marijuana, a black scale and a glass
mason jar with two individually pre
pared baggies of marijuana. All illeg
al narcotics, money and other re
covered items were placed into At
lanta Police property. All parties were
charged accordingly. Cousins was
charged with Violation of the Georgia
Controlled Substances Act. The
marijuana is subject to forfeiture pur
suant to O.C.G.A. § 16-13-49(d)(1).
The currency is subject to forfeiture
pursuant to O.C.G.A. § 16-13-
49(d)(2) and (d)(6).
Pursuant to O.C.G.A. § 16-13-
49(n)(3), any claim to the seized
property must be sent within thirty
days to the seizing law enforcement
agency AND to Chief Assistant Dis
trict Attorney, Nicole Marchand

was as follows:

More specifically, on July 20, 2014 at
approximately 1305 hours, Stone
Mountain Police Officer S. Roseberry
responded to a suspicious person
call at 749 Main Street. The informa
tion given by Stone Mountain Police
Officer W. Hubbard was that the sub
ject was wearing a red shirt and dark
pants. Officer Roseberry observed as
the person described got into a dark
colored Mercedes Benz in the park
ing lot of 751 Main Street. Officer
Roseberry stopped the Mercedes
with the driver later identified as
++Mr. William Paul++ as he was exit
ing the parking lot and Mr. Paul drove
off after the Officer advised him she
needed to speak with him. The Of
ficer then gave chase and Officer re
moved Mr. Paul from the vehicle as
well as his passenger identified as
Clarence Laquawn Andrews. The Of
ficers located two handguns in the
vehicle along with a black book bag
containing several plastic baggies. At
the time of the stop the glove com
partment of the vehicle was locked.
The vehicle was towed to Tucker
Towing for further investigation and
safe keeping. On July 24, 2014 Of
ficer Roseberry obtained a search
warrant for the vehicle. During the ex
ecution of the search warrant the
glove compartment had to be forced
open due to no key available. Once
the glove compartment of the vehicle
was opened, Sgt. Hughes of the
Stone Mountain Police Department
located 3 small baggies of white
powder like substance along with the
white rock like substance in the bags.
The substance in one of the bags
was field tested with a NARK 2 Nar
cotics Analysis Reagent Kit by Sgt. K.
Nunn and tested positive for cocaine.
A forth bag contained 50 different
colored pills suspected to be illegal
narcotics with the weight of 14.6
grams. The total weight of the 3 bags
containing white rock like substance
was 18.6 grams. All evidence was
taken to the GCI Crime Lab for fur
ther testing.
Paul was charged with Violation of
the Georgia Controlled Substances
Act. The cocaine and methamphet
amine are subject to forfeiture pursu
ant to O.C.G.A. § 16-13-49(d)(1). The
vehicle is subject to forfeiture pursu
ant to O.C.G.A. § 16-13-49(d)(2),
(d)(3) and (d)(6).

scribed below was seized at 3367
Snapfinger Road, DeKalb County,
Georgia by Detective D.W. Laskowski
of the Dunwoody/DeKalb
County/HIDTA Police Department:
a. Approximately 5 ecstasy pills; and
b. Approximately 208 grams of
marijuana; and
c. Two thousand one hundred twenty
dollars ($2,120.00) in U.S. Currency.
Conduct giving rise to said seizure
was as follows:
Said property:
a. was directly or indirectly used or in
tended for use to facilitate a violation
of the Georgia Controlled Sub
stances Act, O.C.G.A. § 16-13-30,
more specifically, the possession,
distribution, sale, or delivery of
marijuana and ecstasy pills.
b. was found in close proximity to
said marijuana and ecstasy pills; or
c. represents proceeds derived or
realized from said violation(s) of the
Georgia Controlled Substances Act.
During the month of June, 2014, the
DeKalb County HIDTA Unit received
information from a confidential source
regarding illegal narcotics being sold
from 3367 Snapfinger Rd, Lithonia.
To investigate this matter, the HIDTA
Unit conducted an investigation that
detailed several trash pulls and mo
bile surveillance which yielded evid
ence that illegal narcotics were in fact
being sold from the location.
On August 27, 2014, a search war
rant was executed at the location.
Upon entering the location, they
made contact with ++DeWarren
Schiele-Collins and Eldric Schiele-
Collins++, at which time they both
were detained pending the execution
of the search warrant. Upon conduct
ing the search, they located 4 Guns
in DeWarren’s room, the garage and
in the living room. They located 5
MDMA tablets, which were located in
DeWarren’s room and 208 grams of
Marijuana which was located in the
garage and living room. The Detect
ives seized 6 digital scales, which
was located in the garage and in a
backpack that had documents be
longing to Eldric Schiele-Collins in it
and they also seized an undeter
mined amount of USC which was loc
ated on the person of Eldric Schiele-
Collins and in a safe containing
DeWarren Schiele-Collins’ personal
effects.
DeWarren and Eldric Schiele-Collins
were arrested and transported to
DeKalb County Jail. The U.S. cur
rency was transported to BB&T Bank
where it was counted by an employ
ee and determined to be $2,120.00b.
The currency was then deposited in
an account at the bank.
DeWarren and Eldric- Scheile-Collins
were charged with Violation of the
Georgia Controlled Substances Act.
The marijuana and ecstasy pills are
subject to forfeiture pursuant to
O.C.G.A. § 16-13-49(d)(1). The cur
rency is subject to forfeiture pursuant
to O.C.G.A. § 16-13-49(d)(2) and
(d)(6).

was as follows:

tended for use to facilitate a violation
of the Georgia Controlled Sub
stances Act, O.C.G.A. § 16-13-30,
more specifically, the possession,
distribution, sale, or delivery of co
caine.
b. was found in close proximity to
said cocaine; or

realized from said violation(s) of the
Georgia Controlled Substances Act.
In the beginning of the month of Au
gust, 2014, the DeKalb County Nar
cotics Unit received information from
a Confidential Source regarding illeg
al drugs being sold from 669 North
ern Avenue, Clarkston. Upon Detect
ive McBride conducting an investiga
tion into this matter, He discovered
through Accurint and the checking of
the water company that a male sub
ject by the name of ++Christopher
James++, who had 5 narcotic convic
tions, was the subject residing at the
location. Around this same date, De
tective McBride set up a controlled
buy at the location that resulted in .5
grams of Crack Cocaine being pur
chased from the location. Several
weeks later, another controlled buy
was set up, which also resulted in .5
grams of Crack Cocaine being pur
chased from the location. With this
evidence, a search warrant was gran
ted.
On August 27, 2014, the search war
rant was executed. Upon making
entry into the location, they made
contact with a male subject who iden
tified himself as Christopher James,
at which time he was detained
pending the results of the search
warrant. Upon conducting the search
of the residence, they located 2.5
grams of Crack Cocaine, which was
located in a hat located in James’
bedroom closet. They seized an un
determined amount of USC, which
was located in James' wallet, in a
safe in James’ bedroom and in a
sock located in the closet.
James was arrested and transported
to DeKalb County Jail. The U.S. cur
rency was transported to BB&T Bank
where it was counted by an employ
ee and determined to be $3,794.00.
The currency was then deposited in
an account at the bank.
James was charged with Violation of
the Georgia Controlled Substances
Act. The cocaine is subject to forfeit
ure pursuant to O.C.G.A. § 16-13-
49(d)(1). The currency is subject to
