well as his passenger identified as
Clarence Laquawn Andrews. The Of
ficers located two handguns in the
vehicle along with a black book bag
containing several plastic baggies. At
the time of the stop the glove com
partment of the vehicle was locked.
The vehicle was towed to Tucker
Towing for further investigation and
safe keeping. On July 24, 2014 Of
ficer Roseberry obtained a search
warrant for the vehicle. During the ex
ecution of the search warrant the
glove compartment had to be forced
open due to no key available. Once
the glove compartment of the vehicle
was opened, Sgt. Hughes of the
Stone Mountain Police Department
located 3 small baggies of white
powder like substance along with the
white rock like substance in the bags.
The substance in one of the bags
was field tested with a NARK 2 Nar
cotics Analysis Reagent Kit by Sgt. K.
Nunn and tested positive for cocaine.
A forth bag contained 50 different
colored pills suspected to be illegal
narcotics with the weight of 14.6
grams. The total weight of the 3 bags
containing white rock like substance
was 18.6 grams. All evidence was
taken to the GCI Crime Lab for fur
ther testing.
Paul was charged with Violation of
the Georgia Controlled Substances
Act. The cocaine and methamphet-
amine are subject to forfeiture pursu
ant to O.C.G.A. § 16-13-49(d)(1). The
vehicle is subject to forfeiture pursu
ant to O.C.G.A. § 16-13-49(d)(2),
(d)(3) and (d)(6).

Georgia by Detective D.W. Laskowski
of the Dunwoody/DeKalb
County/HIDTA Police Department:
a. Approximately 5 ecstasy pills; and
b. Approximately 208 grams of
marijuana; and
c. Two thousand one hundred twenty
dollars ($2,120.00) in U.S. Currency.
Conduct giving rise to said seizure
was as follows:
Said property:
a. was directly or indirectly used or in
tended for use to facilitate a violation
of the Georgia Controlled Sub
stances Act, O.C.G.A. § 16-13-30,
more specifically, the possession,
distribution, sale, or delivery of
marijuana and ecstasy pills.
b. was found in close proximity to
said marijuana and ecstasy pills; or
c. represents proceeds derived or
realized from said violation(s) of the
Georgia Controlled Substances Act.
During the month of June, 2014, the
DeKalb County HIDTA Unit received
information from a confidential source
regarding illegal narcotics being sold
from 3367 Snapfinger Rd, Lithonia.
To investigate this matter, the HIDTA
Unit conducted an investigation that
detailed several trash pulls and mo
bile surveillance which yielded evid
ence that illegal narcotics were in fact
being sold from the location.
On August 27, 2014, a search war
rant was executed at the location.
Upon entering the location, they
made contact with ++DeWarren
Schiele-Collins and Eldric Schiele-
Collins++, at which time they both
were detained pending the execution
of the search warrant. Upon conduct
ing the search, they located 4 Guns
in DeWarren’s room, the garage and
in the living room. They located 5
MDMA tablets, which were located in
DeWarren’s room and 208 grams of
Marijuana which was located in the
garage and living room. The Detect
ives seized 6 digital scales, which
was located in the garage and in a
backpack that had documents be
longing to Eldric Schiele-Collins in it
and they also seized an undeter
mined amount of USC which was loc
ated on the person of Eldric Schiele-
Collins and in a safe containing
DeWarren Schiele-Collins’ personal
effects.
DeWarren and Eldric Schiele-Collins
were arrested and transported to
DeKalb County Jail. The U.S. cur
rency was transported to BB&T Bank
where it was counted by an employ
ee and determined to be $2,120.00b.
The currency was then deposited in
an account at the bank.
DeWarren and Eldric- Scheile-Collins
were charged with Violation of the
Georgia Controlled Substances Act.
The marijuana and ecstasy pills are
subject to forfeiture pursuant to
O.C.G.A. § 16-13-49(d)(1). The cur
rency is subject to forfeiture pursuant
to O.C.G.A. § 16-13-49(d)(2) and
(d)(6).

more specifically, the possession,

In the beginning of the month of Au
gust, 2014, the DeKalb County Nar
cotics Unit received information from
a Confidential Source regarding illeg
al drugs being sold from 669 North
ern Avenue, Clarkston. Upon Detect
ive McBride conducting an investiga
tion into this matter, He discovered
through Accurint and the checking of
the water company that a male sub
ject by the name of ++Christopher
James++, who had 5 narcotic convic
tions, was the subject residing at the
location. Around this same date, De
tective McBride set up a controlled
buy at the location that resulted in .5
grams of Crack Cocaine being pur
chased from the location. Several
weeks later, another controlled buy
was set up, which also resulted in .5
grams of Crack Cocaine being pur
chased from the location. With this
evidence, a search warrant was gran
ted.
On August 27, 2014, the search war
rant was executed. Upon making
entry into the location, they made
contact with a male subject who iden
tified himself as Christopher James,
at which time he was detained
pending the results of the search
warrant. Upon conducting the search
of the residence, they located 2.5
grams of Crack Cocaine, which was
located in a hat located in James’
bedroom closet. They seized an un
determined amount of USC, which
was located in James’ wallet, in a
safe in James’ bedroom and in a
sock located in the closet.
James was arrested and transported
to DeKalb County Jail. The U.S. cur
rency was transported to BB&T Bank
where it was counted by an employ
ee and determined to be $3,794.00.
The currency was then deposited in
an account at the bank.
James was charged with Violation of
the Georgia Controlled Substances
Act. The cocaine is subject to forfeit
ure pursuant to O.C.G.A. § 16-13-
49(d)(1). The currency is subject to
forfeiture pursuant to O.C.G.A. § 16-

more specifically, the possession,

methamphetamine and marijuana.

said methamphetamine and

c. represents proceeds derived or
realized from said violation(s) of the
Georgia Controlled Substances Act.
During the month of September,
2014, Detective Crews of the DeKalb
County Narcotic Unit received inform
ation regarding subject, ++Lancaster
Thomas++, whom he was actively in
vestigating was going to be arriving
at the QT located at 1910
Lawrenceville Hwy. in order to con
duct a narcotic transaction. Upon re
ceiving this information, Detective
Crews, the Fugitive Squad and the
DeKalb County STEP Team set up at
the location to conduct an intercept
on Thomas. Shortly after getting
setup at the QT, Thomas arrived in a
Gray Honda Civic and entered the
store. Without purchasing anything,
he returned to his vehicle and pro
ceeded to leave. As He drove away
from the location, he was arrested
due to an active warrant for Armed
Robbery. Upon Thomas observing
the police was attempting to pull him
over, he sped off in an attempt to
elude the police, but was stopped
and taken into custody.
Upon conducting a search of the
vehicle, incident his arrest, Det.
Crews located 2.6 grams of
Methamphetamine, which was loc
ated in a backpack sitting in the front
passenger seat. Also in that same
backpack, He located 5.2 grams of
Marijuana.
Thomas was arrested and transpor
ted to DeKalb County Jail. The 2009
Honda Civic was towed to the DeKalb
County secured lot.
Thomas was charged with Violation
of the Georgia Controlled Sub
stances Act. The methamphetamine
and marijuana are subject to forfeit
ure pursuant to O.C.G.A. § 16-13-
49(d)(1). The vehicle is subject to for
feiture pursuant to O.C.G.A. § 16-13-
49(d)(2), (d)(3) and (d)(6).

September 11, 2014, the property de
scribed below was seized at 3209
Valley Brook Place, DeKalb County,
Georgia by Detective M.D. Crews of
the DeKalb County Police Depart
ment:
a. Approximately 8.5 ounces of
marijuana; and
b. Two thousand twelve dollars
($2,012.00) in U.S. Currency.
Conduct giving rise to said seizure
was as follows:
Said property:
a. was directly or indirectly used or in
tended for use to facilitate a violation
of the Georgia Controlled Sub
stances Act, O.C.G.A. § 16-13-30,
more specifically, the possession,
distribution, sale, or delivery of
marijuana.
b. was found in close proximity to
said marijuana; or
c. represents proceeds derived or
realized from said violation(s) of the
Georgia Controlled Substances Act.
More specifically, on September 4,
2014, the North Central Precinct Task
Force conducted a traffic stop on
East Ponce De Leon near I-285 on a
Red Chevy Malibu which resulted in
less than an ounce of Marijuana be
ing confiscated. During this investiga
tion, the Officers were given intelli
gence that the occupants had just
purchased the Marijuana from an
older white male subject located at
3209 Valley Brook Place. Upon re
ceiving this information, the Officers
contacted Officer DeJarnette and ad
vised him of this information. Upon
DeJarnette receiving this information,
He responded to the complex in an
unmarked undercover vehicle and
parked where he could see the front
door to apartment 3209. While watch
ing the front door, Officer DeJarnette
observed a green Honda Odyssey
pull up to the listed location and an
unidentified male exited the vehicle.
This male subject went to the apart
ment where he was let in by an older
white male and then exited several
minutes later. Due to this activity be
ing consistent with illegal narcotic
activity, a traffic stop was conducted
on the Honda which resulted in the
confiscation of 7 grams of Marijuana
(#14-089357).
Several days later, Officer DeJar
nette returned to the target location to
conduct surveillance. While sur
veying the apartment, He observed a
black Nissan Altima pull up where the
passenger was observed going to the
apartment and being let in by the
same older white male. After several
minutes, the male subject left the loc
ation and reentered the Nissan. A
traffic stop was conducted on the Nis
san, which resulted in 4 grams of
Marijuana being confiscated. During
an investigative interview, they were
advised by the male, now identified
as Myron Pierce, that he had just pur
chased the marijuana from the target
location from a white older male
name “Bobby” (#14-089771).
Several days later, Officer DeJar
nette returned to the target location to
conduct more surveillance. He ob
served a gray HHR park in front of
the location. A male subject exited
the vehicle and went into the target
location and exited several minutes
later, behavior consistent with illegal
narcotic sales. A traffic stop was con
ducted on the HHR which resulted in
2.4 grams of Marijuana being confis
cated from the vehicle. As with be
fore, during an investigative inter
view, they were advised by the male
that he had just purchased the
marijuana from the target location
from a white older male name
“Bobby” (#14-092258).
With this probable cause, the Of
ficers were granted a search warrant
and on September 11, 2014, North
Central Task Force and DeKalb
County Strike Force executed the
search warrant. Upon making entry
into the location, they made contact
with an older white male, identified as
Robert Lee Higginbotham a.k.a.
Bobby, and his son Robert Lou Hig
ginbotham and both were detained.
Upon searching the location, they
located 8.5 ounces of marijuana in
the master bedroom. They seized an
undetermined amount of USC, which
was located on the person of Robert
Lee Higginbotham.
Both ++Robert Lee and Robert Lou
Higginbotham++ were arrested and
transported to DeKalb County Jail.
The U.S. currency was transported to
BB&T Bank where it was counted by
an employee and determined to be
$2,012.00. The currency was then
deposited in an account at the bank.
Robert Lee and Robert Lou Higgin
botham were charged with Violation
of the Georgia Controlled Sub
stances Act. The marijuana is sub
ject to forfeiture pursuant to O.C.G.A.
§ 16-13-49(d)(1). The currency is
subject to forfeiture pursuant to
O.C.G.A. § 16-13-49(d)(2) and (d)(6

More specifically, on September 10,
2014, Officer Whittington was
patrolling in the area of Dresden
Drive near Marlin Drive, in unincor
porated DeKalb County, when He ob
served a Grey Ford Focus driving in
the opposite direction of his patrol
unit towards Shallowford Road. Upon
the vehicle passing the Officer, the
driver and Officer made eye contact
with each other, at which time the Of
ficer noticed it was a subject He was
familiar with, identified as ++Siraij
lbrahim++, who had an outstanding
warrant that his team had taken out.
Upon Ibrahim observing the Officer’s
presence, he sped his vehicle up as if
he was attempting to hurry and get
out of the area before the Officer
could safely turn his vehicle around.
The Officer observed the vehicle turn
right onto Marlin Drive from Dresden
Drive and upon the Officer turning on
the street He was able to see the
vehicle had parked in front of 2852
Marlin Drive and Ibrahim was walk
ing away from the vehicle. Due to the
outstanding warrant, Officer Whitting
ton took the subject into custody.
Due to Ibrahim knowing his license
was suspended, he attempted to
deny any knowledge of the vehicle;
however, upon conducting a Terry
Frisk, the keys to the vehicle was loc
ated and Ibrahim was listed on NCIC
as one of the registered owners. Due
to the past police investigations in
volving Ibrahim and illegal narcotics
and his suspicious behavior, He re
quested for K-9 to respond to the loc
ation to conduct an open air sniff of
the vehicle, which resulted in the K-9
detecting the presence of illegal nar
cotics near the driver side open win
dow. Upon the K-9 conducting a sniff
of the interior of the vehicle, the K-9
alerted to the driver side seat. Upon
conducting the search of the vehicle,
the Officer located a large bag which
contained 6 small baggies containing
a total of 14.5 grams of Cocaine near
the driver seat.
Ibrahim was arrested and transpor
ted to DeKalb County Jail. The 2005
Ford Focus was seized for forfeiture
proceedings.
Ibrahim was charged with Violation of
the Georgia Controlled Substances
Act. The cocaine is subject to forfeit
ure pursuant to O.C.G.A. § 16-13-
49(d)(1). The vehicle is subject to for
feiture pursuant to O.C.G.A. § 16-13-
49(d)(2), (d)(3) and (d)(6).
