30 on the other. Based on the mark
ings, they were identified as Oxy
codone 30 mg, a schedule II con
trolled substance. Thirteen (13) round
blue pills were contained in an or
ange pill bottle with no prescription
identification. These pills were
stamped with "K9" separated by a
line on one side and no markings on
the other. Based on the markings,
they too were identified as Oxy
codone 30 mg. The suspect, ++John
Mangrum++, had no prescription pa
perwork indicating that the pills be
longed to him and made no state
ments in reference to having a pre
scription for the pills. The cigarette
package (Marlboro) contained cello
phane wrapping which contained 1.3
grams of Heroin.
They seized a .380 S&W firearm
which was located in his vehicle
which he gave Detective Consent to
search. They also seized an undeter
mined amount of USC which was loc
ated in his pocket.
Mangrum was arrested and transpor
ted to DeKalb County Jail. The U.S.
currency was transported to BB&T
Bank where it was counted by an em
ployee and determined to be
$2,355.00. The currency was then
deposited in an account at the bank.
Mangrum was charged with Violation
of the Georgia Controlled Sub
stances Act. The oxycodone pills and
heroin are subject to forfeiture pursu
ant to O.C.G.A. § 16-1349(d)(1). The
currency is subject to forfeiture pursu
ant to O.C.G.A. § 16-1349(d)(2) and
(d)(6). The weapon is subject to for
feiture pursuant to O.C.G.A. § 16-13-
49(d)(4).

49(n)(3), any claim to the seized

Pursuant to O.C.G.A. § 16-13-49(n),
you are hereby notified that on
September 23,2014, the property de
scribed below was seized at 450
North Clarendon Ave., DeKalb
County, Georgia by Detective M.D.
Crews of the DeKalb Police Depart
ment:
a. Approximately 9.8 ounces of
marijuana; and
b. Three thousand two hundred elev
en dollars ($3,211.00) in U.S. Cur
rency.
Conduct giving rise to said seizure
was as follows:
Said property:
a. was directly or indirectly used or in
tended for use to facilitate a violation
of the Georgia Controlled Sub
stances Act, O.C.G.A. § 16-13-30,
more specifically, the possession,
distribution, sale, or delivery of
marijuana.
b. was found in close proximity to
said marijuana; or
c. represents proceeds derived or
realized from said violation(s) of the
Georgia Controlled Substances Act.
More specifically, on September 23,
2014, while on normal patrol in unin
corporated DeKalb County, specific
ally in the area of E. Ponce de Leon
Ave. @ N. Decatur Rd, Officer Knud-
sen was parked in the parking lot of
the Chevron Gas Station, 3384 E
Ponce de Leon Ave., when He ob
served a blue Chevrolet Monte Carlo
traveling on North Decatur Road cut
through the gas station parking lot to
avoid the traffic light. As the vehicle
passed him, he was able to observe
that the driver was not wearing his
seat belt. Upon observing the vehicle
reenter the roadway, still without his
seatbelt on, Officer Knudsen conduc
ted a traffic stop on the vehicle. Upon
approaching the vehicle, the Officer
advised the driver, identified as
++Tavares Reese++, the reason for
the traffic stop and requested his
driver’s license. While the driver was
retrieving his license, the Officer ob
served the driver’s side seatbelt
hinge was broken, not mounted to
the frame.
While speaking to Tavares Reese
and the passenger, identified as
Shannon Reese, Officer Knudsen ob
served there to be a strong odor of
Marijuana emitting from the interior of
the vehicle. Officer Knudsen and Of
ficer Craig, who responded to the
scene to assist, inquired about the
strong odor of Marijuana, at which
time Mr. Reese advised that there
was not any marijuana inside the
vehicle. After further inquiry, Mr.
Reese relinquished a rolled
Marijuana cigarette, which was loc
ated in the ash tray of the vehicle.
After taking the Marijuana cigarette
away from the vehicle, Officer Knud
sen observed that the odor contin
ued to remain very strong. Due to
Reese being in possession of the
Marijuana cigarette and there still be
ing a very strong odor, the Officers
requested for both of the occupants
to step out of the vehicle, at which
time they searched the vehicle to see
if they can locate any more Marijuana
inside the vehicle.
Upon searching the vehicle, they loc
ated a total of 9.8 ounces of
Marijuana, which was located on the
passenger floor board in a black bag
and in the center console. Upon this
discovery, Mr. Reese and Mrs. Reese
were detained. Mr. Reese advised
the Officers that all the illegal drugs
located in the vehicle was his and
Mrs. Reese did not have anything to
do with it nor did she know it was in
side the vehicle, at which time Tav
ares Reese was taken into custody
and Shannon Reese was released.
Upon searching him, incident to his
arrest, they located and seized an
undetermined amount of USC which
was located in both of his front pants
pocket. Officer Craig searched the
driver side of the vehicle and located
a Glock 21 .45 semi-automatic hand
gun under the driver seat loaded with
10 rounds.
Reese was arrested and transported
to DeKalb County Jail. The U.S. cur
rency was transported to BB&T Bank
where it was counted by an employ
ee and determined to be $3,211.00.
The currency was then deposited in
an account at the bank.
Reese was charged with Violation of
the Georgia Controlled Substances
Act. The marijuana is subject to for
feiture pursuant to O.C.G.A. § 16-13-
49(d)(1). The currency is subject to
forfeiture pursuant to O.C.G.A. § 16-
1349(d)(2) and (d)(6).

3 Pursuant to O.C.G.A. § 16-13-
49(n), you are hereby notified that on
October 9, 2014, the property de
scribed below was seized at 1100
Goldsmith Road, DeKalb County,
Georgia by Detective D. McBride of
the DeKalb County Police Depart
ment:
a. Approximately 17 ounces of Liquid
Codeine “Lean”; and
b. Approximately 1 gram of
marijuana; and
c. One thousand nine hundred forty
dollars ($1,940.00) in U.S. Currency
from Isaiah Rogers; and
d. One thousand six hundred ninety
four ($1,694.00) in U.S. Currency
from Kristopher Cullings; and
e. One thousand fifty three dollars
($1,053.00) in U.S. Currency from
Brandon Lassiter.
Conduct giving rise to said seizure
was as follows:
Said property:
a. was directly or indirectly used or in
tended for use to facilitate a violation
of the Georgia Controlled Sub
stances Act, O.C.G.A. § 16-13-30,
more specifically, the possession,
distribution, sale, or delivery of liquid
codeine and marijuana.
b. was found in close proximity to
said liquid codeine and marijuana; or
c. represents proceeds derived or
realized from said violation(s) of the
Georgia Controlled Substances Act.
More specifically, on October 9,
2014, Officer Lambotte of the DeKalb
County Police Department was con
ducting a safety check in unincorpor
ated DeKalb County, specifically in
the area of Goldsmith Road, when he
observed a blue Dodge Charger, oc
cupied by four (4) subjects, quickly
turn into the parking lot of a closed
business and start to turn around, as
if the driver did not want to come in
contact with the officers Safety Check
Operation. The Officer was able to
observe that the driver, later identi
fied as Kristopher Cullings, was not
properly wearing his seat belt. Due to
this infraction, Officer Lambotte con
ducted a traffic stop on the vehicle.
As Officer Lambotte was approach
ing the vehicle, he could observe
Cullings and the other three (3) pas
sengers: Isaiah Rogers (front passen
ger), Jordan Rogers (rear passenger
side seat) and Brandon Lassiter (rear
driver side seat), moving around in
the vehicle in a very suspicious man
ner. Upon Officer Lambotte reaching
the driver’s side door, He could smell
a strong odor of Marijuana emitting
from the interior of the passenger
compartment. He also noticed that
passenger Jordan Rogers kept
reaching down towards the floor
board of the vehicle, at which time he
advised all occupants to stop moving
and put their seatbelts back on,
which they complied. Officer Mobley
was also in the area, responded to
the traffic stop for assistance. The oc
cupants of the vehicle seemed suspi
ciously nervous. Due to the smell of
Marijuana and the occupants’ suspi
cious movements in the vehicle, Of
ficer Lambotte asked them if there
were any Marijuana or weapons in
the vehicle, at which time they re
sponded that there was not.
However, due to the Officers’ training
and experience, they suspected
Marijuana was inside of the vehicle
and initiated a search of the vehicle.
The Officer requested passenger
Lassiter to step out of the vehicle,
and upon him getting out of the
vehicle a half way filled “Sprite” bottle
fell from the door and upon it landing
on the ground a purple liquid, which
was later identified as liquid codeine
(lean), spilled out. Occupant Jordan
Rogers was then requested to step
out of the vehicle, at which time he
advised Officer Lambotte that he did
have a weapon and it was on the
floorboard of the vehicle. Upon look
ing on the floorboard a semi-auto
5.56 loaded KELTEC was located.
Upon driver, Cullings, being asked to
step out of the vehicle, he too ad
vised that he had a gun and it was
located in his seating area. After re
moving him from the vehicle, a
loaded stolen 9mm Glock, with an ex
tended magazine and an additional
magazine, were located between the
center console and his seat. After all
occupants of the vehicle exited, a
small plastic bag containing 1 gram
of Marijuana was located partially
stuffed into the fold of the seat where
Lassiter had been seated. Also, two
(2) bottles, a transparent baby bottle
and brown plastic medicine bottle,
containing liquid codeine (lean) were
located in the two cup holders of the
center console. They seized an un
determined amount of USC, which
was located on the persons of Cull
ings, Isaiah Rogers and Lassiter
Cullings, Roger, Rogers and Lassiter
were arrested and transported to
DeKalb County Jail. The U.S. cur
rency was transported to BB&T Bank
where it was counted by an employ
ee and determined to be $4,687.00.
The currency was then deposited in
an account at the bank.
++Cullings, Rogers, Rogers, and
Lassiter++ were charged with Viola
tion of the Georgia Controlled Sub
stances Act. The liquid codeine and
marijuana are subject to forfeiture
pursuant to O.C.G.A. § 16-13-
49(d)(1). The currency is subject to
forfeiture pursuant to O.C.G.A. § 16-
1349(d)(2) and (d)(6).

ber 25, 2014, the property described
below was seized at 2610 Stardust
Trial, DeKalb County, Georgia by De
tective D. McBride of the DeKalb
County Police Department:
a. Approximately 6.2 pounds of
marijuana; and
b. Four thousand six hundred eighty
eight dollars ($4,688.00) in U.S. Cur
rency; and
c. 9mm Ruger handgun, SER#
31534059; and
d. (3) 9mm Magazine clips; and
e. (83) 9mm Rounds; and
f. (3) Digital scales; and
g. (8) Boxes of Ziploc bags; and
h. Ziploc Vacuum Seal System; and
i. Hundreds of empty multi colored
baggies.
Conduct giving rise to said seizure
was as follows:
Said property:
a. was directly or indirectly used or in
tended for use to facilitate a violation
of the Georgia Controlled Sub
stances Act, O.C.G.A. § 16-13-30,
more specifically, the possession,
distribution, sale, or delivery of
marijuana.
b. was found in close proximity to
said marijuana; or
c. represents proceeds derived or
realized from said violation(s) of the
Georgia Controlled Substances Act.
During the month of October, 2014,
DeKalb County South Precinct re
ceived several complaints regarding
illegal narcotics being sold from 2610
Stardust Trail, Decatur. After receiv
ing these complaints, on October 17,
2014, Officers set up on the location
and conducted surveillance. During
the surveillance operation, the Of
ficers observed multiple vehicles ar
riving to the location where some
were observed leaving after a few
minutes and others were observed
meeting someone at the basement
door and leaving within seconds.
Also, during this surveillance opera
tion, the Officer observed a black
male, tall slim build with long dreads,
exit the residence and approach visit
ing vehicles and leave a few minutes
later. All this activity is consistent with
illegal drug dealing. Due to this suspi
cious activity, the Officers conducted
several take-aways that resulted in
marijuana being located in each
vehicle.
Due to their findings, a search war
rant was granted and executed. Upon
entering the location, two (2) males
were observed fleeing out of the back
door of the residence. After a short
foot chase, both subjects, ++lsaiah
Thomas and Cedric Wilder++, were
taken into custody. Upon searching
the location, they located 6.2 pounds
of Marijuana, which was located in
Thomas’ bedroom. They seized a
9mm Ruger handgun,3 digital scales,
a zip loc vacuum seal system and
other items that is consistent with il
legal narcotic dealing, all located in
Thomas’ bedroom (please refer to
property seized section). They also
seized an undetermined amount of
USC, which was located in Thomas’
dresser drawer and safe in his bed
room.
Thomas and Wilder were arrested
and transported to DeKalb County
Jail. The U.S. currency was transpor
ted to BB&T Bank where it was coun
ted by an employee and determined
to be $4,688.00. The currency was
then deposited in an account at the
bank.
Thomas and Wilder were charged
with Violation of the Georgia Con
trolled Substances Act. The
marijuana is subject to forfeiture pur
suant to O.C.G.A. § 16-1349(d)(1).
The currency is subject to forfeiture
pursuant to O.C.G.A. § 16-13-
49(d)(2) and (d)(6). The weapon is
subject to forfeiture pursuant to
O.C.G.A. § 16-1349(d)(4).

Pursuant to O.C.G.A. § 16-13-49(n),
you are hereby notified that on Octo
ber 16, 2014, the property described
below was seized at 2741 Candler
Road, DeKalb County, Georgia by
Detective D.A. Fitzgerald of the
DeKalb County Police Department:
a. Approximately 140 grams of
methamphetamine; and
b. Approximately 2.3 ounces of
marijuana; and
c. Three thousand two hundred sev
enty three dollars ($3,273.00) in U.S.
Currency from Dellonte Hossley; and
d. Nine thousand two hundred eight
dollars ($9,208.00) in U.S. Currency
from Cynthia Jones; and
e. F.N.H. with bullets and magazines;
and
f. Bersa .380 with bullets and
magazines; and
g. Digital scale; and
h. (2) Marijuana grinder; and
i. Rubber bands used to bind pro
ceeds in stacks.
Conduct giving rise to said seizure
was as follows:
Said property:
a. was directly or indirectly used or in
tended for use to facilitate a violation
of the Georgia Controlled Sub
stances Act, O.C.G.A. § 16-13-30,
more specifically, the possession,
distribution, sale, or delivery of
methamphetamine and marijuana.
b. was found in close proximity to
said methamphetamine and
marijuana; or
c. represents proceeds derived or
realized from said violation(s) of the
Georgia Controlled Substances Act.
More specifically, on October 16,
2014, Officer Franklin was operating
laser for speeding violations in unin
corporated DeKalb County, specific
ally in the area of Interstate I-20 E/B
at Candler Road, when he observed
a Chevrolet Camaro traveling in the
H.O.V. Lane at a high rate of speed.
Upon placing the laser dot on the
vehicle, it registered that the vehicle
was traveling 91 mph in a marked 55
mph zone. Upon the driver, later
identified as Dellonte L. Hossley, ob
serving the police presence, He im
mediately merged into the far right
lane and reduced his speed.
However, upon Officer Franklin get
ting behind the vehicle to conduct a
traffic stop, Hossley increased his
speed, and exited at Columbia Drive,
where he then entered back on I-20
W/B towards Candler Road.
Hossley continued to increase his
speed in excess of 100 M.P.H. and
exited the Interstate onto Candler
Road, where the Officer lost visual
due to the Officer assuring the safety
of other drivers and pedestrians in
the area. Immediately after losing
visual, Officer Franklin heard Officer
Hudson over the police radio advise
that he had just observed the Ca
maro strike two (2) vehicles on Cand
ler Road in front of the Shell Gas Sta
tion and then turn right onto H.F.
Sheppard traveling towards South
DeKalb Mall. Upon driving the vehicle
to the rear of the Good Year Tire
Company, Hossley exited the vehicle
and fled on foot. After a short foot
chase ensued, Officer T.C. Johnson
and Sgt. MS Cloudt, of the South
Precinct Net Team, caught and de
tained him on the south end of the
building.
While speaking with Hossley, Officer
Franklin detected a strong odor of
Marijuana about his person and when
He was securing the vehicle, He also
smelled this same strong odor emit
ting from the interior of the vehicle.
Officer Larson and his K-9 respon
ded to the scene and conducted an
open air sniff at which time the K-9
alerted to the presence of illegal
drugs. Upon conducting a search of
the interior of the vehicle, they loc
ated a red and black Nike backpack
on the floorboard of the vehicle be
hind the driver’s seat. Upon search
ing the backpack they located 2.29
ounces of Marijuana packaged in two
(2) large clear plastic bags, a loaded
F.N.H. Handgun, a digital scale and a
Marijuana grinder. Also, there was an
undetermined amount of U.S. Cur
rency, which was bound in rubber
bands, located in the backpack. Fur
ther search of the backpack was a
pink women’s wallet with a Missis
sippi Driver’s License inside the wal
let belonging to a Cynthia Michelle
Jones. Upon searching the trunk of
the vehicle, the Officer located an ad
ditional loaded magazine for the
F.N.H. Handgun. Also in the trunk
was a black leather backpack with a
padlock attached to the zipper. Hoss
ley was questioned about the owner
ship of the bag, at which time he re
sponded, “It's mine, you can look in
it". Upon gaining entry into the bag,
by way of separating the zipper, the
Officers located 140 grams of Crystal
Methamphetamine.
While at the scene conducting this
preliminary investigation, an unidenti
fied witness advised Officer Pearson,
of the South Precinct Net Team, that
a female had also exited the Camaro
with Hossley and that she was stand
ing in front of the Good Year Tire
Company attempting to blend in with
the on lookers. Upon Officer Franklin
returning back to the Camaro, He re
trieved the Mississippi License that
was located in the pink wallet in the
backpack. With that license in hand,
he approached the crowd standing in
front of the Good Year and was able
to identify Jones from the photo on
the license, at which time Jones was
detained. She was in possession of a
pink and black Adidas backpack that
had a very strong odor of Marijuana
emitting from it. The Officer inquired if
there was anything in the backpack
that the Officers needed to be con
cerned with, she replied that there
was a handgun within the backpack.
Upon searching the backpack, they
located a Bersa .380 caliber, a
Marijuana grinder, along with a to
bacco blunt containing less than an
ounce of Marijuana. They also loc
ated an undetermined amount of U.S.
Currency as well, which were bound
in individual stacks by rubber bands.
++Hossley and Jones++ were arres
ted and transported to DeKalb
County Jail. The U.S. currency was
transported to BB&T Bank where it
was counted by an employee and de
termined to be a total of $12,481.00
in USC. The currency was then de
posited in an account at the bank.
Hossley and Jones were charged
with Violation of the Georgia Con
trolled Substances Act. The
methamphetamine and marijuana are
subject to forfeiture pursuant to
O.C.G.A. § 16-1349(d)(1). The cur
rency is subject to forfeiture pursuant
to O.C.G.A. § 16-1349(d)(2) and
(d)(6). The weapons are subject to
forfeiture pursuant to O.C.G.A. § 16-
1349(d)(4).

MDMA; and
c. Approximately less than an ounce
of marijuana; and
d. One thousand seven hundred sev
enty dollars ($1,770.00) in U.S. Cur
rency.
Conduct giving rise to said seizure
was as follows:
Said property:
a. was directly or indirectly used or in
tended for use to facilitate a violation
of the Georgia Controlled Sub
stances Act, O.C.G.A. § 16-13-30,
more specifically, the possession,
distribution, sale, or delivery of Xanax
pills, MDMA and marijuana.
b. was found in close proximity to
said Xanax pills, MDMA, and
marijuana; or
c. represents proceeds derived or
realized from said violation(s) of the
Georgia Controlled Substances Act.
More specifically, on October 22,
2014, Officer Turner was dispatched
to an accident where upon him arriv
ing to the location, He observed the
passenger of vehicle #1, who was
identified as ++Omar Jallow++, walk
into the wood line and retrieve a
black bag and placed it on his
shoulder. Upon the Officer question
ing him on why his bag was in the
woods, Jallow advised that he had
placed it in the woods before the Of
ficer arrived to the scene. Upon be
ing questioned about the contents of
the bag, He advised it contained
marijuana and a handgun that be
longs to his cousin who was on the
way to the scene to get it, but Jallow
suspiciously could not advise the Of
ficer of his cousin’s name. Jallow ad
vised that he had been smoking all
day and he was not sure how much
marijuana was inside the bag. Upon
the Officer looking in the bag, he loc
ated less than an ounce of Marijuana,
which was in a glass jar, a small bag
containing 4.9 grams of MDMA and
13 Xanax pills, which was located in
an unlabeled medicine bottle. The
Detective seized a Glock 27 40
caliber firearm, which was located in
side the black bag, and an undeter
mined amount of USC, which was
located in Jallow’s pockets.
Jallow was arrested and transported
to DeKalb County Jail. The United
States Currency was transported to
BB&T Bank where it was counted by
an employee and determined to be
$1,770.00. The currency was then
deposited in an account at the bank.
Jallow was charged with Violation of
the Georgia Controlled Substances
Act. The Xanax pills, MDMA and
marijuana are subject to forfeiture
pursuant to O.C.G.A. § 16-13-
49(d)(1). The currency is subject to
forfeiture pursuant to O.C.G.A. § 16-
1349(d)(2) and (d)(6).
Pursuant to O.C.G.A. § 16-13-
49(n)(3), any claim to the seized
property must be sent within thirty
days to the seizing law enforcement
agency AND to Assistant District At
torney, Rita B. Lewis, by certified
mail, return receipt requested.
