Pursuant to O.C.G.A. § 16-13-49(n),
you are hereby notified that on Octo
ber 16, 2014, the property described
below was seized at 2741 Candler
Road, DeKalb County, Georgia by
Detective D.A. Fitzgerald of the
DeKalb County Police Department:
a. Approximately 140 grams of
methamphetamine; and
b. Approximately 2.3 ounces of
marijuana; and
c. Three thousand two hundred sev
enty three dollars ($3,273.00) in U.S.
Currency from Dellonte Hossley; and
d. Nine thousand two hundred eight
dollars ($9,208.00) in U.S. Currency
from Cynthia Jones; and
e. F.N.H. with bullets and magazines;
and
f. Bersa .380 with bullets and
magazines; and
g. Digital scale; and
h. (2) Marijuana grinder; and
i. Rubber bands used to bind pro
ceeds in stacks.
Conduct giving rise to said seizure
was as follows:
Said property:
a. was directly or indirectly used or in
tended for use to facilitate a violation
of the Georgia Controlled Sub
stances Act, O.C.G.A. § 16-13-30,
more specifically, the possession,
distribution, sale, or delivery of
methamphetamine and marijuana.
b. was found in close proximity to
said methamphetamine and
marijuana; or
c. represents proceeds derived or
realized from said violation(s) of the
Georgia Controlled Substances Act.
More specifically, on October 16,
2014, Officer Franklin was operating
laser for speeding violations in unin
corporated DeKalb County, specific
ally in the area of Interstate I-20 E/B
at Candler Road, when he observed
a Chevrolet Camaro traveling in the
H.O.V. Lane at a high rate of speed.
Upon placing the laser dot on the
vehicle, it registered that the vehicle
was traveling 91 mph in a marked 55
mph zone. Upon the driver, later
identified as Dellonte L. Hossley, ob
serving the police presence, He im
mediately merged into the far right
lane and reduced his speed.
However, upon Officer Franklin get
ting behind the vehicle to conduct a
traffic stop, Hossley increased his
speed, and exited at Columbia Drive,
where he then entered back on I-20
W/B towards Candler Road.
Hossley continued to increase his
speed in excess of 100 M.P.H. and
exited the Interstate onto Candler
Road, where the Officer lost visual
due to the Officer assuring the safety
of other drivers and pedestrians in
the area. Immediately after losing
visual, Officer Franklin heard Officer
Hudson over the police radio advise
that he had just observed the Ca
maro strike two (2) vehicles on Cand
ler Road in front of the Shell Gas Sta
tion and then turn right onto H.F
Sheppard traveling towards South
DeKalb Mall. Upon driving the vehicle
to the rear of the Good Year Tire
Company, Hossley exited the vehicle
and fled on foot. After a short foot
chase ensued, Officer T.C. Johnson
and Sgt. MS Cloudt, of the South
Precinct Net Team, caught and de
tained him on the south end of the
building.
While speaking with Hossley, Officer
Franklin detected a strong odor of
Marijuana about his person and when
He was securing the vehicle, He also
smelled this same strong odor emit
ting from the interior of the vehicle.
Officer Larson and his K-9 respon
ded to the scene and conducted an
open air sniff at which time the K-9
alerted to the presence of illegal
drugs. Upon conducting a search of
the interior of the vehicle, they loc
ated a red and black Nike backpack
on the floorboard of the vehicle be
hind the driver’s seat. Upon search
ing the backpack they located 2.29
ounces of Marijuana packaged in two
(2) large clear plastic bags, a loaded
F.N.H. Handgun, a digital scale and a
Marijuana grinder. Also, there was an
undetermined amount of U.S. Cur
rency, which was bound in rubber
bands, located in the backpack. Fur
ther search of the backpack was a
pink women’s wallet with a Missis
sippi Driver’s License inside the wal
let belonging to a Cynthia Michelle
Jones. Upon searching the trunk of
the vehicle, the Officer located an ad
ditional loaded magazine for the
F.N.H. Handgun. Also in the trunk
was a black leather backpack with a
padlock attached to the zipper. Hoss
ley was questioned about the owner
ship of the bag, at which time he re
sponded, “It's mine, you can look in
it". Upon gaining entry into the bag,
by way of separating the zipper, the
Officers located 140 grams of Crystal
Methamphetamine.
While at the scene conducting this
preliminary investigation, an unidenti
fied witness advised Officer Pearson,
of the South Precinct Net Team, that
a female had also exited the Camaro
with Hossley and that she was stand
ing in front of the Good Year Tire
Company attempting to blend in with
the on lookers. Upon Officer Franklin
returning back to the Camaro, He re
trieved the Mississippi License that
was located in the pink wallet in the
backpack. With that license in hand,
he approached the crowd standing in
front of the Good Year and was able
to identify Jones from the photo on
the license, at which time Jones was
detained. She was in possession of a
pink and black Adidas backpack that
had a very strong odor of Marijuana
emitting from it. The Officer inquired if
there was anything in the backpack
that the Officers needed to be con
cerned with, she replied that there
was a handgun within the backpack.
Upon searching the backpack, they
located a Bersa .380 caliber, a
Marijuana grinder, along with a to
bacco blunt containing less than an
ounce of Marijuana. They also loc
ated an undetermined amount of U.S.
Currency as well, which were bound
in individual stacks by rubber bands.
++Hossley and Jones++ were arres
ted and transported to DeKalb
County Jail. The U.S. currency was
transported to BB&T Bank where it
was counted by an employee and de
termined to be a total of $12,481.00
in USC. The currency was then de
posited in an account at the bank.
Hossley and Jones were charged
with Violation of the Georgia Con
trolled Substances Act. The
methamphetamine and marijuana are
subject to forfeiture pursuant to
O.C.G.A. § 16-13-49(d)(1). The cur
rency is subject to forfeiture pursuant
to O.C.G.A. § 16-13-49(d)(2) and
(d)(6). The weapons are subject to
forfeiture pursuant to O.C.G.A. § 16-
13-49(d)(4).
Pursuant to O.C.G.A. § 16-13-
49(n)(3), any claim to the seized

Pursuant to O.C.G.A. § 16-13-49(n),
you are hereby notified that on Octo
ber 22, 2014, the property described
below was seized during an investig
ative stop on 285 Southbound,
DeKalb County, Georgia by Detect
ive M.C. Wade of the DeKalb County-
Police Department:
a. Approximately 13 Xanax pills; and
b. Approximately 4.9 grams of
MDMA; and
c. Approximately less than an ounce
of marijuana; and
d. One thousand seven hundred sev
enty dollars ($1,770.00) in U.S. Cur
rency.
Conduct giving rise to said seizure
was as follows:
Said property:
a. was directly or indirectly used or in
tended for use to facilitate a violation
of the Georgia Controlled Sub
stances Act, O.C.G.A. § 16-13-30,
more specifically, the possession,
distribution, sale, or delivery of Xanax
pills, MDMA and marijuana.
b. was found in close proximity to
said Xanax pills, MDMA, and
marijuana; or
c. represents proceeds derived or
realized from said violation(s) of the
Georgia Controlled Substances Act.
More specifically, on October 22,
2014, Officer Turner was dispatched
to an accident where upon him arriv
ing to the location, He observed the
passenger of vehicle #1, who was
identified as ++Omar Jallow++, walk
into the wood line and retrieve a
black bag and placed it on his
shoulder. Upon the Officer question
ing him on why his bag was in the
woods, Jallow advised that he had
placed it in the woods before the Of
ficer arrived to the scene. Upon be
ing questioned about the contents of
the bag, He advised it contained
marijuana and a handgun that be
longs to his cousin who was on the
way to the scene to get it, but Jallow
suspiciously could not advise the Of
ficer of his cousin’s name. Jallow ad
vised that he had been smoking all
day and he was not sure how much
marijuana was inside the bag. Upon
the Officer looking in the bag, he loc
ated less than an ounce of Marijuana,
which was in a glass jar, a small bag
containing 4.9 grams of MDMA and
13 Xanax pills, which was located in
an unlabeled medicine bottle. The
Detective seized a Glock 27 40
caliber firearm, which was located in
side the black bag, and an undeter
mined amount of USC, which was
located in Jallow’s pockets.
Jallow was arrested and transported
to DeKalb County Jail. The United
States Currency was transported to
BB&T Bank where it was counted by
an employee and determined to be
$1,770.00. The currency was then
deposited in an account at the bank.
Jallow was charged with Violation of
the Georgia Controlled Substances
Act. The Xanax pills, MDMA and
marijuana are subject to forfeiture
pursuant to O.C.G.A. § 16-13-
49(d)(1). The currency is subject to
forfeiture pursuant to O.C.G.A. § 16-
13-49(d)(2) and (d)(6).
