A mandatory pre-bid conference and
site visit will be held at 9:00 a.m. on
June 25, 2015 at the Clark Harrison

atur, Georgia 30030. The mandatory
site visit at 1303 Commerce Drive,
Decatur, Georgia 30030 will be held
immediately following the pre-bid
conference. Bidders are required to
attend and participate in both the
mandatory pre-bid conference and
site visit. Bidders shall sign in at the

SCOPE OF SERVICES
The scope of work includes the full
professional architectural and engin
eering services for grease trap and
backflow preventer replacement, re
stroom renovations, roof replace
ment, roof top unit and fan coil re
placement, kitchen hood replace
ment, kitchen equipment replace
ment, distribution system and ex
haust system, controls and instru
mentation, and remediation study. In
addition, the scope also includes fire
life safety as appropriate to perform
the previously listed scope as neces
sary.

you are hereby notified that on March
25, 2015, the property described be
low was seized at during a traffic stop
on I-285 southbound near LaVista
Road, DeKalb County, Georgia by
Sgt. C. Chapeau of the Georgia De
partment of Public Safety as State
Trooper:
1. Approximately 1 pound of
methamphetamine; and
2. Approximately 1 pound of ketam
ine; and
3. 1993 Chevrolet K-1500, VIN#
2GCEK19K3P1156669; and
4. 2009 Nissan Altima, VIN#
1N4AA51E29C836435.
Conduct giving rise to said seizure
was as follows:
Said property:
a. was directly or indirectly used or in
tended for use to facilitate a violation
of the Georgia Controlled Sub
stances Act, O.C.G.A. § 16-13-30,
more specifically, the possession,
distribution, sale, or delivery of
methamphetamine and ketamine.
b. was found in close proximity to
said methamphetamine; or
c. was found in close proximity to ket
amine; or
d. represents proceeds derived or
realized from said violation(s) of the
Georgia Controlled Substances Act.
More specifically, on March 25, 2015
at 4:34 p.m., members of the Geor
gia State Patrol Criminal Interdiction
Unit assisted HIDTA Unit 2 and DEA
Tennessee on an undercover drug
operation in DeKalb County. As the
deal unfolded, Trooper Lipham
stopped the first vehicle that left the
location that was under surveillance.
This vehicle a 2009 Nissan Altima
and driver Christopher Holt were ob
served by undercover agents taking
part in an illegal drug transaction.
Trooper Lipham stopped this vehicle
on Interstate 285 South at mile maker
39 for a window tint violation. Upon
making contact with the driver, he
identified himself as Christopher Holt
by presenting a Georgia Driver Li
cense. Trooper Lipham informed Holt
that he was stopping him for his win
dow tint violation. Trooper Lipham
confirmed the windows were illegally
tinted at 16%. After checking the win
dow tint, Trooper Lipham never di
vulged the observations of the under
cover operation to Mr. Holt. Trooper
Lipham did ask Mr. Holt for consent
to search his vehicle. Mr. Holt re
fused the consent to search. K-9
Tesa was deployed by Trooper M. Al
len. K-9 Tesa alerted to the pres
ence of illegal narcotics in the
vehicle. Trooper Lipham conducted a
probable cause search of the Nissan
Maxima and $2,000.00 in U.S. Cur
rency was found in the center arm
rest. Mr. Holt was placed under ar
rest and placed in the back of the
patrol car as a result of the investiga
tion. Mr. Holt had apparently sold ap
proximately 1 pound of methamphet
amine to another male.
On the same date at approximately
4:34 p.m., Trooper Ennis stopped a
1993 Chevrolet K1500 that was also
suspected in the drug trafficking con
spiracy. This vehicle is the one that
was just left the meeting with the Nis
san Altima. Trooper Ennis made con
tact with the driver identified as
Clifton Burns. Sergeant Chapeau de
ployed his K-9 Chita and received an
alert to the odor of narcotics in the
vehicle. Trooper Ennis conducted a
search and located approximately
one pound of methamphetamine in a
Wendy’s bag on the front seat.
Trooper Ennis placed Burns under ar
rest.
Later on the same date at approxim
ately 8:58 p.m., Sergeant Chapeau
and Trooper Ennis received notifica
tion via radio from the undercover
surveillance team that the main tar
get was leaving from the apartment
complex located at 3341 Chamblee
Tucker Road. Sergeant Chapeau
stopped the 2008 Toyota Tundra with
a Georgia tag of PJP4652 on Inter
state 285 in DeKalb County. Ser
geant Chapeau and Trooper Ennis
immediately placed the driver Jesus
Alfonso Castillo and single occupant
under arrest. He was transported
back to the apartment by Trooper
Munoz.
On the same date at approximately
9:00 p.m., members of HIDTA Unit 2
and DEA Agents executed a search
warrant at the address of 3341
Chamblee Tucker Road, Apartment
3. Upon executing the search war
rant, approximately one pound of ket
amine was found.
++Holt, Castillo and Burns++ were
charged with Violation of the Georgia
Controlled Substances Act. The
methamphetamine and ketamine are
subject to forfeiture pursuant to
O.C.G.A. § 16-13-49(d)(1). The
vehicles are subject to forfeiture pur
suant to O.C.G.A. § 16-1349(d)(2),
(d)(3) and (d)(6).
Pursuant to O.C.G.A. § 16-13-
49(n)(3), any claim to the seized
property must be sent within thirty
days to the seizing law enforcement
agency AND to Assistant District At

More specifically on March 29, 2015,
Detective George, of the DeKalb
County HIDTA Unit, received inform
ation from Officer Lee, of Tucker Pre
cinct, in reference to suspicious drug
activity taking place at 4363 Sas
anqua Court, Tucker. He advised that
concerned citizens have reported that
as much as 50 to 60 cars have been
observed coming there on a daily
basis and the vehicles only stay for a
short period of time, behavior consist
ent with illegal drug sales. In an ef
fort to investigate this matter, the Of
ficer set up surveillance at the loca
tion, at which time he did observe
multiple cars arriving to the location
and staying for a very short time be
fore leaving. Due to this suspicious
behavior, they conducted a traffic
stop on one of the vehicles that was
observed arriving at the location and
leaving a short time later. Upon mak
ing the traffic stop, which was made
immediately after leaving the target
location, they made contact with the
driver and upon conducting a prelim
inary investigation it was determined
that the driver was in possession of
10 Xanax pills and upon being inter
rogated he admitted that he had just
purchased the Xanax from the target
location.
Due to these findings Detective
George began an investigation on the
location, at which time he too noticed
that there were a heavy presence of
vehicle traffic. On April 6, 2015, a
spot check was conducted when they
observed a white 2006 Chrysler 300,
occupied by a male and female, ar
rived to the residence where the
male, who was later identified as Kal-
ic Lee, got out of the car and went in
side the location and returned ap
proximately 2 minutes later, at which
time mobile surveillance was estab
lished. While following the vehicle,
Officer Viar observed Lee was not
wearing his seat belt. Upon a traffic
stop being conducted, preliminary in
vestigations revealed that Lee was in
possession of 4 Xanax Pills.
Based on the complaints, the inform
ation obtained through interrogation
and the 2 take away yielding 2 ar
rests and confiscation of a total of 14
Xanax pills, Detective George was
granted a search warrant for the loca
tion.
On April 15, 2015, the search war
rant was executed. Upon entering the
location, a male subject, carrying two
(2) black bags, was observed fleeing
through the back door. As Detective
George gave pursuit, he observed
the male, who was identified as
Dontarius Graham, throw the bags
over the fence. Graham was de
tained as he attempted to jump the
fence. Inside the location, they made
contact with Lakeisha Yates, Fallon
Bruce, Ayrial Young, Tevin Brown,
Chantz James and Chazton Brown.
They each were detained.
The search yielded: Dontarius Gra
ham to be in possession of 436.2
grams of Marijuana, and 2.6 grams of
Cocaine, which was located inside
the book bags he was observed at
tempting to flee the scene with. Tev
in Brown was found to be in posses
sion of 1.8 grams of Marijuana, which
was located in his jean pocket.
Chantz James and Chazton Brown,
the owners of the location, were in
possession of 2 grams of Cocaine,
located in the kitchen and 21.8 grams
of Marijuana was located in the kit
chen and in James bedroom dresser
drawer.
They seized 2 digital scales located
in the kitchen, a .380 firearm, located
in a purse on the kitchen floor and a
9mm S&W, located in Yates and
Brown’s bedroom. They also seized
an undetermined amount of U.S. Cur
rency located in the front left and
right pocket of Graham, Browns
dresser drawer and in Fallon Bruce’s
purse.
Graham, James and Brown were ar
rested and transported to DeKalb
County Jail. The U.S. currency was
transported to BB&T Bank where it
was counted by an employee and de
termined to be a total of $2,642.00.
The currency was then deposited in
an account at the bank. Graham,
James and Brown were charged with
Violation of the Georgia Controlled
Substances Act. The marijuana and
cocaine are subject to forfeiture pur
suant to O.C.G.A. § 164349(d)(1).
