All prospective bidders are required

Pursuant to O.C.G.A. § 16-13-49(n),
you are hereby notified that on April
15, 2015, the property described be
low was seized at 4363 Sasanqua
Court, DeKalb County, Georgia by
Detective E. J. George of the DeKalb
County Police Department:
1. Approximately 459.8 grams of
marijuana; and
2. Approximately 4.6 grams of co
caine; and
3. Two thousand six hundred forty
two dollars ($2,642.00) in U.S. Cur
rency; and
4. 550 Digital scale; and
5. Digital scale; and

Conduct giving rise to said seizure
was as follows:
Said property:
a. was directly or indirectly used or in
tended for use to facilitate a violation
of the Georgia Controlled Sub
stances Act, O.C.G.A. § 16-13-30,
more specifically, the possession,
distribution, sale, or delivery of
marijuana and cocaine.
b. was found in close proximity to
said marijuana and cocaine; or
c. represents proceeds derived or
realized from said violation(s) of the
Georgia Controlled Substances Act.
More specifically on March 29, 2015,
Detective George, of the DeKalb
County HIDTA Unit, received inform
ation from Officer Lee, of Tucker Pre
cinct, in reference to suspicious drug
activity taking place at 4363 Sas
anqua Court, Tucker. He advised that
concerned citizens have reported that
as much as 50 to 60 cars have been
observed coming there on a daily
basis and the vehicles only stay for a
short period of time, behavior consist
ent with illegal drug sales. In an ef
fort to investigate this matter, the Of
ficer set up surveillance at the loca
tion, at which time he did observe
multiple cars arriving to the location
and staying for a very short time be
fore leaving. Due to this suspicious
behavior, they conducted a traffic
stop on one of the vehicles that was
observed arriving at the location and
leaving a short time later. Upon mak
ing the traffic stop, which was made
immediately after leaving the target
location, they made contact with the
driver and upon conducting a prelim
inary investigation it was determined
that the driver was in possession of
10 Xanax pills and upon being inter
rogated he admitted that he had just
purchased the Xanax from the target
location.
Due to these findings Detective
George began an investigation on the
location, at which time he too noticed
that there were a heavy presence of
vehicle traffic. On April 6, 2015, a
spot check was conducted when they
observed a white 2006 Chrysler 300,
occupied by a male and female, ar
rived to the residence where the
male, who was later identified as Kal-
ic Lee, got out of the car and went in
side the location and returned ap
proximately 2 minutes later, at which
time mobile surveillance was estab
lished. While following the vehicle,
Officer Viar observed Lee was not
wearing his seat belt. Upon a traffic
stop being conducted, preliminary in
vestigations revealed that Lee was in
possession of 4 Xanax Pills.
Based on the complaints, the inform
ation obtained through interrogation
and the 2 take away yielding 2 ar
rests and confiscation of a total of 14
Xanax pills, Detective George was
granted a search warrant for the loca
tion.
On April 15, 2015, the search war
rant was executed. Upon entering the
location, a male subject, carrying two
(2) black bags, was observed fleeing
through the back door. As Detective
George gave pursuit, he observed
the male, who was identified as
Dontarius Graham, throw the bags
over the fence. Graham was de
tained as he attempted to jump the
fence. Inside the location, they made
contact with Lakeisha Yates, Fallon
Bruce, Ayrial Young, Tevin Brown,
Chantz James and Chazton Brown.
They each were detained.
The search yielded: Dontarius Gra
ham to be in possession of 436.2
grams of Marijuana, and 2.6 grams of
Cocaine, which was located inside
the book bags he was observed at
tempting to flee the scene with. Tev
in Brown was found to be in posses
sion of 1.8 grams of Marijuana, which
was located in his jean pocket.
Chantz James and Chazton Brown,
the owners of the location, were in
possession of 2 grams of Cocaine,
located in the kitchen and 21.8 grams
of Marijuana was located in the kit
chen and in James bedroom dresser
drawer.
They seized 2 digital scales located
in the kitchen, a .380 firearm, located
in a purse on the kitchen floor and a
9mm S&W, located in Yates and
Brown’s bedroom. They also seized
an undetermined amount of U.S. Cur
rency located in the front left and
right pocket of Graham, Browns
dresser drawer and in Fallon Bruce’s
purse.
Graham, James and Brown were ar
rested and transported to DeKalb
County Jail. The U.S. currency was
transported to BB&T Bank where it
was counted by an employee and de
termined to be a total of $2,642.00.
The currency was then deposited in
an account at the bank. Graham,
James and Brown were charged with
Violation of the Georgia Controlled
Substances Act. The marijuana and
cocaine are subject to forfeiture pur
suant to O.C.G.A. § 16-13-49(d)(1).
The currency is subject to forfeiture
pursuant to O.C.G.A. § 16-13-
49(d)(2) and (d)(6). The weapons are
subject to forfeiture pursuant to
O.C.G.A. § 16-13-49(d)(4).
Pursuant to O.C.G.A. § 16-13-
49(n)(3), any claim to the seized
property must be sent within thirty
days to the seizing law enforcement

Conduct giving rise to said seizure
was as follows:

tended for use to facilitate a violation
of the Georgia Controlled Sub
stances Act, O.C.G.A. § 16-13-30,
more specifically, the possession,
distribution, sale, or delivery of
methamphetamine.
b. was found in close proximity to
said methamphetamine; or
c. represents proceeds derived or
realized from said violation(s) of the
Georgia Controlled Substances Act.
More specifically, on April 9, 2015,
while patrolling in unincorporated
DeKalb County, specifically in the
area of I-285 East near Peachtree In
dustrial Blvd., Doraville Police Officer
Viar of the DeKalb County K-9 Unit
observed a silver Chevrolet Cobalt
make 3 lane changes without using
proper signals. Due to these infrac
tions, he conducted a traffic stop on
the vehicle. Upon making contact
with the driver, who was identified as
Brooke Harrington, he advised her of
the reason for the stop, at which time
she advised him that she did signal
each time. She then cut the signal on
in from of him, at which time Officer
Viar advised her that either she did
not properly signal while driving or
her tail light was inoperable. She re
quested to check her tail light, at
which time she realized that it was in
fact inoperable. Upon the Officer
checking her license on NCIC, it
showed that she was currently on
probation. Upon the Officer inquiring
about the probation, she became
nervous and advised she was on pro
bation for theft and Methamphetam
ine. Due to her suspicious behavior,
Officer Viar asked for consent to
search her vehicle for illegal narcot
ics, at which time she stated “No”.
Upon deploying his K-9 to conduct an
open air sniff of the exterior of the
vehicle, the K-9 alerted to the pres
ence of illegal narcotics near the
driver’s side door. Due to this alert,
an interior K-9 open air sniff was con
ducted, which alerted to the front
passenger seat floor board and the
back seat console area. Det. Viar
then conducted a search of interior of
the vehicle and located a Marshal’s
shopping bag on the front seat pas
senger floorboard which contained 1
pound of Methamphetamine in a
clear plastic container under some fe
male undergarments. Det. Crews of
the DeKalb County Narcotics Unit re
sponded to the scene to take over
the investigation. He seized an un
determined amount of U.S. Currency,
which was located in Harrington’s
purse.
Harrington was arrested and trans
ported to DeKalb County Jail. The
U.S. currency was transported to
BB&T Bank where it was counted by
an employee and determined to be
$1,208.00. The currency was then
deposited in an account at the bank.
Harrington was charged with Viola
tion of the Georgia Controlled Sub
stances Act. The methamphetamine
is subject to forfeiture pursuant to
O.C.G.A. § 16-13-49(d)(1). The cur
rency is subject to forfeiture pursuant
to O.C.G.A. § 16-13-49(d)(2) and
(d)(6). The vehicle is subject to for
feiture pursuant to O.C.G.A. § 16-13-
49(d)(2), (d)(3) and (d)(6).

on Wesley Chapel Road and
Snapfinger Road, DeKalb County,
Georgia by Investigator R. A. Bell of
the DeKalb County Sheriff’s Office:
1. Approximately 11.15 kilograms of
methamphetamine; and
2. Nine hundred eighty five dollars
($985.00) in U.S. Currency; and
3. 2003 Ford Expedition, VIN# 1FM-
RU17L33LA48849.
Conduct giving rise to said seizure
was as follows:
Said property:
a. was directly or indirectly used or in
tended for use to facilitate a violation
of the Georgia Controlled Sub
stances Act, O.C.G.A. § 16-13-30,
more specifically, the possession,
distribution, sale, or delivery of
methamphetamine.
b. was found in close proximity to
said methamphetamine; or
c. represents proceeds derived or
realized from said violation(s) of the
Georgia Controlled Substances Act.
More specifically, on April 17, 2015,
while patrolling unincorporated
DeKalb County, specifically in the
area of Wesley Chapel Rd and
Snapfinger Rd, Officer B. Orange #
7789, of the Georgia Department of
Public Safety, observed a blue Ford
Expedition make an improper left
turn. Upon conducting a traffic stop,
Officer Orange made contact with the
driver, who was later identified as,
Raul Quezada-Castanda, and ad
vised him of the reason for the traffic
stop. Upon requesting his driver’s li
cense, Quezada-Castanda presen
ted the Officer with a Mexican ID card
in the name of Juan Jose Mendoza-
Chipres, but it did not contain a DOB.
He gave the Officer his DOB, and
upon running the information on
NCIC, it showed he was not licensed.
He was taken into custody for operat
ing a vehicle with no valid license.
Upon him being taken into custody,
Officer Orange conducted an invent
ory search of the vehicle, incident to
arrest, and observed 2 car batteries
on the back seat floor board. Due to
this being a method of transporting il
legal drugs, the Officer inspected the
batteries and discovered that the bat
teries had been resealed and had no
acid or water inside of them, which is
what batteries contain. Due to this
suspicious discovery, Georgia State
Trooper K-9 Officer Ennis responded
to the location. An open air sniff of
the exterior of the vehicle was con
ducted, which alerted to the rear of
the vehicle. Upon the K-9 conducting
the sniff of the interior of the vehicle,
the K-9 alerted to the two (2) car bat
teries and upon opening them, they
located 12 black packages (6 in each
battery) that contained a total of
11.15 kilograms of methamphetam
ine.
Upon this discovery, DeKalb County
Sheriff Office Investigator Bell and
Detective George, of the DeKalb
County HIDTA Unit, responded to the
scene. An undetermined amount of
U.S. Currency was seized from Raul
Quezada-Castanda, which was loc
ated inside of the batteries.
Raul Quezada-Castanda was arres
ted and transported to DeKalb
County Jail. The U.S. currency was
transported to BB&T Bank where it
was counted by an employee and de
termined to be $985.00. The cur
rency was then deposited in an ac
count at the bank.
Quezada-Castanda was charged with
Violation of the Georgia Controlled
Substances Act. The methamphet
amine is subject to forfeiture pursu
ant to O.C.G.A. § 16-13-49(d)(1). The
currency is subject to forfeiture pursu
ant to O.C.G.A. § 16-13-49(d)(2) and
(d)(6). The vehicle is subject to for
feiture pursuant to O.C.G.A. § 16-13-
49(d)(2), (d)(3) and (d)(6).

Conduct giving rise to said seizure
was as follows:
Said property:
a. was directly or indirectly used or in
tended for use to facilitate a violation
of the Georgia Controlled Sub
stances Act, O.C.G.A. § 16-13-30,
more specifically, the possession,
distribution, sale, or delivery of oxy
codone pills, Percocet pills, and
marijuana.
b. was found in close proximity to
said oxycodone pills, Percocet pills,
and marijuana; or
c. represents proceeds derived or
realized from said violation(s) of the
Georgia Controlled Substances Act.
More specifically, on April 16, 2015,
Officer S. R. Batchelder, while
patrolling the area of unincorporated
DeKalb County, specifically in the
area Southbound of Interstate 285
near Highway 78, observed a silver
2004 Chevrolet Malibu, traveling at a
high rate of speed. The lane the
Malibu was traveling in became an
exit only lane to enter Highway 78
eastbound, at which time, the Malibu
quickly cut across the Highway 78
lane, over the gore separating Inter
state 285 southbound and Highway
78 eastbound, and merged into the
very outside lane of travel for Inter
state 285 southbound. The driver of
the Malibu failed to utilize its turn sig
nal while improperly changing lanes.
Officer Batchelder continued to travel
behind the Malibu where she attemp
ted to initiate a traffic stop. The
Malibu was traveling at such a high
rate of speed and changing lanes er
ratically, she was unable to catch up
to the vehicle until the vehicle was
approaching the Memorial Drive exit.
It was at this point; Officer Batcheld
er activated her emergency equip
ment and initiated a traffic stop on the
vehicle.
As Officer Batchelder was exiting her
vehicle, she observed the back seat
passenger light a cigarette and as
she approached the Malibu, she
could see the driver moving around in
his seat, appearing as if he was
searching for something. Upon Of
ficer Batchelder making contact with
the driver, who was identified as
Christopher Hamlett, she advised the
driver the reason for the traffic stop
and inquired why he was driving so
erratically. The driver stated he was
in a rush to get home because he
had to take his girlfriend to work. Of
ficer Batchelder asked Hamlett for his
driver’s license as well as identifica
tion from all occupants of the vehicle.
Hamlett stated he did not have his
driver’s license on his person and
