The Housing Authority of the City of
Decatur, GA will receive proposals to
provide ++Apartment Cleaning Ser-
vices++ for a one (1) year contract
period with (4) 1 year optional renew
als.
Proposals will be received until 5:00
p.m., local standard time, on Friday,
the 6th day of May, 2016 at the main
office of The Housing Authority of the
City of Decatur, GA 750 Commerce
Drive, Suite 110, Decatur, GA 30030.
Proposals submitted by mail should
be addressed to the Housing Author

marked as “Apartment Cleaning”
with the proposer’s name, and the

The Housing Authority of the City of
Decatur, GA, reserves the right to re
ject any or all proposals and to waive
any irregularities or informalities in
the proposals. No proposals may be
withdrawn for a period of sixty (60)
days subsequent to the receipt of the
proposal without the consent of the
Housing Authority. The Contractor
understands and agrees that the con
tractor shall not pay less than the
prevailing wage rates in the locality to
all laborers employed on the work.
The Contractors submitting pro
posals or being considered for this
project shall be licensed to per
form such work by the State of GA
in which the work is to be per
formed, and shall submit evidence
of such license before his propos
al may be opened or considered.
All contractors will be required to
comply with the Section 3 equal em
ployment requirements of the Feder
al Government. All contractors will be
required to provide their E-Verifica-
tion number.

The City of Decatur will receive
sealed bids for the ++Decatur Side
walk, Trail and Crosswalk Improve
ments,++ Decatur, Georgia 30030,
until 2:00 P.M. on Thursday, May
12, 2016, in the City Commission
Room at Decatur City Hall, 509 North
McDonough Street, Decatur, Geor
gia, 30030, at which time and place
all bids will be publicly opened and
read aloud. This work includes select
ive demolition, soil erosion control,
and construction of special cross
walks in downtown Decatur, a neigh
borhood sidewalk and a neighbor

Bond executed by the Bidder and ac
ceptable in an amount equal to five
percent (5%) of the estimated cost of
construction shall be submitted with
each bid. The successful bidder will
be required to furnish and pay for
Satisfactory Performance and Pay
ment Bond or Bonds.
The Contractor must ensure that em
ployees and applicants for employ
ment are not discriminated against
because of their gender, race, color,
genetic information, religion, national
origin, political affiliation, age, handi
capped status, sexual orientation,
sexual preference, or gender identity
and expression.
Proposals will be considered only
from experienced and well-equipped
contractors. Prior to beginning con
struction, the successful bidder will

EVALUATION CRITERIA
Design/Build proposals shall be eval
uated using a two-step process.
Factors to be considered in the pro
posal evaluation include: qualifica
tions of the professional staff, experi
ence on similar projects, schedule
and cost performance on past con
tracts, subcontractor qualifications,
and references for similar contracts.
The second part of the evaluation will
be to evaluate the design-build
project approach, schedule and the
ability to meet the proposed timeline
and price proposal.
BONDING REQUIREMENTS
A Bid Bond equal to 10% of the Cost
Proposal amount shall be submitted
with the proposal. A 100% Payment
Bond and 100% Contract Perform
ance Bond shall be required at time
of signing of contracts. The success
ful proposer shall also be required to
provide insurance in the amounts de
scribed in the RFP.
The County reserves the right to re
tain all proposals submitted and use
any idea(s) in a proposal regardless
of whether that proposal is selected.
The County shall reserve the option
to reject any or all proposals, in
whole or part, or to select any pro
poser to complete the described
Work and to waive technicalities and
informalities. Award of the Contract
shall not be solely based on low
price, but also on quality, references
and other criteria as the County may
deem necessary and as the County
may determine at its sole discretion.
The Design-Build proposer expressly
understands that his proposal may be
rejected by the County for any reas
on without liability on part of the
County.
