10:00 am. Bidders must attend this
pre-bid conference in order for their
submittal to be considered. A site vis
it will occur after the meeting for
those interested.
The scope of the work includes side
walks, milling and repaving of streets,
crosswalks, new curbs, drainage
structures, handicap ramps, roadway
striping, and coordination with CSX
Railroad. The contract, if awarded,
will be on a lump sum basis. No bid
may be withdrawn for a period of one
hundred and twenty (120) days after
time has been called on the date of
opening. Bids must be accompanied
by a bid bond in an amount not less
than 5% of the base bid. A100% per
formance bond and a 110% payment
bond will be required by of the suc
cessful bidder in the combined
amount equal to 210% of the con
tract price.

Attention is called to the fact that this
project is funded through the U.S.
Department of Transportation. All bid
ders must be pre-qualified with the
Georgia Department of Transporta
tion if bid amount exceeds
$2,000,000. Bidders submitting bids
$2,000,000 or less shall be prequali
fied or registered subcontractors with
GDOT. The contractor must ensure
that all employees and applicants for
employment are not discriminated

Request for Proposals (RFP)
The Housing Authority of the City of
Decatur, Georgia (hereinafter re
ferred to as “DHA”) will accept com
petitive proposals from an experi
enced consulting firm to conduct a
++Utility Allowance Study++ for
DHA’s varied housing as follows:
1. DHA seeks competitive proposals
for an experienced consulting firm to
conduct a Utility Allowance Study for
its Housing Choice Voucher Program.
Utility allowances will be determined
using an engineering-based method
ology, normal patterns of consump
tion, current utility rates and charges,
and will be developed in accordance
with 24 CFR Part 982.517, HUD
Guidebook 7420.10G, and all applic
able federal, state and local laws and
regulations. Utility Allowances must
be provided on the required Form
HUD-52667.
2. DHA seeks competitive proposals
for an experienced consulting firm to
conduct a Utility Allowance Study for
its Project-Based Section 8. Utility al
lowances will be determined using an

DHA desires to issue an initial con
tract for a one (1) year period with op
tions to renew for four (4) additional
one-year terms. The total duration of
this contract, including all options,
shall not exceed five years.
