NOTICE IS HEREBY GIVEN that the
City of Tucker, Georgia (the “City”),
will conduct a public hearing concern
ing the approval of the proposed is
suance by the Public Finance Author
ity (the “Authority”), a commission
created pursuant to Sections
66.0301, 66.0303 and 66.0304 of the
Wisconsin Statutes, of its ++Charter
School Revenue Bonds (Globe
Academy Project)++, Series 2016
(the "Bonds”) to facilitate the finan
cing or refinancing of the Project
(defined below), in an aggregate prin
cipal amount not to exceed
$20,000,000. The Bonds may be is
sued in one or more series. The
Bonds are expected to be issued pur
suant to Section 66.0304 of the Wis
consin Statutes, as amended, by the
Authority and the proceeds from the
sale of the Bonds will be loaned to
Globe Academy Building Corporation,
a Georgia nonprofit corporation (the
“Borrower”), for the following pur
poses: (a) financing or refinancing
the acquisition, construction, installa
tion and equipping of certain educa
tional facilities of the Borrower (the
“Facilities”); (b) funding any required
reserve funds for the Bonds; (c) fund
ing any required capitalized interest
on the Bonds; and (d) paying the
costs of issuance of the Bonds ((a)
through (d) collectively, the “Project”).
The Facilities will be owned by the
Borrower and leased to Globe
Academy, Inc., a Georgia nonprofit
corporation and organization de
scribed in Section 501(c)(3) of the In
ternal Revenue Code, for use and
operation as a public charter school.
The Facilities will be located at 2300
Northlake Center Drive, Tucker,
Georgia 30084, in the City of Tucker
and DeKalb County, Georgia.
The Bonds will be the special limited
obligation of the Authority payable by
the Authority solely from funds paid
by the Borrower and shall be se
cured by collateral furnished or
caused to be furnished by the Bor
rower. The Bonds will not constitute
an indebtedness or obligation of the
City of Tucker, Georgia, DeKalb
County, Georgia, the State of Geor
gia, or any county, municipal corpora
tion or political subdivision thereof.
The Bonds will not constitute a debt
or liability of any member of the Au
thority, the State of Wisconsin or any
political subdivision or agency there
of. The Bonds will not be paid from
taxes.
The public hearing is being held for
the purpose of providing a reason
able opportunity for interested indi
viduals to express their views, both
orally and in writing, on the proposed
issuance of the Bonds and the finan
cing of the Project. This notice is in
tended to comply with the public no
tice requirements of Section 147(f) of
the Internal Revenue Code, and Sec
tion 66.0304(11 )(a) of the Wisconsin
Statutes. All interested parties are in

on the 8th day of November, 2016,
an election will be held in conjunc
tion with the General Election for
the purpose of submitting to the
qualified voters of the proposed
City of Stonecrest within DeKalb
County, and excluding all other
voters within the County beyond
the proposed boundaries, the
question of whether to incorpor
ate the City of Stonecrest in
DeKalb County under the provi
sions of the Georgia General As
sembly’s Senate Bill 208, Act 328.
The ballots to be used at said elec

to vote in this special election is Oc
tober 11, 2016. The special referen
dum will be held in all the regular
polling precincts and election dis
tricts of DeKalb County, Georgia with
in the boundaries of the proposed in
corporated City of Stonecrest. The
polls will open at 7:00 AM and close
at 7:00 PM.
Those residents qualified to vote
at said election shall be determ
ined in all respects in accordance
with the election laws of the State
of Georgia.

DeKalb County, at which time there

voters of DeKalb County for their de

or not to amend the homestead ex
emption pursuant to the Act 264,
House Bill 596.
The ballots to be used at such elec

which amends the homestead ex
emption from DeKalb County ad
valorem taxes for county purposes in
an amount equal to the amount by
which the current year assessed
value of a homestead exceeds the
base year assessed value of such
homestead by extending the time lim
itation on such exemption?”
All persons desiring to vote for ap
proval of the Act shall vote "Yes," and
all persons desiring to vote for rejec
tion of the Act shall vote "No." If more
than one-half of the votes cast on
such question are for approval of the
Act, Section 1 of this Act shall be
come of full force and effect on Janu
ary 1,2017, and shall apply to all tax
able years beginning on or after that
date.
If the Act is not so approved or if the
General Assembly does not enact an
equalized homestead option sales
and use tax in its 2015-2016 biennial
session, Section 1 of this Act shall
not become effective and this Act
shall be automatically repealed on
the first day of January immediately
following such election date.

Summary

purposes. It amends Article VIII, Sec
tion V of the Georgia Constitution by
adding a new Paragraph VIII.

This proposal authorizes the General

penalties for various criminal sexual
exploitation offenses and assess
ments on adult entertainment estab
lishments and to dedicate revenue
derived therefrom to the Safe Harbor
for Sexually Exploited Children Fund
for the purpose of providing care and
rehabilitative and social services to
sexually exploited persons. It amends
Article III, Section IX, Paragraph VI of
the Georgia Constitution.

This proposal abolishes the existing
Judicial Qualifications Commission
and requires the General Assembly
to replace it with a new Judicial Quali
fications Commission and provide for
the composition, manner of appoint
ment, governance, powers and du
ties, procedures, and open meetings
of such reformed commission, with
such commission having the power to
discipline, remove, and cause invol
untary retirement of judges as
provided in the Constitution, and for
Supreme Court review of the com
mission's opinions and procedures. It
amends Article VI, Section VII, Para
graph VI and Article VI, Section VII,
Paragraph VII of the Georgia Consti
tution.

ments required to be made to the Au
thority under the Lease Agreement.
The Authority will grant the Company
an option to purchase the Project
