YOU ARE HEREBY NOTIFIED that
on the 8th day of November, 2016,
an election will be held in conjunc
tion with the General Election for
the purpose of submitting to the
qualified voters of the proposed
City of Stonecrest within DeKalb
County, and excluding all other
voters within the County beyond
the proposed boundaries, the
question of whether to incorpor
ate the City of Stonecrest in
DeKalb County under the provi
sions of the Georgia General As
sembly’s Senate Bill 208, Act 328.
The ballots to be used at said elec
tion shall have written or printed
thereon substantially the follow

the City of Stonecrest in DeKalb
County according to the charter con
tained in the Act and the homestead
exemptions described in the Act be

tober 11, 2016. The special referen
dum will be held in all the regular
polling precincts and election dis
tricts of DeKalb County, Georgia with
in the boundaries of the proposed in
corporated City of Stonecrest. The
polls will open at 7:00 AM and close
at 7:00 PM.
Those residents qualified to vote
at said election shall be determ

with the election laws of the State
of Georgia.

SPECIAL ELECTION
NOTICE IS HEREBY GIVEN that on
November 8,2016, an election will be
held in all of the election districts of
DeKalb County, at which time there
will be submitted to the qualified
voters of DeKalb County for their de
termination the question of whether
or not to amend the homestead ex
emption pursuant to the Act 264,
House Bill 596.
The ballots to be used at such elec
tion shall have written or printed
thereon substantially the following:
0 YES
( ) NO “Shall the Act be approved
which amends the homestead ex
emption from DeKalb County ad
valorem taxes for county purposes in
an amount equal to the amount by
which the current year assessed
value of a homestead exceeds the
base year assessed value of such
homestead by extending the time lim
itation on such exemption?”
All persons desiring to vote for ap
proval of the Act shall vote "Yes," and
all persons desiring to vote for rejec
tion of the Act shall vote "No." If more
than one-half of the votes cast on
such question are for approval of the
Act, Section 1 of this Act shall be
come of full force and effect on Janu
ary 1,2017, and shall apply to all tax
able years beginning on or after that
date.
If the Act is not so approved or if the
General Assembly does not enact an
equalized homestead option sales
and use tax in its 2015-2016 biennial
session, Section 1 of this Act shall
not become effective and this Act
shall be automatically repealed on
the first day of January immediately
following such election date.

Thursday, November 10, 2016 at the
Center for Pan Asian Community
Services (CPACS), 3510 Shallow-
ford Road NE, Atlanta, Georgia
30341, the Georgia Department of
Transportation will hold a Public In
formation Open House concerning
the project listed above.
This project proposes to upgrade ex
isting or add new sidewalks to meet
Americans with Disability Act stand
ards, add a raised median in the ex
isting two way left turn lane from Af-
ton Lane to Clairmont Terrace, and
add pedestrian lighting. In addition,
multiple pedestrian hybrid beacons
are proposed along with the mid
block pedestrian refuge/crossing is
lands. The project is located on State
Route (SR) 13/Buford Highway from
Afton Lane to Shallowford Terrace.
The purpose of this Location and
Design Public Information Open
House is to provide the public with an
opportunity to view the project, ask
questions, and comment on the
project.
The October 23rd Open House will
be held from 4:00 p.m. to 8:00 p.m.
and the November 10th Open House
will be held from 4:00 p.m. to 8:00
p.m. The Open House meetings will
be informal, and the public is invited
to attend anytime during these hours.
There will be no formal presentation.
A court reporter will be available to al
low the public an opportunity to make
verbal comments about the project.

Summary
This proposal authorizes the General
Assembly to provide for the creation
of an Opportunity School District and
authorizes the state to assume the

secondary schools, including the
power to receive, control, and ex
pend appropriated funds for such
purposes. It amends Article VIII, Sec
tion V of the Georgia Constitution by
adding a new Paragraph VIII.

Summary
This proposal authorizes the General
Assembly to provide for additional
penalties for various criminal sexual
exploitation offenses and assess
ments on adult entertainment estab
lishments and to dedicate revenue
derived therefrom to the Safe Harbor
for Sexually Exploited Children Fund
for the purpose of providing care and
rehabilitative and social services to
sexually exploited persons. It amends
Article III, Section IX, Paragraph VI of
the Georgia Constitution.
