HOMEOWNERS
TO RECEIVE
TAX CUTS

DeKalb County officials are
reporting DeKalb homeowners
will receive approximately $660
million in property tax cuts
over the next six years.
The tax cuts will be
approximately $110 million
annually, thanks to the
Equalized Homestead Option
Sales Tax (EHOST) and Special
Purpose Local Option Sales
Tax (SPLOST) passing in
November 2017.
In DeKalb County, EHOST
will discontinue using funding
for capital purposes. Each
year, 100 percent of the tax
revenue must be used to
reduce property taxes for
homeowners. EHOST also
applies the revenue to reduce
countywide millage rates.
DeKalb County CEO
Michael Thurmond said the
next six years will be important
for the county
“This is a rare moment in
local governance,” Thurmond
said. “We are experiencing
a harmonic convergence in
DeKalb: property values are
rising, homeowner taxes are
decreasing and the county
is poised to make critical
investments that will improve
our roads, streets, public safety
and other infrastructure.”
According to county
officials, DeKalb’s tax digest
has grown over the last year.
In 2017, the total tax digest
was $28.3 billion compared
to $31.3 billion this year—a
difference of 10.7 percent.
County officials provided
an estimated tax bill
comparison for homeowners
with an appraised home value
of $250,000.
Homeowners in Decatur
have one of the largest
estimated tax cuts. Decatur
homeowners paid an estimated
$530 in county taxes in 2017
compared to an estimated $180
this year.
Homeowners in
unincorporated Stonecrest and
Tucker will pay an estimated
$974 in tax this year compared
to $ 1,103 last year. The 11.7
percent estimated difference
is the smallest difference from
year to year of any city in
DeKalb.
DeKalb’s SPLOST is also
expected to generate $388
million over the next six years
for capital improvements in
unincorporated areas of the
county
According to the resolution,
DeKalb must spend 85
percent of SPLOST funding
on transportation and public
safety projects.
Planned updates to
transportation and public
safety include resurfacing more
than 300 miles of roads in poor
condition, purchasing new
police and fire rapid-response
vehicles and replacing and
repairing 29 fire stations.

NOTICE OF PUBLIC HEARING
The Mayor and City Council of the City of Chamblee, Georgia will hold a public
hearing on Thursday, July 12, 2018 at the Chamblee Civic Center, 3540 Broad Street,
Chamblee, GA 30341 at 6:00 p.m. to receive public comments regarding the following
matters:
•PZ2018-293: Applicant: Warren S. Jolly, The Providence Group of Georgia,
LLC; Owner: Danielle A. Edwards, 1961 Fifth Street, LLC requests approval of a
Development of Community Impact along with an associated variance to allow for the
development of 39 single-family townhouse units, from the City of Chamblee Code of
Ordinances, Appendix A, Unified Development Ordinance, Section 240-13(f) to allow
less than five feet of separation between the end of a townhome unit and any internal
adjacent sidewalk. The property is located at 4041 Clairmont Rd, 4047 Clairmont
Rd, 1938 Sixth Street, 1962 Sixth Street, and 1961 Fifth Street, DeKalb County tax
parcels 18 279 05 001, 18 279 05 002, 18 279 05 003, 18 279 05 011, and 18 279 05
010 and zoned Neighborhood Commercial 2.
•PZ2018-294: Applicant: Kyle Sharpe, LeCraw Engineering, INC; Owner:
Paul Millsap Enterprises, LLC requests a rezoning from Industrial Transitional to
Industrial Transitional to amend conditions of approval. The Applicant also requests
two variances for existing fencing in the front yard, from the City of Chamblee Code
of Ordinances, Appendix A, Unified Development Ordinance, Section 230-6(c)(1)
(a) to allow fencing taller than four feet to be located in the front yard; and Section
230-6(c)(1)(b) to allow chain link fencing to be located in the front yard. The property
is located at 2050 Will Ross Ct, DeKalb County tax parcel 18 308 02 022 and zoned
Industrial Transitional.
•PZ2018-295: Applicant: Taylor Smith, Terminus Commercial Real Estate
Partners, LLC; Owner: 5370 Eugenia’s, LLC requests approval of multiple variances,
to allow for the redevelopment of two buildings, from the City of Chamblee Code of
Ordinances, Appendix A, Unified Development Ordinance, Section 230-1 to exceed
80% impervious surface on site; Section 230-1 to allow less than 20% of open space
to be provided on site; Section 230-9(f) to vary from the sustainability measures;
Section 230-26(e) to vary the landscape zone requirements; Section 230-26(f) to vary
the sidewalk clear zone requirements; Section 230-26(g) to vary the supplemental
zone requirements; Section 230-27(a)(2) to allow less than 65% fenestration on
both buildings; Section 230-27(c) to allow the fagade to measure less than 18 feet in
height; Section 230-27(e) to allow a building to not have a heat-reflective roof; Section
230-29 to allow the floor-to-ceiling height to be less than 18 feet; Section 250-2 to
reduce the number of parking spaces being provided; Section 250-20 to not provide
off-street loading; Section 260-9(a)(3) to allow a wall sign to exceed 200 square feet;
and Section 260-9(a)(4) to allow more than one wall sign on a single facade. The
property is located at 5368 and 5370 Peachtree Rd, DeKalb County tax parcel 18 299
16 007 and 18 299 16 011 and zoned Village Commercial.
