The house of representatives has, by
a vote of 15S to 141, rejected the senate
amendment to increase the president's
salary to $100,000 a year. It has also
rejected the senate amendment to increase
the speaker's salary to $15,000
per year. The vote was 154 to 144.
Annuities for Government Employes:
Representative Gillett, of Massachusetts,
has introduced in the house of representatives
a bill for the retirement of the
employes under the classified service. *

committee on civil service reform, of
which Mr. Gillett is chairman. The bill
pprovides that beginning with July 1,
next, "there shall be deducted from the
monthly salaries of employes in the classified
civil service an amount, computed
to the nearest tenth of a dollar that shall
be sufficient, with interest thereon at
three and one-half per cent a year, compounded
annually, to purchase from the
United States an annuity, payable in
quarterly installments throughout life for
every employe on arrival at the age of
retirement. This deduction would be
equal to one and one-half per cent of his
annual salary for every full year of service
or major fraction thereof between
the date of passage of this act and the
arrival of the employe at the age of retirement.
The Fleet Home Again: With homeward
bound pennants streaming far behind
them, twenty-eight bands playing
"'The Star Spangled Banner" and saluting
cannon roaring tribute to the president
of the United States, the battleship
fleet of the American navy ended its
world's cruise at Old Point Comfort, Va.,
on February 22, after steaming in review
of the president, whose eagle crested flag
of blue was at the main mast of the
cruiser yacht Mayflower. The* sixteen
white battleships finally cast anchor in
the same fairway of Hampton Roads,
whence they started fourteen months ago
on the notable journey of 45,000 miles.
The joy of their home-coming was written
upon the face of every blue jacket
and every officer on board the sixteen
ships.
Composers to Be Protected: The senate
and house committees on finance
have reached an agreement on the canned
music section of the copyright bill
along the lines of the Currier bill, which
passed the house. Senator Smoot has
introduced the bill and he wishes to have
It passed right away,.so the measure will
become a law at the present session. The
provision for the protection of the composers
of music provides that they shall
receive a royalty of two cents for each
manufactured disc for reproduction in
any mechanical device. The building up
of a monopoly is prevented by a clause
providing that if reproduction Is permitted
by the composer any concern may
