13. Overture from Itov. J. M. Ilolladny,
Rev. S. A. King. I). D., nnd Rev. E. M.
t.reen, D. 1).. asking the Assembly to send
down to the Presbyteries the following amend
mont to our Korm of Church Government,
with the recommendation that It he adopted:
Add to Chapter V, Section 1, paragraph 5S.
the following. "Except that the expenses of
Commissioners to the General Assembly shall
he paid out of the treasury of the General
Assembly," making the whole paragraph read
as follows:
58,?VII, The expenses of Ministers and
Ituling Kldcrs in their attendance on the
Courts shall be defrayed by the bodies which
they respectively represent, except thnt the
expenses of commissioners to the General
Assembly shall be paid out of the trensury of
the. General Assembly.
Answer:' Your Committee recommends that
the Assembly answer the overture In the
affirmative, and send down the proposed
amendment to the l'resbyteries for their approval.
14. In regard to the proposed amendment
to the Book of Church Order, Chapter 13,
Section 4, sent down by the last Assembly
to the Presbyteries with a recommendation
thnt they adopt it. your Committee reports
that answers have been received from seventysix
Presbyteries nnd that seventy-four of
them have adopted the amendment as proposed.
Y'our Committee therefore recom- .
mends that the amendment be enacted.
15. In regnrd to the question sent down to
the Presbyteries by the Inst Assembly, "Shall
any change be made to Confession of Faith,
Chap. 10, Sec. 31'' Y'our Committee reports

in the negative and forty-four in the affirmative;
that a number of which answer in the
affirmative send up overtures as to what the
change shall tie; and that these suggestions
are varied and diverse.
Your Committee therefore recommends that
an ad interim Committee lie appointed to digest
these overtures and report to the next
Assembly as to what change shall be made,
and that all the Presbyteries be requested to
communicate to the ad Interim Committee
their views on this subject.
16. The Presbytery of Harmony respectfully
overtures the General Assembly for its
advice upon the following subject:
When n Minister after being divested of his
office, without censure, as provided In par.
2<?5. Hook of Church Order, asks to be reinstated
in the ministerial office, is it necessary
that he be re-examined and ordained as
though he had never been a minister, or may
he be reinstated by a simple resolution of the
Presbytery?
Answer: In the judgment of the Assembly,
It is necessary that such a person be reexamined
and ordained.
18. The Presbytery of Wilmington overtures
the General Assembly to give a categorical
answer to the following question;
Id the light of our Book of Church Order,
Chap. 5, Sec. Ill, paragraph 9, when a church
Session convenes and prayer is offered, is it
correct to say the Session was constituted
with prayer?
Answer: It is not correct. The proper expression
Is that used in the book (loc. cit.):
the Session was "opened" with prayer.
The report on Ministerial Education
and Relief was considered and Secretary
H. H. Sweets, addressed the Assembly.
A report on Systematic Bepeficlence,
was made by Rev. D. N. Yarbro. The
report was docketed.
The following resolution was adopted:
"That it is the opinion of this Assembly
mai no mierior court can taae any action
that is not subject to the review or redress
of the higher court. That this
Assembly further instructs all lower
courts to take no action that will tend to
lessen the Church's direct control and
ownership of all its educational institutions.

PRESBYTERIAN OF THE SOUT
The commission on the complaint of
W. H. Sorev, and J. B. Ix>ng, against the
Presbytery of Eastern Texas, reported
that the complaint -was sustained.
The committee on the records of the
Synod of Georgia, recommended their
approval, which was adopted.
Permission was given to all who wished
to do so, to sign the dissent from the
action appealing to the government in
behalf of our missionaries in Africa.
The following committee was appointed
to consider the papers on authority of
Church courts and its educational institutions:

Dr. Wells of the Special Committee on
the enacting power of the Assembly,
offered a report which was adopted
Mr. H. A. Chambers, offered a resolution,
authorizing the publication of a portion
of Dr. R. A. Webbs' address; adopted.
Rev. R. O. Flinn, read the report of
the Special Committee on Evangelism.
Kev. A. J. McKelway, one of the delegates
to the Church Federation in America,
delivered an address. The Assembly
thanked Dr. McKelway and .gave
aim autnority to collect the Assembly's
apportionment for the expenses of the
Federal Council.
The report of the Special Committee
on Evangelism was taken under consideration
and the Assembly was addressed
by Rev. C. R. Nisbet, chairman of the
Permanent Committte.
Dr. Minton, spoke by invitation, and
Dr. J. M. Rose, spoke to the resolution
before the Assembly.
The report was amended and adopted
Air. aiaesKy, or Baltimore, engaged
in the work among the Jews, addressed
the Assembly by invitation. His topic
was "Christian Work Among the Jews."
Rev. J. E. Taacker, offered a further
report from the Standing Committee
on Foreign Correspondence.
(6) In answer to the overture from the
Presbytery of South Carolina, that we take
steps looking to organic union with the A. It.
P. Church, the Assembly would say that our
Assembly has already expressed Itself In favor
of such a union and expressed Its willingness
to print their psalms In our Psnlms and
Hymns, and It does not see that there are

the General Assembly reiterates Its willingness
for such a union whenever the A. It.
I*. Church shall favor the same.
(7) We reeommend that the Moderator of
this Assembly |>e appointed to make suitable

(8) In regard to the eommunleatlons from
the council of the Ileformed churches In
America, holding the^ Presbyterian system, we
would recommend?
1. That the Assembly appoint a Standing
Committee on the Minutes of this Council.

Session at Savaunnh, Gn., sends cordial greetings
to the Roard of Missions of the M. E.
Church, South, at Nashville, Tenn.. with assurance
of grateful appreciation of interest
expressed In the trial of our Missionaries in
Africa.
'10) In regard to the communications from
the representatives of the Theological Evangelical
Seminary of Geneva, stating that they
had beard of n "Proposed movement In the
Southern Presbyterian Assembly, looking toward
the establishment of a Bible Institute
in France, for the training of Reformed ministers,
as a Memorial of Calvin." We recommend
the following answer:

2. Wo -express our prayerful and sympathetic
Interest in "the Theological Evangelical
Seminary o*f Geneva," and suggest that any
of our Church Courts or Individuals who may

3. That this action be coinmuulcated to
Itev. Albert Erdinan, D. D., I'astor, Em. of
the South Street Presbyterian Church of Morrlstown.
