ALCOHOLISM IK i'liAKLL.
During tae latter part of May there
vsaa lie id at Havre, France, the annual
meeting of the "Ldgue dea Droits
i Homme" (.League of the Kighta of
Maul. The meat important paper was
oue read by Dr .Sicard de Tlttuzoies oe i
"DegiBiutive Heme dies Agalnat Aicohoilarn.'
The term "alcoholi8m" in France
ia used to co.ver all the evils arising
irom the uae oi alcoholic beverages,
'the atatiBtlcs gathered toy Dr.
liauzoles show that the annual per I
capita consumption of absolute alcohol |
in France is a.5 liters (about lour t
quarts), exclusive of the illicit traffic
which is extensive. The higheBt consumption
is in the northern part of the {
Republic and the lowest in tne south- ?
era part. There are more than 500,000 liquor
shops in France, one for each
bO or 00 inhabitants. He estimated that
ulty per cent, of the drinkers were
afflicted with cerebral or mental trouble.
As for the criminal records, Dr.
l'lauzolcs showed that of 100 Frencu
murderers, 52 were intemperate; of
every 100 incendiaries, 69 were committed
toy intemperate persons; of
every 100 vagabonds, 70 were intemperate;
of every 100 assaults to commit
bodily harm, 90 were committed by
intemperate persons; of every 100 acts
of violence against the person, 88 were
committed while tlie offender was actually
drunk.
Comparing the statistics for 1908
with those lor 1886 and 1885, iDr.
Plauzoles showed that the number ol
murders have nearly doubled while the
number ol bodily assaults which have
occasioned death without Intention to
kill have increased forty per cent.
It would appear from the official
ligures that the use of "light wine" has
not fully solved the drink problem in
France, the statement ol certain wine
enthusiasts m America to the contrary
notwithstanding.
His Majesty, the King Sweden, at
the request of Prime Minister Steal,
has appointed a commission to. prepare
and report measures for the perfection
of her local option laws and the reform
of the Gothenburg system of liquor selling
with the view of ultimate prohibition
of the traffic throughout the kingdom.
The Chairman of the Commission
is Herr Syante Herman Kvarnzelius,
member of the Second Chamber of
the Higadag. The unsatisfactory results
of the half century of Gothenburg
system of liquor selling has driven the
government to take these preliminary
steps looking to complete prohibition.
Clinton N. Howard estimates that if
it takes ten beers to make a man drunk, 4
one glass will make him one-tenth
drunk. The moderate drinker is never
quite as drunk as the exceseive drinker.?Preebvteriftn
